    CITY OF COCOA BEACH JOB DESCRIPTION

JOB TITLE: CODE ENFORCEMENT OFFICER
DEVELOPMENT SERVICES DEPARTMENT

GENERAL STATEMENT OF JOB

Under general supervision, is responsible for the enforcement of the City Codes as outlined in the City Code of Ordinances, Land Development Code and Chapter 30 and Ordinance No. 1583 titled, Code Enforcement, Special Magistrate/Code Enforcement Board.  Works directly with the Development Services Department Building & Permitting, Planning & Zoning and Business Tax Receipt Divisions and the Police Department, as applicable, to ensure violations to these City Codes get cured.  Work involves receiving complaints, interpreting City Codes, investigating code violations and preparing cases for hearing and ruling by the Code Enforcement Special Magistrate/Board.  In addition, employee is responsible for the implementation, administration and execution of the City’s Civil Citation Program which may involve the issuance of citations for routine level infractions and/or violations of the City’s Codes.  Employee must exercise independent judgement to ensure that proper codes and ordinances have been followed in a variety of situations.  Employee may also perform skilled inspection work in order to secure compliance with established codes and ordinances.  Work may also involve responding to man made or natural disasters to assist in recovery efforts, as required.  Reports to the Deputy Development Services Director. 

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

  • Performs routine and special inspections and investigations as required, to assist with the enforcement of City Codes and Ordinances, and to ensure businesses, residents and property owners remain in compliance with all of the city codes and ordinances.  Work may involve nighttime and weekend work as required for special circumstances and annually during Turtle Nesting Season.
  • Receives and answers inquires or complaints about alleged violations to City Codes; prepares and delivers/provides “Notice of Violations” (NOVs) to property owners; prepares cases to be heard and ruled on by the Special Magistrate/Code Enforcement Board and by Circuit Court for trial, as applicable; and, represents the City by providing effective testimony at hearings and trials.
  • Administers and maintains all necessary reports and records pertaining to all inspections, investigations, code violations, hearings, trials and other code enforcement related work.
  • Enters and retrieves information from a computer to perform research, update records, process case documentation, or to respond to actions and requests. Performs routine clerical duties in  the office. Obtain and maintain professional level industry/department specific computer skills. Able to train others on the computer systems and requirements.
  • Participates in Code Enforcement Special Magistrate/Board hearings/meetings, when necessary.  Determines severity of code violations and prepares written correspondence (e.g. summons to appear) to bring code violators before the Code Enforcement Special Magistrate/Board.


ADDITIONAL JOB FUNCTIONS

Reviews and studies City related regulations to stay informed and current with any changes to the City codes and ordinances.  Attends all necessary classes, seminars and training in order to maintain minimum certifications and enhance personal knowledge/skills and professionalism.
 

Qualifications

MINIMUM TRAINING AND EXPERIENCE

Graduation from high school, supplemented by special training in Code Enforcement or an equivalent combination of training and experience which provides the required skills, knowledge and abilities. 

SPECIAL REQUIREMENTS

Must obtain the minimum knowledge and experience needed upon accepting the position, as determined by Department Director, and obtain the Level 1 and Level 2 provisional certifications within 240 days of employment, as recognized and administered by the Florida Association of Code Enforcement (FACE). Preference given to applicants with previous experience working with Short Term Rental enforcement and who currently hold FACE Level 1, 2, or 3 certifications.
