GIS ANALYST II

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform technical work associated with geographic information system (GIS) computerized mapping, to include collection of data, development of spatial/tabular databases, production of GIS maps and models, and related functions.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. This classification is part of the broad-band compensation plan. Duties listed may not be performed by all incumbents, and level may be assigned in accordance with the skills and proficiencies demonstrated by the incumbent The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

• Provides direction, training, and assistance to other employees regarding utilization of GIS systems; coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work, inspects completed work, and troubleshoots problem situations.
• Trains field teams in GPS data collection methodologies, processing and reconciliation of data, and data dictionaries for GPS collection; creates technical field manuals and procedural manuals for field teams; creates forms for use by field teams.
• Serves as member of Infrastructure Assessment Project (IAP) team; designs data collection methodologies and data dictionaries for GPS collection; collects, corrects, and processes locational and elevational GPS  data  of  existing features pertaining to water, sewer, and stormwater infrastructure features, hydrants, new roads, 911 verification, field work, and other data; designs and produces digital, geographic, and statistical models of data using GIS technology; controls survey network analysis and/or design, vertical and horizontal control specifications, and monuments.
• Acts as liaison to other departments or other divisions in matters involving GIS operations and the entity’s spatial data collection, analysis, mapping, and analysis needs; provides technical assistance, information, and support.
• Enforces data standards and maintains quality control of GPS data; supervises quality control of GPS data obtained  from field teams.
• Operates and maintains the county’s computerized Geographic Information System (GIS); develops GIS application programs; transfers data into GIS system; integrates cartographic data from numerous sources into countywide database; downloads GPS field data; updates data in GIS database; edits and develops GIS data for mapping; performs general computer system administration and basic maintenance tasks.
• Designs, develops, and edits GIS spatial and tabular databases; performs limited analytical operations, limited spatial queries, and/or complex spatial and database queries; conducts topological editing and maintenance of GIS datasets.
• Analyzes complex geographic data; conducts analysis of datasets and databases; produces digital statistics. Plans specific work plans for database creation, management analysis report generation, and map production.
• Performs complex cartographic design and production; creates, produces, maintains, and updates various GIS maps, county maps, and custom maps; assists in creating and updating county atlas; produces blueprints of tax maps, zoning maps, final plats, and aerial photographs; develops products and provides services within scope on time and within budget.
• Assigns, verifies, and corrects E-911 addresses and street names; assists in locating roads or addresses; updates master street address guide.
• Provides technical support, information, and assistance to GIS staff, field teams, public, other county offices, or other individuals regarding mapping issues, GIS operations, 911 addressing, or related issues; trains users in GIS principles, cartographic production, data development, and software operations; responds to questions or complaints, researches problems, and initiates problem resolution.
• Reads and interprets various maps, GIS maps, and as-built drawings.
• Conducts research of maps, database records, electronic data sources, legal records, department files, hardcopy materials, Internet sites, or other sources as needed; researches maps, tax digest, or other records to determine property ownership or property location.
• Provides input regarding division budget and expenditures.
• Prepares or completes various forms, reports, correspondence, logs, checklists, export files, database reports, statistical reports, master street address guide, map plot records, procedural manuals, GIS maps, cartographic products, or other documents.
• Receives various forms, reports, correspondence, map requests, data collection sheets, GIS maps, schematic drawings, 911 address verification forms, map indexes, master street address guide, tax maps, subdivision  maps,  tax digest, atlases, as-built drawings, technical guides, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
• Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, spreadsheet, mapping, geographical information system (GIS), or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
• Operates, inspects, and maintains various equipment and tools associated with work activities, which may include a motor vehicle, handheld GPS data collector, GPS unit backpack, digital camera, plotter, computer, printer, copy machine, blueprint copier, calculator, telephone, cash register, survey tools, shovel, posthole digger, sledgehammer, crowbar, level rod, probing rod, measuring tape, compass, drafting scale, flashlight, or traffic control/safety devices.
• Performs manual tasks associated with work activities, which may include locating manholes or  underground structures, excavating around field structures, loosening/removing manhole covers, removing storm  drain  grates, digging holes, flagging/directing traffic, setting up traffic barricades or safety cones, or measuring distances.
• Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure  safety  of employees and other individuals.
• Communicates with supervisor, employees, other departments, customers, surveyors, realtors, title searchers, attorneys, post offices, state/federal agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
• Attends meetings as needed.
