Statement of Purpose

The Program Director is responsible and accountable for directing, coordinating, and overseeing implementation of all aspects of NIB’s Cooperative Agreement (CA) with the U.S. AbilityOne Commission. The Program Director is also responsible for managing initiatives core to NIB’s AbilityOne Program® responsibilities and strategic direction. The Program Director is a critical thinker with strong analytical skills, adaptable to changing business conditions, who can work effectively across NIB and the AbilityOne Program to enhance the economic and personal independence of people who are blind.

Education

Bachelor’s degree in business management, program management, or related discipline from an accredited university or college; master’s degree highly preferred. An equivalent combination of education and experience may also be acceptable.

 

Training and Special Knowledge

  • Considerable experience in project management. PMP certificate preferred.
  • Ability to identify/manage cross-project interdependencies and understand ties to broader business strategies.
  • Effective communication / collaboration skills.
  • Ability to achieve organizational goals by building trusted working relationships with internal and external stakeholders.
  • Advanced critical thinking/analysis skills; ability to identify trends and recommend a course of action for NIB.
  • Knowledge and understanding of the AbilityOne program.

Specific Duties and Responsibilities

The primary elements for which this position is responsible will include at least the following:

 

Cooperative Agreement Administration 

  • Operate NIB’s CA Project Management Office (PMO).
  • Oversee large, cross-functional project delivery, including tracking and monitoring cross-functional milestones and deliverables.
  • Ensure project deliverables are submitted on time and at the required level of quality.
  • Develop and implement corrective action recommendations across NIB departments as necessary to improve program performance.
  • Develop and maintain collaborative relationships across NIB business areas.
  • Effectively communicate and manage project expectations to program/project owners, sponsors, managers, team members, and other stakeholders in a clear and concise fashion.
  • Develop and implement best practices, techniques, and tools for project intake, project planning, execution, project management, ongoing milestone/deliverable tracking, communication, and key performance metrics.
  • Serve as the primary NIB point of contact with the U.S. AbilityOne Commission’s CA PMO.

 

Program Management

  • Lead NIB efforts to develop a comprehensive Compliance Program for NIB, identifying elements of AbilityOne Compliance for which NIB is responsible, departmental ownership of each element, and reporting requirements related to NIB’s CA.
  • Work across NIB to identify, implement, and manage technological solutions that support NIB business needs using current data, identifying new data needs, and incorporating artificial intelligence (AI).
  • Utilize NIB and external data to develop dashboards that effectively tell the NIB story and support strategic organizational initiatives.

 

Strategic Planning

  • Engage with NIB leadership on development of NIB’s strategic plan.
  • Manage operational flow-down of core strategic plan pillars into organizational and departmental goals.
  • Support NIB leadership and NIB Board strategic initiatives.
