Job Summary

The Talent Acquisition and Onboarding Specialist plays a key role in supporting organizational growth by sourcing, attracting, and hiring top talent while ensuring new employees are successfully integrated into the company. This role manages the end-to-end recruitment lifecycle—from workforce planning and employer branding to candidate selection—and oversees onboarding activities to promote employee engagement, compliance, and retention.
 

Essential Functions but not limited to:

 

Talent Acquisition

  • Partner with department leaders and HR to forecast short-term and long-term staffing needs.
  • Draft, update, and maintain accurate job descriptions to align with business requirements and organizational values.
  • Develop sourcing strategies to attract high-quality, diverse candidates through job boards, social media, networking, career fairs, and employee referral programs.
  • Manage full-cycle recruitment, including job posting, resume review, screening calls, interview scheduling, and interview facilitation.
  • Train and support hiring managers on effective interviewing techniques, selection processes, and compliance with employment laws.
  • Act as a brand ambassador by promoting the organization’s mission, culture, and employee value proposition.
  • Track and analyze recruitment metrics (e.g., time-to-fill, cost-per-hire, candidate satisfaction, and turnover trends) to recommend process improvements.
  • Build and maintain a talent pipeline for hard-to-fill roles and future hiring needs.
  • Maintain relationships with temporary/permanent placement agencies, submit job needs requests, provide feedback on candidates.
  • Research, analyze, and attend job fairs and networking events that could attract qualified applicants.
  • Oversee all aspects of the internal transfer procedure including reviewing internal candidates and ensuring appropriate qualifications, interview process, and transfer paperwork.
  • Ensure all recruitment practices are consistent with federal, state, and local employment laws (EEO, ADA, FLSA, etc.).

 

Onboarding

  • Manage pre-employment steps including background checks, references, employment eligibility (I-9/E-Verify), and offer letter preparation.
  • Coordinate with IT, facilities, and hiring managers to ensure new hires have technology, workspace, and resources ready by Day 1.
  • Design and facilitate engaging new hire orientation sessions covering company policies, benefits, culture, and compliance training.
  • Provide continuous communication and support to new employees during their transition period.
  • Monitor completion of mandatory training, benefit enrollments, and other HR requirements.
  • Collect feedback through surveys and check-ins to identify areas for improvement in the onboarding process.
  • Develop creative strategies to enhance employee engagement and retention during the onboarding period.
  • Work to promote and support justice, equity, diversity, and inclusion at all levels of the organization.

 

Miscellaneous

  • Participate in the development and training of new policies and procedures to ensure compliance with applicable HR laws and regulations.
  • Sensitive and responsive to the cultural differences among the agency’s client population
  • Actively participate in quality improvement projects

 

The Talent Acquisition and Onboarding Specialist will take on special projects or additional duties as assigned by the Director of Human Resources and/or the Vice President of Human Resources.

Education and Experience

  • Bachelor’s degree in human resources, business administration, psychology or related field preferred; equivalent combination of education and experience acceptable.
  • 2–3 years of professional experience in recruitment, talent acquisition, onboarding, or HR generalist functions.
  • Strong knowledge of HR compliance, recruiting techniques, and workforce planning.
  • Proficiency with applicant tracking systems (ATS), HRIS platforms, and Microsoft Office Suite (Excel, Outlook, Word, PowerPoint). Experience with Paycom preferred.
  • Demonstrated ability to manage multiple searches simultaneously in a fast-paced environment.
  • Excellent interpersonal and relationship-building skills with a customer-service mindset.
  • Strong facilitation and presentation skills for orientations and training sessions.

 

Certifications/Licenses

-Valid CA driver’s license

 

Additional Requirements

-Tuberculosis clearance

-Department of Justice/Fingerprint clearance

-Satisfactory completion of health screening

-Proof of legal eligibility to work in the United States

 

Physical Demands

While performing the duties of the Talent Acquisition Specialist, the employee is frequently required to sit and use their fingers to manipulate a keyboard or writing instrument. The employee is occasionally required to walk, stand, bend and lift objects greater than 10 pounds. The employee may be required to drive on occasion.

 

Travel

The Talent Acquisition Specialist will be required to travel up to 25% for recruitment events and  to different office locations to conduct new hire onboarding tasks as needed and required.

 

Work Environment

The work environment is indoors. The noise level varies from quiet to moderate.
