Job Summary
The Compliance Specialist ensures compliance with all affordable housing program operations and required quarterly and annual reports. The Compliance Specialist reviews tenant files for compliance and maintains CCH policies and procedures regarding Fair Housing, tenant selection, regulatory requirements, etc.
Key Responsibilities
- Contribute to caring and positive working and living environments for all employees and residents
- Review and approve move-ins, move outs, annual certifications and interim certifications for HUD, LIHTC and TBV programs.
- Process HAP requests for HUD subsidy; Implement gross rent changes; Process HUD special claims and repayment agreements.
- Participate in lease-up and special projects at communities managed by CCH.
- Provide support via video, phone, email, or in person to all Community Management teams with regards to correct policies and procedures of program certification, as well as outstanding compliance related issues.
- Receive applications for housing from multiple communities within an assigned portfolio
- Review applications for completeness and program qualifications;
- Enter data and upload documentation into Yardi software;
- Send acceptance letter to applicants that are eligible for programs;
- Create removal documentation when applicants are not eligible for programs;
- Send pre-qualification letters to applicants when units become available;
- Enter waitlist comments for key activities and events;
- Verifies compliance with rules and regulations of various funding sources, fair housing standards and CCH policies and procedures
- Audit community files for accuracy and completeness; Conduct tenant file reviews, audits, onsite file reviews, track and complete certifications and input tenant certifications into YARDI.
- Performs quarterly on-site reviews of properties with variable and complex funding arrangements to include: Tax Credit, HUD project-based Section 8, Tax Exempt Bonds, AHP, RHCP, CalHFA, CDBG, NEF, MHP and other private and public sources.
- Assists with development and roll-out of agency-wide policies, procedures and processes that ensure compliance.
- Other duties as assigned.
Reporting + Organizational Relationships
This position will report directly to the Associate Director of Compliance and has no supervisory responsibilities.
Compensation & Classification
CCH is committed to paying competitive wages. The salary range for this position is $23.32 - $32.64 per hour. Based on CCH’s Compensation philosophy, most new hires are brought in at the minimum salary range. CCH has a competitive benefits package with health, dental, vision, and life insurance, 8% of an employer contribution for retirement, and more. This is a temporary, full-time, non-exempt position. This position is based at the CCH Central Office - Walnut Creek.

Physical demands include continual sitting, typing, and repetitive computer use for up to 8 hours a day.
