Title: Human Resources Generalist

Location: Administrative Office – Human Resources Department

City: Bellingham, WA

Position: Full-time, Monday-Friday 8:00am - 4:30pm, non-exempt (hourly)

Compensation: The full wage scale is $27.25 to $38.14 per hour. Placement within the wage range is determined by a candidate’s relevant experience.

Bonus: Employees are eligible annually to participate in discretionary bonus programs, as determined by FCN, which include the Years-of-Service bonus program, the Quality Performance bonus program, and the Performance Recognition bonus program.

Job Summary: The Human Resources Generalist provides guidance and support in the implementation and administration of human resources policies, procedures, and programs to assure alignment with the mission and goals of FCN. The HR Generalist possesses subject matter expertise in a variety of program areas and utilizes this knowledge to provide guidance to leadership and staff in these areas. Additionally, the HR Generalist possesses a general understanding of all FCN HR related policies and procedures and applicable federal and state laws and guidelines to provide routine support to those we serve.

Essential Job Functions

General Responsibilities:

  • Maintains competent knowledge of the core program areas, policies, practices, and workflows within the HR Department.
  • Acts as a key resource to the HR Assistant and HR Coordinator roles within the department and may provide support by completing tasks performed by those roles or other HR team members roles during times of high volumes or gaps in staffing. 
  • Provides a variety of information, assistance, and suggestions on various human resources issues within knowledge and competency level.
  • Performs ad hoc information and data gathering projects; gathers analytics; composes and drafts reports and documents as assigned.
  • Performs routine reporting such as monthly OIG report and annual EEO-1.
  • May be assigned to serve as project lead on projects within experience and competency.
  • Assists with triaging general HR Department calls, voicemails and emails.
  • Assists employees with Paycom Employee Self Service (ESS), benefits, timecard and online training questions.
  • Completes paperwork and recordkeeping when an employee experiences a name change.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

Training:

  • Coordinates and tracks BLS training for employees including initial and refresher classes.
  • Administers FCNs online learning system (HSI) and assures the system is maintained and updated as required.
  • Ensures all FCN employees have completed annual compliance training.
  • Providing initial training on HSI to new FCN leaders to learn reporting and other features of the system.

Benefits:

  • Understands the FCN benefit programs available to staff, leadership and providers and the FTE thresholds for eligibility.
  • Provides support in the administration of the benefit program by completing various tasks including ACA checklist items and premium payment verification for employees on leave.
  • Assists with onboarding and offboarding benefit related tasks to include new hire benefit notifications, COBRA notifications, Life, AD&D and LTD portability information as needed.
  • Updates HRIS benefit information for termed employees.
  • Prepares and finalizes checklists, file election/declination documentation, confirm entries into HRIS and update/follow up as needed.
  • Monthly benefit invoice reconciliation preparation for Benefits Administrator to review and audit.

Workforce Safety:

The HR Generalist performs the role of Safety Officer for FCN by developing, maintaining and implementing a written safety and health program, providing training to staff about job safety and health, involving employees in the safety program by having a safety committee and keeping records of all work-related injuries and illnesses that meet the criteria specified by law.

Workers Compensation:

The HR Generalist coordinates FCN’s response to work-related injuries including completing the Reports of Injury and supporting the completion of paperwork and information as needed throughout the injury process.

  • Supports communication with the manager through the Claim and Leave process (when appropriate) and engages the CHRO as needed in matters requiring further review.
  • Manage tracking of injury reporting, preparing graphs and presentations as needed and completing the annual OSHA 300 Report.

Relationship Management and Employee Relations:

  • Builds and maintains collaborative relationships with employees and managers by interacting harmoniously and effectively with others, focusing upon the attainment of organizational goals and objectives through a commitment to teamwork.
  • May assist managers with simple employee performance or compliance concerns, such as attendance and policy violations, by providing effective guidance, in consultation with HR Business Partner or CHRO, on how to manage the performance or compliance issue.  For more complex performance or compliance issues, potential disciplinary concerns, or investigations, the HR Generalist consults with and refers concerns to the HR Business Partner or CHRO.
  • May attend and participate in employee performance improvement or disciplinary meetings, terminations, and investigations.
  • Models a high level of professionalism and maintains a strong focus on creating an exceptional service experience for staff, leadership, providers, students, and candidates.
  • Assists with employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate senior-level HR staff as needed.

  • Our PTO and EIB benefits begin accruing from the first day of employment and employees are eligible to take paid time off after 60 days of employment. An employee accrues PTO at a rate based upon the number of months of service at FCN. A new full-time employee generally accrues 18 days per year. EIB accrues based upon the number of paid hours excluding overtime, with a full-time employee accruing a maximum of 48 hours per year. Benefit eligibility is determined based on the full or part-time status of the position. Employees who are ineligible for FCN’s PTO/EIB programs accrue Paid Sick Leave per Washington State law.

Qualifications

Education and Experience:

  • High School diploma or GED required, or equivalent knowledge and skills obtained through a combination of education, training, and experience. Bachelor’s degree in business, Human Resources Management or Organizational Development preferred or coursework in these subject matter areas with equivalent experience required.
  • Two or more years of previous experience in Human Resources demonstrating continued growth, professional development, and subject matter expertise.
  • Healthcare industry experience preferred.
  • PHR or SHRM-CP preferred.

 

Physical Requirements: While performing the duties of this job, the employee is occasionally required to: stand; walk; sit; use hand to finger coordination, handle or feel objects, tools or controls; reach with hands and arms; climb stairs; balance, stoop, kneel, crouch; talk or hear. The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required include: close vision, peripheral vision, depth perception and the ability to adjust and focus.

Immunization Requirements: All employees at Family Care Network (FCN) are expected to meet and maintain required immunizations as a contingency of employment. The immunization requirements are as follows: Influenza (annually), Tdap (after the age of 19), MMR, Varicella or a verified history of chickenpox disease, Two-step TST or IGRA (within the last 12 months), COVID-19 vaccine completed series and any additional immunizations determined necessary for the protection of staff and patients. Hepatitis B is also required for employees in positions with a high risk of blood-borne pathogen exposure, which includes the following: Providers, RNs, LPNs, MA-Cs, PSRs at all Urgent Care Locations, and all-laboratory staff. The Hepatitis B vaccine is strongly recommended for all other employees. FCN will cover the cost of required immunizations for any FCN employee. All employee immunizations will be administered by FCN staff except for the COVID-19 vaccine. The COVID-19 vaccine can be administered at a participating pharmacy or other healthcare location. Note: A medical or religious vaccine exemption/reasonable accommodation will be considered by submitting an FCN Exemption form for review and evaluation by the Chief Medical Officer.
