GENERAL PURPOSE  

 

The purpose of the position is to assist citizens and contractors with the processes of application, review and approval of building permits and inspections enforcing compliance with established City and State building and safety codes.

 

Employee is responsible for administrative/clerical work in relation to regulatory standards, inspections activities, and permitting and licensing functions for the building construction throughout the City.

 

Performs a variety of routine clerical, administrative and technical work in the processing and issuance of permits and keeping official records.

 

SUPERVISION RECEIVED

 

Works under the general supervision of the Director of Planning and Development Services or his/her designee.

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

Provides general zoning, building and related code information and application forms to permit applicants and the general public, and assists in providing guidance in filling out various permit applications and forms, making sure applicants understand the permitting process and the necessary information and attachments required to submit an accurate and complete application.

 

Processes permit applications by accepting the application, checking for accuracy and completeness, calculating fees, and routing permits, plans & other department information to appropriate review staff, assists in monitoring application progress for status reports, and preparing plans and permits for issuance; issues simple routine permits within scope of authority and responsibility assigned.

 

Advises customers, by phone and in person of the laws and ordinances regulations the issuance of permits and contractor registration, and ensures that the customer have a reasonable understanding of the laws and ordinances.

 

Notifies power company of daily electrical releases; processes turn-around permits and verifies product approval numbers as needed.

 

Receives and reviews state registrations for compliance with minimum licensing requirements, and enters information into the computer to create licensing registration record.

 

Maintains accurate and timely records of the permit process; input, maintain and compiles a variety of data on permitting activities, in the department software system.

Qualifications

DESIRED MINIMUM QUALIFICATIONS

 

Education and Experience:

 

(A)      Graduation from a standard senior high school or GED equivalent, supplemented by two (2) years of post-secondary college or technical training in land use, urban planning, architecture, public administration, building technology, or a closely related field, and

(B)       Two (2) years of experience in general office procedures, or a related fields, or

(C)       Any equivalent combination of education and experience.

 

Permit Technician certification preferred.

 

Necessary knowledge, Skills and Abilities:

(A)      Knowledge of Uniform Building Codes and general land use development; Working knowledge of building administration; Working knowledge of zoning regulations; considerable knowledge of manual and computerized record keeping systems;

(B)       Skilled in the operation tools and equipment.

(C)       Ability to establish effective working relationships with contractors, developers, architects, engineers, owners, and the general public; Ability to communicate effectively orally and in writing; Ability to work under stressful conditions and with frequent interruptions.
