GENERAL PURPOSE  

Administers programs for the Community Redevelopment Agency.  Performs a variety of routine and complex administrative, technical and professional work in the preparation and implementation of the goals and objectives of the Community Redevelopment Agency.

SUPERVISION RECEIVED

Works under the general supervision of the Assistant City Manager or his/her designee.

SUPERVISION EXERCISED

Exercises supervision over administrative staff as assigned. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Administers redevelopment and revitalization programs within the Community Redevelopment District. 

Develops and maintains positive working relationships with existing businesses to encourage business retention and expansion projects.

Assists in conducting comprehensive studies of Redevelopment data.

Assists Community Redevelopment Agency Board in developing short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates activities with other departments and agencies as needed.

Coordinates activities of volunteers, non-profit organizations, consultants, and governmental agencies.  Prepares applications to secure funds from available state or federal grant or loan programs. 

Assists with the development of the annual CRA operating budget.

Oversees, annually reviews, and periodically updates the CRA’s economic development incentives programs.

Promotes the City as both business-friendly and sustainable community.

Directs and manages business attractions and outreach marketing strategies; works with the Communications and Engagement Department to develop and disseminate Department

 

DESIRED MINIMUM QUALIFICATIONS

 

Education and Experience:

 

(A)      Graduation from an accredited four-year college or university with a degree in urban planning, business or public administration, economics, marketing, finance, or a related field, and

(B)       Two (2) years related experience; or

(C)       Any equivalent combination of education and experience, additional education substituting on a year for year basis for the required experience.

Necessary Knowledge, Skills and Abilities: 

(A)      Considerable knowledge of business development; considerable knowledge of economic development; working knowledge of municipal zoning and infrastructure; working knowledge of planning programs and processes.

(B)       Strong project management skills. Ability to problem, take initiative, set priorities, handle multiple projects, and exercise good judgment in a fast-paced, dynamic, deadline-driven environment in an organized and professional manner.

(C)       Ability to communicate effectively orally and in writing with industrialists, architects, contractors, developers, owners, supervisors, employees, and the general public;  Ability to establish effective working relationships.
