Description

The Health Service Finance Manager is responsible for managing and overseeing the financial operations of the Health Services Department.  The Finance Manager works with the Tribal Finance Department, the Budget Team, and the Chief Financial Officer to develop the annual budget, monitor and analyze performance, and provide recommendations to the Director.  This position reviews and processes all general ledger transactions and ensures that all month-end transactions, closures, and deadlines are met in the areas of accounts payable, accounts receivable, payroll, and general ledger, as well as provides accurate and timely financial statements in accordance with GAAP, Audit Standards, and Grant Compliance. This position also manages various accounting functions and associated analysis and reporting.  The Health Services Finance Manager services to services and oversees the Health Services finance team, billing, and PRC.

 

Duties Include:

Financial Management: 

  • Maintains a documented system of accounting policies and procedures and implements internal controls and guidelines for transaction preparation to minimize risk.
  • This position analyzes actual vs. budget variances, meets with the director to address any necessary budget revisions, and assists directors in closing grant programs.
  • Provides financial and programmatic reporting; monitors federal, state, and other applicable grants to ensure compliance with relevant regulations and grant objectives.
  • Ensures that financial transactions are accurately recorded.
  • Maintains the general and subsidiary ledgers accurately and prepares and adjusts journal entries as required.
  • Prepares and maintains monthly financial reports, including income statements, balance sheets, cash flow statements, federal, state, and other grant reimbursement claims, grant status reports, and any other requested areas.
  • Ensures year-end reports are prepared in accordance with required timelines for the annual closing and audit process.
  • Tracks financial health by monitoring revenue and expenses, consolidating and analyzing financial data, preparing special reports, maintaining internal controls and best practices, and reporting activities to internal and external stakeholders.
  • Evaluate and improve accounting processes while ensuring procedures comply with organizational accounting policies and applicable laws and regulations.
  • Plans, organizes, and manages purchasing functions to ensure cost-effective procurement of goods and services within policy guidelines.
  • Ensures project and department milestones and goals meet and adhere to approved budgets.
  • Oversees and coordinates with the PRC and billing staff to ensure timely and accurate financial information.

Reporting: 

  • Compile and distribute monthly and annual financial and accounting reports.
  • Calculate and submit the Medicare FQHC Cost Report annually.
  • Works closely with the Tribal accounting department and Health Service Managers to ensure reimbursements & reports are submitted in a timely fashion
  • Serve as a liaison with external auditors to address complex financial reporting and audit matters

Budget Management: 

  • Monitors budgets and spending patterns to ensure that programs comply with Tribal and grant regulations. 
  • Manages the collection and analysis of data necessary for developing preliminary budget projections for revenues and expenditures, which are then used to create the final budgets. 
  • Analyzes current costs, revenues, financial commitments, and obligations to predict future revenues and expenses. 
  • Leads the budgeting process. 
  • Integrates past financial results into budget development. 
  • Adheres to documentation requirements for audits and internal controls. 
  • Ensures the accurate and timely tracking and reporting of spending, revenue, and any exceptions to budgetary limits. 
  • Monitors actual performance against estimates and prepares annual and interim budgets. 
  • Reviews operating budgets periodically to analyze trends affecting budget needs, coordinating appropriations for divisions and specific programs while balancing the requirements for emergencies. funds.
  • Ensures project/department milestones/goals are met and adhered to approved budgets.

Meetings:

  • Attends various meetings related to Health Services and meets with other Health Services managers to review financial reports. 

Personal Contacts:

  • Maintains regular contact with staff, community members, and others to accomplish the department’s financial objectives and preserve good public relations.
  • Attend meetings with the State of Washington Health Care Authority (HCA), Northwest Portland Area Indian Health Board, and the American Indian Health Commission as needed.

Supervisory:

  • Supervise Health Services finance and billing staff in daily tasks. 
  • Coach and mentor employees to achieve job results; plan and evaluate performance. 
  • Train staff on data collection systems and time study reports. 
  • Present recommendations on financial data and trends. 
  • Ensure staff understand and implement accounting policies and procedures. 
  • Manage attendance and work schedules for supervised staff.

Remote Work:

  • This position is eligible for situational remote work as needed. The schedule must be discussed with and approved by the supervisor and director and may change depending on the role and department's needs.

Education and Certifications:

  • Bachelor’s degree in accounting is required.
  • CPA preferred.

 

Experience:

  • Work Experience: A minimum of 7 years of relevant experience in progressively responsible management or supervisory finance roles, including at least 3 years in healthcare finance or at a public accounting firm specializing in healthcare audits and/or accounting functions. Preferred experience in a complex health program that includes financial services. 
  • Grants/Program Administration: Knowledge of budgeting, grant accounting, and management principles and techniques is required. 
  • Financial Reporting: A minimum of 5 years of experience in financial reporting and presentation skills is required. 
  • Tribal Finance: Experience in tribal finance, particularly in a clinic setting, is strongly preferred. 
  • Personal Computer Skills: Proficiency in computer skills is essential. The ability to set up, maintain, and train others in data collection, reporting systems, and accounting software is necessary. 

 

Physical Requirements:

  • Regularly required to finger, handle, reach with hands and arms
  • Frequently required to walk, sit, stand.
  • Occasionally required to lift and move up to 25 pounds.
  • Normal audio and visual acuity

 

Travel Requirements:

  • Local, Statewide, and out-of-state travel may be required.
