Role Summary:

The Compliance and Review Specialist is responsible for assessing adherence to local, state and federal regulations, focusing on consumer and commercial deposit products. Additionally, this position recommends procedures and process improvements to ensure activities conducted are in compliance with applicable laws and regulations. The position assist in developing solutions to a variety of problems and works under the general supervision of Regulatory Compliance Manager/Team Leader.

 

What You Will Be Doing:

  1. Knowledge in regulations, focusing on consumer and commercial deposit products, specifically Regulation CC (Funds Availability Act), Regulation DD (Truth in Savings Act), Regulation E (Electronic Fund Transfer Agreement & Disclosure), NACHA Rules, UCC (Uniform Commercial Code), Privacy Act, and Gramm-Leach-Bliley Act, Right to Financial Privacy, and others.
  2. Knowledge of credit union deposit processes which include experience with account opening account maintenance, member privacy, and digital experience.
  3. Research and assist in the analysis, interpretation, and application of deposit and privacy regulations and practices as they relate to the credit union.
  4. Recommend policies, procedures, and processes to help ensure activities are conducted in compliance with applicable laws, regulations and rules.
  5. Communicate audit requirements to appropriate departments, assist in collecting audit material as appropriate, and track all findings and resolutions.
  6. Assist in compliance audits performed by third party vendors or internally by coordinating audit effort with the appropriate departments, gather audit information, provide results to effected departments, collect management responses and confirm resolution of issues.
  7. Assist with deposit disclosure production and tracking, review of marketing materials, conducting internal compliance self-assessments, and other compliance programs and projects as assigned. 
  8. Review the implementation of new products/services or changes to existing product/services for compliance and regulatory requirements and/or for potential issues and implement appropriate compliance validation steps.
  9. Advise Regulatory Compliance Manager/Team Leader and AVP of Compliance of potential impact of new or amended regulations including those that affect consumer and commercial accounts, and BSA regulations.
  10. Assist with conducting internal compliance self-assessments and internal reviews to ensure activities are conducted in compliance with applicable laws, regulations, and rules. Communicate the review requirements to appropriate departments, assist in collecting audit material as appropriate, and track all findings and resolutions.
  11. Assist with performing and completing the credit union’s regulatory risk assessment covering all consumer regulatory related risks, identify the gaps, and provide recommended solutions for the identified gaps. Work with the departmental stakeholders to implement those solutions.
  12. Perform monitoring of vendor compliance with consumer regulations, deposit disclosure updates and tracking, compliance monitoring, quality control, and other compliance programs and projects as assigned.
  13. Review marketing materials for compliance with applicable state and federal laws prior to their release to the membership, when applicable.
  14. Assist in evaluating and resolving member complaints related to regulatory compliance.
  15. Assist with periodic reports to VP of Compliance for reporting to the Board of Directors, Supervisory Committee, and Executive Leadership with regards to compliance matters, when applicable.
  16. Keep abreast of changes in regulations as appropriate. Distribute appropriate materials to departments and assess progress on compliance with new regulations and serve as a subject matter expert to the credit union on compliance related issues.
  17. Advise supervisor of potential impact of new or amended regulations including those that affect consumer and commercial accounts, and member privacy regulations.
  18. Participate and act as a subject matter expert with various cross-department projects involving change in products and/or new product release.
  19. Develop, maintain and publish policies and front-line procedures as directed.
  20. Act as compliance resource for the credit union including consumer deposit and member privacy regulations, including research, analysis, interpretation, and providing answers to consumer regulatory issues from all departments. Assist with training as requested.
  21. Utilize information systems as they relate to the needs, requirements, and issues pertaining to regulatory compliance reporting in areas assigned. Prepare periodic reports on status and work activities.
  22. Perform other job-related duties as assigned by the Regulatory Compliance Manager/Team Leader or VP of Compliance.
  23. Perform all duties and maintain all sensitive data with the highest standard of confidentiality and professionalism. Consistently display respect for all areas of diversity and levels of knowledge.
  24. Maintain a continuous study of applicable State and Federal laws to tasks assigned.
  25. Keep supervisor informed of key operating issues affecting areas of responsibility.
  26. Display leadership values such as mutual respect, trust, honesty and dignity, and act in the best interest of the credit union. Lead by example by displaying solid ethics and integrity at all times.
  27. Control risk and operate in a safe and sound manner.
  28. Perform administrative support as necessary for completion of tasks assigned.
  29. Perform a variety of routine daily tasks; review reports and prepare correspondence; prepare periodic reports on the status of work activities; monitor compliance activities and reports with respect to areas of assigned responsibilities.
  30. Assist Internal Audit with state and federal compliance audits and examinations as needed.

 

About You:

  1. Understanding of methodologies for researching and analyzing compliance issues.
  2. Ability to assess regulatory requirements and assess successful completion of those requirements.
  3. Ability to develop an expertise in certain regulatory areas, such as consumer deposit, digital products, member privacy, etc.
  4. Excellent interpersonal and teamwork skills. Excellent listening skills and customer service attributes.
  5. Ability to effectively communicate ideas and information, both orally and in writing. 
  6. Proficient in computer applications, reporting, and file/data systems.
  7. Problem-solving skills, detailed oriented, process improvement know-how, and ability to project ideas.

Qualifications

What You Will Need:

  1. Credit Union Compliance Expert (CUCE) designation or other related compliance certification is preferred.
  2. Two-year degree may be waived for a lesser degree based on years’ experience in a qualified field, such as banking, regulatory compliance, business management, electronic payments, project management, risk management, internal audit, or other analytical area.
  3. Three to five years or more experience in banking, regulatory compliance, business management, electronic payments, project management, risk management, internal audit, or other analytical field. 
  4. A solid understanding of a variety of consumer regulatory requirements.  
  5. Knowledge of concepts, practices, and compliance techniques for the credit union industry.
  6. Organizational and project management capabilities.
  7. Ability to understand and analyze complex legal and regulatory issues and laws and provide compliance recommendations.
  8. Understanding of reporting requirements of regulatory agencies relevant to assigned tasks.
  9. Good communication skills, both written and oral communication. Courtesy, tact and diplomacy to be exercised while giving or obtaining information, building relationships, or dealing with staff and members.
  10. Some travel required to complete credit union training, assist in training other staff, or approved professional training.
