Conference Treasurer and Chief Benefits Officer

The Oklahoma Conference of The United Methodist Church is pleased to announce a search for a Conference Treasurer and Chief Benefits Officer to manage the overall functions of the finance and administrative services offices as serve as the chief source of advice and information on fiscal management, assuring professional application of all accounting principles. This role is responsible for overseeing the Conference Benefit programs as well as the management and accounting of conference funds, pension and benefit plans and personnel administration.

Essential Functions:

• Design and implement effective and streamlined administrative and financial systems - including budgeting, accounting, audit, information technology (IT), and physical infrastructure – to meet conference goals, objectives, and initiatives.
• Seek continuous improvement of financial and administrative systems and drive growth, operating efficiencies, revenue maximization, expense management, cost savings initiatives, and alignment of resources to support conference goals, objectives, and initiatives.
• Analyze financial information and provide strategic direction and leadership to support the conference’s goals, objectives, and initiatives.
• Oversee and administers Conference benefits programs to provide insurance coverage and pension benefits for Conference staff, local church appointed clergy, and retirees.
• Work with vendors and Third-Party Administrators to understand trends and patterns necessary to promote and support the Conference’s strategic initiatives and comply with budgetary requirements
• Work alongside benefit vendors and brokers to assure proper administration of Conference programs, resolve issues between vendors and participants and assure accuracy of billing matters.
• Communicate financial information effectively to diverse stakeholders to promote financial transparency and ensure the fiscal health of the conference.
• Establish and maintain positive relationships with key stakeholders to achieve conference goals and objectives.
• Overseeing the timely processing of health and pension benefits for enrollments, terminations, and changes as well as coordinating educational and training events.
• Anticipate emerging trends, assess potential strengths, internal weaknesses, external threats, and opportunities, and work proactively to develop and effectively implement solutions.
• Oversee all treasury responsibilities (including cash management and strategies) of the conference, assuring professional application of Generally Accepted Accounting Principles (GAAP).
• Participate on various Boards as required.
• Coordinate the mandatory property and liability insurance coverage for all churches, camps, Wesley Foundations, new church start facilities, and subsidiaries of the conference as applicable.
• Help facilitate the approval of the conference budget in collaboration with senior leadership, the Conference Council on Finance and Administration, and relevant committees.
• Oversee management of all board and designated funds in compliance with GAAP, federal and state laws.
• Distribute accurate month-end and year-end reports to senior staff, boards, agencies, and other stakeholders. Coordinate the preparation and distribution of regular funding costs, and budget management reports to staff, boards, and agencies.
• Oversee the payroll process for employee compensation; process in compliance with payroll dates, quarterly and annual reporting due to the IRS and other regulatory agencies as required; inclusive of payroll service vendor if applicable.
• Collaborate with Wespath and other benefits providers to assure proper administration of health and benefits programs, resolve issues and ensure billing accuracy.
• Administer the conference’s pension plans in partnership with Wespath Benefits & Investments, fulfilling all duties of the Plan Sponsor.
• Manage the annual audit process with the third-party audit firm, including audit information, workpapers, and financial reports. 
• Provide counsel and guidance to local church treasurers, financial secretaries, and committees on finance.
• Other duties as assigned.

Qualifications:

• Bachelor’s degree in business is required. CPA is preferred.  
• 5 years of management experience is required, preferably with a focus on not for profit.
• Knowledge of non-profit governance, management, accounting, financial planning, and business processes.
• Knowledge of benefits and insurance are preferred.
• Proficient with MS Office, computer-based networks and financial software packages, including spreadsheets, databases, word processing, and specialized accounting application software.
• Proven experience in nonprofit management or organizational development is strongly preferred.
• Experience in strategic planning, including the ability to set goals, develop actionable plans, and measure performance against objectives.
• Ability to analyze problems, think creatively, and develop innovative solutions that align with organizational goals.
• Ability to build and maintain relationships with key stakeholders, both internal and external, to support strategic initiatives.
• Strong verbal, written communication, interpersonal, and leadership skills.
• Knowledge of The United Methodist Church and its structure and polity is preferred.
