Under supervision of Director, Labor & Employee Relations and/or site leadership, with latitude for independent initiative and judgment, responsible for assisting with all aspects of personnel administration, and employee/labor relations. Includes such activities as recruitment, selection and placement, classification, salary administration, employee training and development, employee/labor relations, benefits, leaves and employee record information programs.

  • Assist in candidate recruitment, screening, and placement facilitation.
  • Prepare employment trend data, analyze conditions, recommend improvements, and engage in employee activities.
  • Review personnel procedures, collaborate on drafting, make recommendations, and update employee handbooks and policies, and study electronic data processing applications.
  • Counsel on personnel issues, job challenges, and training opportunities. Coordinate in-house training, liaise with external agencies, and facilitate orientation.
  • Implement and advise on employee performance review programs.
  • Analyze training needs, recommend program modifications, and aid in curriculum development. Conduct training on HR policies and legal obligations for managers.
  • Lead employee interviews and investigations as required.
  • Support collective bargaining negotiations, provide research for labor management issues, coordinate and oversee new contract implementation.
  • Aid in contract interpretation and administration for site leadership. Advise management on labor relations matters and union negotiations.
  • Investigate and resolve employee grievances, ensuring successful outcomes.
  • Conduct classification studies and make recommendations for job titles.
  • Review requests Opportunity and Affirmative Action accommodations, facilitate interactive process, determine effective accommodation. Coordinate and implement accommodations effectively and ensure accessibility in the workplace.
  • Administer employee leaves and benefit plans.
  • Represent Personnel Department on committees and at conferences, lead Labor management meetings.
  • Maintain relationships with stakeholders and facilitate information exchange.
  • Develop strategies for positive employee relations and ensure legal compliance.
  • Resolve employee complaints and disciplinary issues, following company policies.
  • Monitor employee relations trends and implement proactive solutions.
  • Conduct exit interviews and analyze data for retention strategies.
  • Stay updated on labor laws, industry trends, and best practices.
  • Performs other related duties as assigned.

Qualifications

  • A Baccalaureate Degree in a relevant field from an accredited college or university; and, three years’ experience in one or more of the following: classification and salary administration, employment and testing, training and counseling, employee relations, labor relations and personnel administration, research; or, Graduation from a senior high school and seven years of satisfactory experience in personnel administration, of which at least four years must have been at a responsible level of personnel administration, labor relations, employee relations; or, A satisfactory equivalent combination of education, training and experience.
  • Advanced oral, listening, administrative and written communication skills required.
  • Experience managing union collective bargaining agreements, working in unionized environment preferred.
  • Experience with conflict resolution, mediation, negotiation techniques.
  • Proficient use of Microsoft Office Suite (Outlook, Word, PowerPoint, and Excel) required
  • High attention to detail. Ability to maintain high standards despite pressing deadlines
  • Ability to work well under pressure, adapt to unexpected events, prioritize and multi-task in a deadline driven environment
  • Must be able to prioritize a variety of time sensitive tasks. Consistently display the highest degree of integrity, professionalism, diplomacy, and discretion. Must be able to develop strong, trusting relationships in order to gain support and achieve results.
  • Knowledge and practical application of Federal, State, and local laws with a solid understanding of federal, state, and local labor laws.
  • Excellent interpersonal and communication skills, and problem-solving skills.
