Compensation: $5,789.60 - $7,759.20 bi-weekly.
General Statement of Duties: The Director of Human Resources will coordinate all human resource, administration, facilities, safety, and security, HR objectives will include; benefits, worker’s compensation, labor relations, employee relations, HR related training for management, compliance with collective bargaining unit and labor laws, will chair the number one seat in grievance and contract negotiations, and will act as a liaison for employees and management.
Key Responsibilities – Essential Functions
Human Resources:
- Provide leadership, assistance and training to HR staff
- Interpret and implement HR laws and regulations pertaining to recruiting, hiring, training, discipline, termination, records and benefits.
- Participate as the number one chair in labor negotiations, Grievances, and contract negotiations.
- Implement and monitor agency’s union contract.
- Develop and update HR policies and procedures.
- Implement personnel policies and procedures.
- Provide training, support and assistance to management involving HR issues, including performance appraisals and discipline.
- Conduct investigations relating to HR issues (alleged harassment and/or discrimination) and produce final report for Executive Director.
- Review and update agency’s job descriptions and assist in the development of descriptions for new positions.
- Administer Paycom HR System and other related computer applications.
- Oversee all agency recruiting methods and practices.
- Coordinate all aspects of agency hires and terminations.
- Oversee w/c claim and related activities.
- Oversee employee benefits and related activities including Cal PERS Health and Pension Plan administration.
- Ensure compliance with EEO laws and regulations and act as agency representative.
- Prepare a variety of complex reports and data for various departments and agencies.
- Comply with VMRC Policies and Procedures.
- Oversee the font office receptionist for the Modesto and Stockton office and coordinate with Administrative Managers in those offices.
- Other job-related duties as assigned.
Working Condition and Physical Requirement:
- The majority of duties are performed in the office and some responsibilities are located in the community.
- Must have reliable transportation and be able to travel locally and out of town regularly to various other VMRC branch offices.
- The ability to sit at a workstation for long periods of time.
- Frequent standing, walking bending, reaching, lifting throughout offices, service provider facilities and other agencies.
- Adequate manual dexterity and coordination to operate standard office equipment (i.e. computer, telephone, fax machine, etc.)
- The ability to read, write and comprehend large amounts of written material such as reports and regulations, use the telephone, and communicate via electronic mail is required on a daily basis.
- Excellent oral and written skills are essential.
