GENERAL DESCRIPTION:
Under the general direction of the Town Manager, incumbent is responsible for the effective, safe, efficient, and sustainable operation of municipal buildings/facilities, as well as the management of capital projects for the Town and select school capital projects.
ESSENTIAL DUTIES:
- Provides technical advice to the Town Manager, Town staff, and Public Building Commission on matters pertaining to public building design, construction, renovation, repair, maintenance, and management, including development and review of plans, policies and initiatives.
- Recommends and prepares capital improvement proposals for public building design, construction, renovation, repair and maintenance. Heavily involved in project development, contractor selection and contract negotiation.
- Reviews architectural plans and specifications and prepares plans and specifications for minor projects; reviews building specifications and design requirements.
- Plans and manages municipal building capital improvement projects to monitor compliance with plan specifications, objectives, timelines and budget, developing strategies to optimize project operations.
- Prepares and submits grant applications. Manages grants, including record-keeping and submitting reimbursement requests for both Town and school facilities projects.
- Conducts facilities assessments for planned preventative maintenance and capital improvement projects. Inspects building systems, including Town-owned properties that may be leased, for signs of wear, damage or safety hazards. Ensures building compliance with applicable local, state and federal life-safety and health codes, such as fire codes, building codes, OSHA, and American’s with Disabilities Act requirements. Directs problem resolution accordingly.
- Evaluates, approves, and effectuates policies and procedures for safety, efficiency, sustainability, and effectiveness. Reviews records of maintenance and custodial activities, including customer satisfaction, and prepares related reports.
- Administers lease agreements between Town-owned buildings and tenants.
- Prepares an annual operating budget and an annual capital improvement budget;
- Oversees the procurement of equipment, supplies and materials, assuring effective and efficient use of budgeted funds and personnel
- Monitors building maintenance operating budgets for Town agencies
- Analyzes utility usage and costs, identifies and evaluates utility alternatives, recommends appropriate utility mix and rates and advises on the procurement strategy to be used
- Ultimately responsible for the activities of all Town Facilities staff; provides performance feedback both formally and informally. Ensures training on and enforces compliance with best practices for safe work practices, with attention to risk management and loss control. Administers policies and procedures.
- Ensures a respectful and safe work environment for all by fostering a culture of mutual respect, accountability for ethical behavior and positive leadership, aligning policies, procedures and training with such values. Sets high professional and customer service standards for staff and ensures accountability with those standards.
- Enhances professional competency through participation in continuing education programs and professional associations.
