Description

The Assistant Chief of Programs collaborates with the Chief of Programs to integrate efforts across First 5’s core programmatic areas. This role fosters collaboration, drives strategic alignment, and ensures the effective implementation of high-quality, impactful programs. Additionally, the Assistant Chief of Programs provides critical analytical support, leveraging data-driven insights to assess program performance and guide strategic decision-making. This role will primarily work closely with the Early Care and Education Director to provide strategic direction and support to strengthen system development while ensuring alignment with the organization’s broader goals.

  • Partner with the Chief of Programs to integrate programs across divisions, ensuring cohesion, alignment with organizational goals, and seamless service delivery.
  • Serve as a thought partner to the Chief of Programs, contributing to strategic planning and decision-making.
  • Provide strategic support to the Chief of Programs and guidance to the Early Care and Education Director, ensuring alignment, strengthening initiatives, and supporting system build-out.
  • Supervise, coach, and hold self and team members accountable for performance and deliverables.
  • Foster effective leadership and management practices and promote clear communication and collaboration internally within program to support change management and to ensure clarity, alignment and progress towards goals.
  • Use data and analytical insights to inform decisions and policymaking, continuous program improvement, and systems change.
  • Drive complex, fast-moving projects forward, ensuring that teams are delivering high-quality deliverables for decision-makers and policymakers.
  • Facilitate cross-program leadership meetings to encourage collaboration, shared learning, and alignment.
  • Represent the Chief of Programs in meetings, partnerships, and external engagements.
  • Lead and contribute to additional projects and initiatives as needed.

Qualifications

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

  • A minimum of ten years of full-time, progressively responsible experience in policy and system improvement, program development, and/or grantmaking, including at least four years of supervision experience. Significant experience in fields relevant to early care and education, public health, and/or community development preferred.
  • Bachelor's degree from an accredited four-year college or university with major coursework in public policy, public health, public or business administration, early care and education, or related field may be substituted for 4 years of the required experience. A master's degree may be substituted for an additional year of the required experience.

 

Additional Requirements

Travel within Alameda County as necessary to carry out job duties. Some travel outside Alameda County occasionally required.

 

Knowledge of:

  • Principles and practices of executive leadership and staff supervision
  • Principles and practices of systems thinking and/or systems change
  • Principles and practices of policy analysis, policymaking, and public administration
  • Principles and practices of direct client service delivery
  • Principles and practices in the field of early childhood and systems of care
  • Principles and practices of the use of data for continuous improvement and decision-making
  • Program performance budgeting, strategic budgeting and benchmarking
  • Applicable state and federal laws, rules and regulations, including subsidy system and licensing
  • Principles and practices of management, supervision, training and team leadership
  • Program development and evaluation methodologies
  • Principles and practices of contract negotiation, development, and management
  • Principles and practices of planning and project management
  • Proficiency in Microsoft Office Suite, and use of the internet for research; familiarity with Smartsheet use preferred
  • Principles of equity, social, racial, and economic justice

 

Ability to:

  • Demonstrate experience and leadership in service delivery systems, program management, policy analysis and strategic thinking
  • Demonstrate experience in effective program design, policy and implementation to solve complex access and financing issues in early care and education
  • Define and creatively address problems or management challenges requiring analysis of multiple variables or situations, collect and analyze information, consider alternatives, and draw valid conclusions, with consideration of policy considerations and resource issues for families and providers
  • Communicate effectively orally and in writing to staff, the Commission, policymakers, and the public; with specific skill in policy memo writing.
  • Proven ability to plan and manage complex projects and track multiple priorities with attention to detail.
  • Develop a wide variety of short- and long-range plans and recommendations for alternative methods of service delivery for First 5 and local policy maker’s consideration
  • Demonstrate experience in navigating ambiguous environments, adapting to a variety of situations, and driving progress in amidst dynamic external and internal landscapes.
  • Provide leadership and effectively organize, coordinate, and supervise staff
  • Promote teamwork and program integration within and across program strategies and agency-wide
  • Work collaboratively with community agencies and stakeholders
  • Bring a "go-getter" mentality, eager to address challenges, solve problems, and support team success at all levels and contribute to all levels of work
  • Demonstrate ability to design programs with an equity-centered approach for children, families, and community 
  • Analyze, develop, and monitor budgets
  • Facilitate groups and manage meetings effectively

 

 

Please note:

  • We are currently working a hybrid 2 day per week in-office schedule and employees also come to the office to attend meetings and as requested.
  • All First 5 employees must live and work in California.
  • The salary range for this position is $163,261 to $226,976 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.
