As an Emergency Shelter Director, you’ll be an essential part of our team. Your responsibilities would include overseeing day-to-day operations of CSI’s Emergency Shelter program, ensuring safe, compassionate, and effective care for youth primarily referred through the juvenile justice system. In short, our Emergency Shelter Director will lead the shelter team in delivering high-quality residential services, maintaining strong community partnerships, ensuring compliance with licensing and accreditation standards, and championing the overall well-being of each child we serve.

 

Job Purpose

The Emergency Shelter Director is responsible for the leadership and oversight of CSI’s Emergency Shelter program, which serves youth ages 0–18, with a primary focus on males ages 12–18 involved in the juvenile justice system. This role ensures a safe, nurturing, and trauma-informed environment for youth in crisis. The director will lead a dedicated team, promote family engagement, and coordinate individualized support services that focus on safety, stability, and long-term success. With growth on the horizon—including an increase in licensed capacity from 12 to 16 youth in July 2025—this leader will play a pivotal role in the shelter’s expansion, quality improvement, and continued impact in the community.

Qualifications

Essential Job Duties:   

  • Ensure safe and effective service provision in emergency shelter. Maintain accreditation, licenses, and contracts in good standing, with timely submission of all deliverables. Ensure a holistic approach to resident care, with regular family involvement, communication, and supportive services. 
  • Provide and/or oversee the supervision of emergency shelter staff. Foster a supportive work environment through regular feedback, teambuilding, training/professional development, and clear communication channels.  
  • Provide financial oversight to the emergency shelter in collaboration with the Chief Financial Officer and Chief Operating Officer, ensuring the program operates within budgetary limits and meets financial goals. This includes ensuring census goals are met or exceeded and expenses, including personnel costs, are maintained at or below budgeted levels.  
  • Engage in or oversee the recruitment, hiring, and onboarding of quality staff who are well-suited and prepared to provide quality residential programming.  
  • Ensure timely and effective responses to all critical incidents and coordinate internal and, if needed, external responses.  
  • Ensure the availability of 24/7 on-call coverage.  
  • Develop and maintain relationships with referral sources and contracting entities.  
  • Review program files, collect statistics, and implement all CQI procedures.   

Other duties: 

  • Complete other responsibilities as assigned. 
  • Complete necessary training. 
  • Show flexibility with regard to work schedule.  Evening and weekend availability is required.   

 

Job Requirements: 

  • Bachelor’s degree in related field, master’s degree preferred. 
  • At least 3 years experience in a residential setting for youth required.   
  • Supervisory experience preferred.   Strong supervisory professional skills, including: 
  • Leadership and management abilities; 
  • Ability to motivate others towards a common goal; 
  • Experience managing fiscal responsibilities; and, 
  • Ability to lead program components. 
  • Proficiency in Microsoft 365 applications.    
  • Experience with hiring, orientation, training, and supervision. 
  • Ability to work autonomously and make appropriate decisions in crisis situations. 
  • Strong verbal, written and interpersonal communication skills. 

 

Transportation Requirements: 

  • Own transportation that meets agency vehicle inspection requirements. 
  • Valid driver’s license with no more than 3 points assessed against it. 
  • Proof of insurance that meets agency requirements. 

 

Environment: 

  • The majority of work is in a combination of shelter, office and a community or home-based environment.   
  • Hours/schedule will vary and will include evening and weekend hours and on-call work. 

 

Physical Requirements: 

  • Ability to successfully complete Crisis Prevention and Intervention course and conduct physical interventions. 
  • Ability to sit; use hands to handle or feel objects, tools or controls; hear and talk within normal limits; and see within normal limits. 
  • Ability to climb stairs. 
  • Ability to occasionally lift and/or move up to 25 pounds.
