PURPOSE:

The Director of Foster Care & Adoption Services will be responsible for leading and managing Little City’s Foster Care & Adoption Program and ensuring programmatic and financial sustainability of the program while exceeding contractual benchmarks. The position will directly supervise the Foster Care & Adoption Supervisor(s); Office Manager; and interns or volunteers as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Provide overall program oversight and development including programmatic impact and financial sustainability including future growth of the program and              implementation of the program’s strategic plan.
2. Aligns program operations and procedures, and promotes a positive work culture, by delivering on agency’s mission, belief, values and vision. Ensures                  delivery of traumainformed service delivery models, and delivery of services as outlined in agency’s annual DCFS Program Plan/Contract for Services.                   Activities may include spearheading employee engagement activities and planning foster parent and youth events such as the Annual
     Holiday Party and Picnic.
3. The position is responsible for overseeing the overall daily program operations including foster/adoptive parent recruiting and licensing, foster parent and staff         training, intake, and case management staff for the program. Committee Member on the Training Committee responsible for developing and implementing             training for staff and foster parents.
4. Conduct monthly All Staff Meetings that include child welfare, CQI, and program-area updates, and serve as a forum to conduct all-staff training.
5. Liaise with intra-agency departments to meet the daily program needs on behalf of those served and staff, including IT, Accounting, CQI, Training, HR, and            others as applicable/needed.
6. Oversee and ensure compliance with Human Rights Campaign’s All Children’s All Families Seal requirements.
7. In collaboration with the DPOCFW, engage and collaborate with the FCAD Program’s Clinical Team to ensure transparent communication, cohesive service          delivery across program areas to support the best interests of those served within program. Activities may include participation in Joint Supervisions,                      Placement Disruption Staffings, Training, Meetings, Clinical Team Meetings and the likes.
8. Oversee programmatic continuous quality compliance as aligned with governmental (DCFS), accrediting bodies (CARF), and other stakeholders, and ensure        the program outcomes of safety, permanency and well-being are exceeding established contractual benchmarks. Report on program outcomes monthly to            DPOCFW, DCFS, CARF, and other stakeholders.
9. Provides oversight of the intake process to assess and match youth with families.
10. Spearheads the collaboration of foster parents, staff, and other DCFS stakeholders to develop and implement of the Foster Parent Implementation Plan.
11. May complete investigations for foster parent licensing violations, license new foster/adoptive homes, ongoing licensing monitoring visits and audit licensing          files, as needed.
12. Build and maintain partnerships with DCFS administration through the attendance and participation at DCFS provider meetings several times per month.                 Participates in monthly meetings with DCFS APT as part of CQI.
13. With assistance from the DPOCFW, create, monitor, and adjust program budget and ensure services are delivered in a financially responsible manner.                   Report on financial performance.
14. Manage the day-to-day financial operations of the program including subcontracts.
15. Make critical decisions related to case and licensing work.
16. Attend trainings and continuously research latest trends in the field.
17. Provide back-up on-call support and assist with crisis intervention, as needed.

18. Hire, train, monitor, and evaluate the direct reports. Support adequate program staffing for the program and enforcement of HR policies and procedures                   including those issues related to performance concerns.
19. Manage program communication to foster parents through letters, calls, surveys, social media posts and in-person engagement. Resolve case-related issues         and complaints in a timely manner.
20. Ensures the implementation of all DCFS and Little City policies and procedures.
21. Maintains a current American Heart Association certification in First Aid and CPR.
22. Successfully completes Little City Foundation required training, re-training, and any additional training as required by Little City Foundation policies and                    practices, or as assigned by his or her immediate supervisor.
23. Other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:
Must possess a master’s in social work or other related human service field. A minimum of three to five years working in child welfare related setting. The position requires a minimum of three years of prior supervisory experience. CWEL, CERAP, 402, and Child Care Act certification preferred, but required upon 90 days of employment. Must demonstrate excellent leadership skills, as well as superior oral and written communication skills. Must have access to a vehicle and have
a valid driver’s license, and vehicle insurance. Professional license such as LCSW or LCPC preferred. 

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
While performing the duties of this job, the employee is subject to sitting for prolonged periods; frequently walks, stands, grasps, lifts, holds, or feels objects; occasionally stoops, kneels,crouches, or crawls. Extended use of computer and typing is required. The employee frequently is required to use manual and finger dexterity and eye-hand coordination when working and handling office equipment. The employee is subject to assist and support up to 25 pounds with
varying amounts of assistance on a reoccurring basis. The employee is required to have corrected vision and hearing within normal range and the ability to operate office equipment. No occupational exposure to blood, body fluids, communicable diseases or other potentially infectious substances (Category I). Typical office environment.
