Summary: Monitors and evaluates individual program plans, coordinates activities with other disciplines, supervises assigned staff, and assists Director in the day to day management of the program.

 

Essential Duties and Responsibilities include the following. Other duties may be assigned.

 

Assistant Director

Acts as Director in the absence of the Director and shares call with Director and other designated program leaders on an on-call rotation basis.

 

Assists the Director in the day-to-day operation of the Children’s Rehabilitation Center (Center) by monitoring quality issues and program needs, and by participating on committees, as assigned, and proactively working with Director to address concerns, implement solutions, and monitor for compliance.

 

Assists with the staff training, as requested by the Director. Trains team in federal and state regulations governing Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID), and other topics as assigned.

 

Assists with annual Medicaid survey pre-inspections and readiness activities and with inspection activities at the Center during the annual survey.

 

Serves on Admission Review Committee by participating in placement screenings and providing input for recommendation of applicants for admission, based on applicants’ programming needs in relation to services provided by the Center.

 

Responsible for training staff on drills, scheduling, and documentation of all drills on all shifts.

 

Qualified Intellectual Disabilities Professional (QIDP)

Monitors and evaluates implementation and effectiveness of each resident’s treatment program and documents progress/lack of progress. Reviews each resident’s Individual Program Plan (IPP) at least monthly, and updates programming based on team recommendations.

 

Completes a monthly review of progress notes for each resident by the 30th of each month to monitor provision and outcomes of services.

 

Updates and maintains residents' 24 hour schedules and notifies appropriate personnel

of changes.

 

Ensures that resident observations are completed each month in all areas, including classrooms, therapies, habilitation/ADLs, dietary, nursing, recreation, and leisure, to ensure complete and adequate programming is being provided.

 

Serves on the Interdisciplinary Team, Quality Assurance, and Human Rights. Attends all other meetings as requested.

 

Promotes competent and consistent interactions of staff with residents in program implementation and behavior management.

 

Dietary and Nutrition Department

Oversees the Center’s Dietary and Nutrition Department. Consults with dietician and therapy department to ensure meal preparation (chopped, puree, etc.) is consistent with each resident’s plan.

 

Monitors services provided by contractors to ensure service delivery is in compliance with governing regulations including OLTC, USDA, etc.

 

Monitors departmental spending and approves purchases.

 

Conducts observations of meal preparation and delivery to ensure that meals are prepared in accordance with menu and delivery is consistent with each resident’s plan.

 

Ensures that residents have the opportunity to be as independent as possible during meal time, i.e., getting tray/meal, family style, making choices, etc.

 

Social Services and Medical Records Departments

Supervises Social Services Coordinator and Medical Records Coordinator by monitoring and supporting the provision of resident and family services, including admissions and discharges to the Center, Medicaid and Social Security documentation, Office of Long-Term Care compliance, Provider-led Arkansas Shared Savings Entity (PASSE) care coordinator visits, prior authorization of services, annual records update and review, and family contacts.

 

Regular reviews of records to ensure that all required documents for each resident are current, complete, and filed.

 

 

Laundry and Housekeeping Departments

Supervises laundry and housekeeping staff to ensure resident’s clothes, linens and rooms are cleaned, in good repair and free of dirt, debris and clutter.

 

Oversees janitorial contract to ensure that services provided are in compliance with the contract and governing regulations including maintaining a clean environment throughout the facility that supports health and safety and the Center’s infection control policies and procedures.

 

Compliance/HIPAA:

While performing the duties of this job, employee will comply with all federal, state, and local laws pertaining to Easterseals Arkansas.

 

Employee has access to all resident protected health information within his/her program. Employee will not attempt to access any other protected health information unless otherwise approved by Supervisor or Privacy Officer.

 

Supervisory Responsibilities:

Directly supervises assigned staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Qualifications:

Education and/or Experience:

  • Bachelor's degree (B. A.) from four-year College or university in a human services field including but not limited to sociology, special education, rehabilitation counseling, and psychology) .
  • Two years long term care experience or QIDP experience preferred.
  • At least two years of experience must be management experience.
  • At least one year of experience working directly with persons with an intellectual disability or other developmental disabilities.

Certificates, Licenses, Registrations:

Valid Arkansas Driver's License

Nursing Home Administrator’s License preferred or will obtain within 12 months from hire date

  • Strong computer skills to use email, calendar, word processor, spreadsheet, video conferencing, and presentation software.
  • Strong orientation to deadlines and detail.
  • Demonstrated ability to work effectively and collaboratively with employees at diverse levels.
  • Ability to manage a diverse and demanding workload.
  • Ability to develop both the members of a team as well as the team itself.
