Position: Knowledge Manager & SharePoint Developer
Location: N01-Special Assistants, USNAVSOUTH/FOURTHFLT
Position Summary:
The Knowledge Manager & SharePoint Developer provides technical, administrative, and web development support for Knowledge Management (KM) and Information Management (IM) functions at USNAVSOUTH/FOURTHFLT. This role facilitates the knowledge value chain, optimizes information sharing, and maintains SharePoint systems within a Navy, Joint, Allied/Partner/Coalition environment.
Essential Functions:
- Provide KM, IM, and SharePoint development support during normal work hours (0730-1600) in designated spaces.
- Assist leadership in designing and implementing knowledge processes and supporting technologies to enhance staff operations and command missions.
- Plan, organize, and direct local analysis of staff procedures, IT toolsets, risk management frameworks, and Decision Support systems.
- Establish and maintain a robust Knowledge Management program, ensuring compliance with Maritime Operations Center requirements.
- Support the development of Communities of Practice (CoPs) and implement collaboration & IM tools.
- Develop and manage enterprise document management and knowledge portals to improve information sharing.
- Lead training initiatives for KM/IM customers on new processes, technologies, and repositories at various events and meetings.
- Attend a minimum of 25 internal KM meetings and 40 external (USFF/SOUTHCOM) conferences and workshops annually.
- Implement Records Management directives as required by higher headquarters.
- Develop information management solutions to improve data integration and operational efficiency.
- Administer daily operations for internal and external SharePoint portals, collaboration-at-sea platforms, and other IM tools.
- Provide technical training for staff, ensuring best practices for content management and collaboration systems.
- Manage SharePoint site development, troubleshooting issues, and ensuring seamless user experiences.
- Design, develop, and maintain SharePoint templates, workflows, and Web parts using JavaScript, CSS, and HTML.
- Oversee SharePoint site creation and management, including content delegation to administrators.
- Monitor SharePoint logs, events, assets, and troubleshoot user access problems.
- Ensure alignment of information-sharing strategies with command guidelines, optimizing knowledge accessibility.
- Work closely with external IM/KM personnel to enhance collaboration efforts.
Qualifications & Requirements:
- TS/SCI security clearance required.
- Extensive IT experience, including network administration, software development, and website management.
- Military or civilian executive-level staff experience with program management expertise.
- Expert-level understanding of Knowledge Management principles and Maritime Operations Center operations.
- Strong background in SharePoint Portal Administration, SQL Server, and Windows Server management.
- Proficiency in ASP.NET, HTML, XML, XML Schema, IIS Web Services, and database design.
- Basic graphic design skills, including Photoshop and other design applications.
- Deep knowledge of Active Directory, DNS, networking security principles, and .NET framework.
- Ability to develop database-driven web applications and manage SharePoint environments effectively.
- Experience with SPLUNK, ACAS scanning software, Wireshark, and IIS Server administration.
- Exceptional written and oral communication skills to develop training materials and provide guidance.
- Strong leadership and organizational capabilities to support cross-functional training and collaboration.
- Special Qualifications: JQO, MSOC, JPME I, JPME II, or MOPC.
