Job Summary

The Quality Specialist Investigator (QSI) will ensure Emmaus is operating according to policy/procedures and in compliance with funding and accreditation requirements when completing timely investigations to include misuse of funds/property, neglect, physical abuse, sexual abuse, verbal abuse, and any infringement of rights.

Key Responsibilities

  • Conduct internal investigations involving allegations of misuse of funds/property, neglect, physical abuse, sexual abuse, verbal abuse, and any infringement of rights against clients as assigned, by supervisor.
  • Conduct interviews, review documents related to the investigations, complete the final reports, make recommendations based on findings, facilitate consensus meetings.
  • Maintain internal investigation trackers, ensure recommendations are applied.
  • Review Event Management Tracking (EMT) forms ensuring accuracy and timeliness of completion. Make sure all appropriate follow-up actions are implemented.
  • Enter EMT forms into Department of Mental Health (DMH) Database within required time frames.
  • Serve as the main point of contact to the DMH for any needs surrounding a DMH Inquiry or Investigation.
  • Develop and manage internal reports to include inquiries, investigations, timely reporting of EMT’s, incident occurrences, hospitalizations, etc.
  • Monitor investigations and inquiries for trends, recommending follow-up, training or other actions to support Client Services in ensuring client health and safety.
  • Review and monitor Quality Dashboards to ensure compliance with Emmaus Standards.
  • Be the subject matter expert on DMH definitions of abuse, neglect, and misuse of funds.
  • Provide training to Client Services teams on abuse, neglect, misuse of funds, client’s rights, and other reportable incidents.
  • Maintain the Client Services Toolbox, policies, procedures, and resources. Update them as needed by collaborating with other departments and following a process for system checks.
  • Cross-train on quality reviews and reporting, to support the Quality Team as needed. 
  • Collaborate with departments on specific projects and ongoing functions as determined by Emmaus’ leadership to provide input and achieve agency outcomes and goals.
  • All other duties as assigned.

Standard - Demands of the Job

  • Work location typically varies between corporate office and all sites where we provide services. Show flexibility of schedule depending on the needs of the business.
  • Travel is required across all service areas.
  • Operate standard office equipment including but not limited to a laptop, cell phone, fax machine, printer, scanner, and copier.
  • Complete required trainings as defined in the Emmaus Employee Training Curriculum, within the Emmaus timeline including but not limited to successful completion of annual Emmaus training or other job-related training.
  • Communicate technical concepts to technical and non-technical audiences.
  • Develop and maintain a method of organization that supports being efficient and effective.
  • Manage multiple and competing deadlines and priorities.
  • Manage time independently and meet deadlines.

Job Requirements/Desired Education and/or Experience

  • High school diploma required.
  • 2+ years’ experience conducting inquiries, investigations, and reporting in any of the following or related fields; Human Services, Social Services, Human Resources, Crimes against persons, school settings, preferred.
  • 2+ years’ experience working for the Department of Mental Health (DMH) or in the developmental disabilities industry preferred.
  • Valid and current Driver’s license and current auto insurance required.
  • Advanced experience using Microsoft Office 365 products and electronic record keeping systems required.
  • Must be at least 18 years of age.
