Position Summary:  The Talent Acquisition Specialist is responsible for managing the full-cycle recruitment process, ensuring the hiring of qualified candidates who align with the organization’s mission and goals. This role contributes to the talent acquisition strategy by handling job postings, sourcing, interviewing, reference checks, offer negotiations, onboarding, and retention. The Talent Acquisition Specialist collaborates closely with hiring teams across the organization, consulting on recruitment strategies, industry trends, and market data. This position also ensures compliance with federal and state employment regulations, immigration laws, agency policies, and industry requirements.

 

Essential Accountabilities:

  • Candidate Sourcing & Networking
    • Build and maintain a network of potential candidates through proactive market research, sourcing, and relationship management.
  • Recruitment & Selection
    • Conduct thorough candidate interviews and assessments aligned with job specifications.
    • Evaluate candidates based on interviews, assessments, reference checks, and background reviews (e.g., prior experience, certifications, criminal records).
    • Provide candidates with comprehensive information about compensation, benefits, and organizational policies to promote a positive image of the agency.
    • Refer qualified candidates for subsequent interviews and make hiring recommendations as needed.
  • Offer Management
    • Extend and negotiate offers of employment with selected candidates, ensuring all conditions are documented in offer letters.
    • Establish training schedules for new hires.
  • Collaboration with Hiring Teams
    • Partner with managers to assess program needs, determine recruitment strategies, and launch effective hiring plans.
    • Keep hiring managers informed about orientation and onboarding responsibilities.
  • Compliance & Documentation
    • Ensure personnel files are accurate, complete, and compliant with record-keeping policies (federal, state, and agency).
    • Utilize the Applicant Tracking System (ATS) to manage open positions, track candidate progress, and maintain documentation.
  • Onboarding & Transfers
    • Collaborate with the Recruitment Assistant to initiate onboarding processes for new hires.
    • Process internal transfer requests and forward confirmation letters and required documents to the appropriate managers.
  • Community Engagement & Outreach
    • Represent the organization at job fairs, college recruiting events, and community outreach activities to attract talent.
  • Metrics & Reporting
    • Track and analyze recruitment metrics (e.g., time-to-fill, vacancy rate, source of hire) and prepare detailed monthly reports.

 

Additional Responsibilities:

  • Participate in professional development opportunities, staying current on HR trends and compliance.
  • Demonstrate strong interviewing and analytical skills to assess candidates’ suitability.
  • Uphold a positive, professional image and maintain strict confidentiality.
  • Gain a thorough understanding of union contracts, WellLife Network policies, and personnel procedures.

Qualifications

Education: Minimum Associate degree in Human Resources or a related field preferred.

Experience: Minimum of 1 year of recruiting or staffing experience in healthcare or social services, or an equivalent combination of education and experience.

Skills & Knowledge:

  • Familiarity with EEO, ADA, and other employment regulations.
  • Proficiency in Microsoft Office and ATS platforms.
  • Exceptional interpersonal, verbal, and written communication skills.
  • Strong organizational and multitasking abilities.
