Rincon Family Services (RFS) is a not-for-profit community organization, established in 1972 to combat the epidemic use of heroin and violence that were dismantling communities throughout Chicago. RFS is dedicated to rendering compassionate and effective programs that promote the quality of life by serving as a catalyst to advocate, educate, and empower individuals and their families.

 

PROGRAM SUMMARY: RFS, in partnership with the State of Illinois, Healthcare and Family Services is supporting efforts to launch a robust, statewide Illinois Navigator program as Illinois transitions to a state-based marketplace for health insurance:  Get Covered Illinois the Official Illinois Marketplace.

 

POSITION SUMMARY: The Navigator will: complete and maintain certification and be licensed by the Illinois Department of Insurance for the duration of employment under this position; maintain expertise in eligibility, enrollment, and program requirements; conduct outreach and public education activities to raise awareness about Get Covered Illinois, Marketplace; be informed and able to identify and explain Qualified Health Plans (QHP), Illinois Medicaid, and utilization of health coverage resources to community members.

Examples of required outreach and educational activities include but are not limited to:

  • Canvassing local communities and small businesses
  • Developing community contacts
  • Educational presentations
  • Visibility and tabling events
  • Using social channels to promote educational and enrollment activities
  • Stakeholder engagement

ESSENTIAL DUTIES:

 

  • Provide information and services in a fair, accurate and impartial manner. Such information must
  • acknowledge all health benefit programs
  • Facilitate selection of a QHP or Medicaid
  • Provide referrals to the Illinois Department of Insurance, or any other appropriate State agencies,
  • for any enrollee with a grievance, complaint, or question regarding their health plan, coverage, or a determination under such plan or coverage
  • Provide information in a manner that is culturally and linguistically appropriate to the needs of the population being served by Get Covered Illinois at no cost to those individuals, including individuals with limited English proficiency, and ensure accessibility and usability of Illinois Navigator tools and functions for individuals with disabilities in accordance with the Americans with Disabilities Act and section 504 of the Rehabilitation Act.
  • Maintain a work schedule that meets the needs of the population being served.
  • Report required information to necessary staff related to enrollment numbers, appointment, outreach activities, and other metrics as necessary.

PHYSICAL DEMANDS: The Navigator must be able to successfully perform essential functions of this job including travel for networking, conferences, classes; extensive continuous computer screen time and occasional carrying of objects up to 20lbs. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Employees are responsible for informing supervisor of any invisible disability or medical restriction that limits physical capability.

WORK ENVIRONMENT: The work environment characteristics are representative of those an employee encounters while performing the essential functions of this job. Navigator will travel between sites and will work from multiple locations.

Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree or work experience in related position 2 years or more.
  • Experience working in nonprofit sector, and in collaboration with public sector entities.
  • Experience conducting community outreach, community organizing, or other community campaigns.
  • Demonstrable experience, sensitivity, and commitment to the needs of the LEP and hard to reach community, and capacity to work with multiple team members and partners, to support the overall objective of the project.
  • Experience in working with collaborative processes and structures required.
  • Bilingual (English/Spanish) is preferred.
