SALARY: $100,000 - $110,000 (commensurate  with experience)
START DATE: As soon as possible

Through Immigrant legal services and an array of social services, we work to address their needs, defend their rights, and advocate for their equitable inclusion in American society. 

 

Position Description: HIAS PA resettles refugees who enter the US through the US Refugee Admissions Program (USRAP) in partnership with HIAS, Inc. The agency supports them by providing a variety of social services and ensures their successful resettlement.  The Director of Social Services (DSS) is responsible for oversight of the Social Services Department that houses the following programs: Reception and Placement (R&P), Employment, Education, Health & Wellness, and special social services programming that may be added on an ad hoc basis that is contingent upon funding.  The DSS supervises Social Services program managers; a Social Services Administrative Assistant; an Action Reconciliation Service for Peace (ARSP) fellow; and Bachelor of Social Work (BSW) and Master of Social Work (MSW) students.  

 

SUMMARY OF RESPONSIBILITIES

Social Services Programmatic Responsibilities:

  • Oversee all Social Services programs and grants that fund them. 
  • Supervise, support, and train Social Services program managers and Social Services Administrative Assistant.  Provide coverage when they are unavailable (e.g., on vacation or on leave; or the positions are vacant).  Conduct their annual performance evaluations. 
  • Develop and implement policies, procedures, and best practices for all Social Services programs to provide all clients with high quality services and to be in compliance with the funders’ requirements.
  • Assist the Director of Development and Grant Manager in writing grant proposals and work statements, and developing resources to maintain and expand Social Services’ funding bases.
  • Manage Social Services databases, listservs, and calendars including IRIS, Apricot, and Google Workspace (e.g., create HIAS PA emails for Social Services interns and fellows and onboard/offboard them). 
  • Manage and coordinate bi-weekly Social Services team meetings and weekly Social Services Management meetings with Social Services program managers.   
  • Review and approve weekly cash, check, and credit card requests.  Maintain and monitor Social Services funding tracking and reporting systems in collaboration with the Fiscal team. 
  •  Review and approve all grant reports submitted by program managers to ensure programmatic and fiscal compliance. 
  • Address clients’ concerns and complaints (if/when escalated from the level of program managers) in accordance with the agency’s and funders’ grievance policies.
  • Outreach, recruit, onboard, and supervise social work student interns (both undergraduate and graduate levels) in coordination with Social Services program managers.
  • Maintain, strengthen, or cultivate relationships with partner and community organizations including ARSP.  Develop, review, and revise agreements or MOUs as needed. 
  • Identify training and professional development needs and opportunities for Social Services staff and assist in planning, coordination, and evaluation.   

 

Social Services Grant Management Responsibilities: 

  • Oversee all Social Services grants and communicate with funders and grantors to ensure that all of the grants meet the funding requirements. 
  • Assist the Fiscal team to prepare, assemble, and submit invoices to funders and grantors according to grantee reporting requirements.
  • In coordination with the Fiscal team, use appropriate technology and database systems to track, manage, and monitor grants including Excel, QuickBooks, NetSuite, etc.
  • Ensure that all bills are paid and that all checks and reimbursement requests are processed timely and within the grant period. 
  • In coordination with the Director of Operations and Director of Finance, create, design, and implement programmatic and financial processes and procedures to ensure compliance with grant guidelines and fiscal policies.
  • In coordination with the fiscal team, oversee all aspects of grant management including the development of proposal budgets, the management and tracking of grant funds and award letters, invoicing, budget revisions, and fiscal reporting.
  • Work closely with the Executive Leadership and the Finance Department to manage internal and external programmatic and fiscal audits, reviews, and monitoring visits. 

 

Agency Organizational Responsibilities:

  • As part of the Executive Leadership team, participate in the Executive Leadership team meetings.  Actively participate in Management meetings and other agency-sponsored events as relevant to the Social Services. 
  • Provide leadership and strategic guidance in the planning, developing, executing, and evaluating Social Services programs.
  • Keep informed about refugee and immigrant issues and policies, and the services available to immigrants, refugees, and asylum seekers.
  • Represent the agency to stakeholders, service providers, and the public on the national, state, and local levels including, but not limited to, the Community Fund for Immigrant Wellness Community Advisory Board, Welcoming Network Steering Committee, HIAS Resettlement Directors’ Forum, and other state or city convened meetings (e.g., Statewide Refugee Providers’ Collaboration meetings, Philadelphia Regional Refugee Providers’ Collaborative meetings, etc.). 
  • Guide and advise for language access (interpretation/translation) needs resources and agency’s capacity building efforts.  Create, review, and oversee the agency’s language access policies and procedures in coordination with the Director of Operations.  
  • Other duties as assigned by the Executive Director.

QUALIFICATIONS & BENEFITS

QUALIFICATIONS

  • 10+ years of experience in managing social services and/or refugee resettlement programs.
  • Master of Social Work (MSW) with two years of post-master's practice experience required.
  • Nonprofit fiscal and grant management experience required. 
  • Budget planning and development experience required. 
  • Ability to exercise sound judgment in decision-making practices required.
  • Strong organizational and time management skills. 
  • Able to identify challenges and work collaboratively with the Executive Leadership team to recommend solutions.
  • Excellent verbal and written communication skills required.
  • Strong computer skills, including Microsoft Office and Google Workplace applications with accuracy in data entry.
  • Current (within one year) PA Criminal Background Check, PA Child Abuse Clearance, and FBI Fingerprint Check.
  • Proof of COVID-19 vaccination and booster. 
  • Ability to work in the office three days a week.

 

Other Information: HIAS Pennsylvania is currently working on a hybrid work model. HIAS Pennsylvania requires all staff to be fully vaccinated against COVID-19 with the exception of those who have approved medical or religious belief exemptions.
