FIRST 5 Santa Clara County (FIRST 5) was formed when California voters approved Proposition 10 in November 1998. FIRST 5 is a local public entity governed by a nine-member Commission. FIRST 5 Santa Clara County supports the healthy development of children from prenatal through age five and enriches the lives of their families. FIRST 5 allocates funds to promote, support, and improve early childhood development for children prenatal through age 5 and their families.

Position Summary
Reporting to the Executive of Family and Health Strategies, the Director of Family Strengthening and Support (FSS) is responsible for driving strategic activities and partnerships, leading and overseeing the planning, development, implementation, and evaluation of community-based interventions and prevention activities (i.e., initiatives, programs, projects) that aim to improve the health, well-being, and safety of children and their families in Santa Clara County. This position plays an important role in supporting FIRST 5's mission and strategic plan by providing leadership and management to achieve existing and future priorities and objectives alongside the FIRST 5 leadership team and staff. The Director recognizes the importance of working with and hearing from the community (i.e., families, parents, and community groups) to address social conditions to improve children's health and life outcomes and reduce longstanding inequities. The Director will support FIRST 5 in achieving its organizational goals and objectives by establishing and maintaining trust-based relationships with system partners and community groups.
Key Responsibilities
Strategic Leadership
- Plan, organize, and direct FIRST 5 activities, including initiatives, programs, and projects that provide direct or indirect services to the public or agencies that aim to advance the health, well-being, and safety of young children and their families.
- Serve as a strategic thought leader and supporter in the development and implementation of FIRST 5's 3-year strategic plan and its focus areas, emphasizing the organization's core values and commitment to engaging priority population groups.
People Management
- Oversee and support department team, including supervision, developing work plans, delegating work, coaching, and fostering a culture of belonging.
- Create a collaborative environment with cross-department teams to resolve and/or support projects.
Partner & Community Engagement
- Assist and/or lead effective community engagement and outreach efforts with grantee partners, FIRST 5 staff, and families to better reach, engage, and support priority population groups. This includes identifying and removing barriers to engagement with historically excluded, underrepresented, under-resourced families in Santa Clara County. Build and maintain strategic relationships with community-based organizations, public agencies, community groups, and community leaders to support FIRST 5 strategic priorities.
- Collaborate with community and system partners to strengthen the system of care for priority populations serving on workgroups and collaboratives and identify collective impact/collaborative opportunities to advance FIRST 5 mission and vision.
- Stay informed on the health and social issues impacting the health, well-being, and safety of FIRST 5 priority populations (i.e., meetings, outreach events, data collection, and research).
Analysis and Reporting
- Prepares, coordinates, and negotiates contractual agreements with agencies for the provision of related services.
- Prepares grant applications, manages Third Party Funded (TPA) projects and programs, and prepares reports for internal leadership and external funders.
- Partner with the evaluation team to identify appropriate evaluation methodology to effectively measure the impact of FIRST 5 programs, projects, and activities, including supporting the creation and finalization of the Annual Report.
- Routinely track, analyze, and report on outcomes of programs, projects, and activities.
- Prepares, coordinates, and negotiates contractual agreements with agencies for the provision of related services.
Administrative
- Deliver presentations regarding FIRST 5 mission, vision, strategic priorities, and activities at community and public meetings and events.
- Develop, maintain, and use policies, procedures, and desktop procedures as needed to support departmental activities.
- Attend and actively participate in department meetings, training, and coaching sessions.
- Attend offsite meetings or events as necessary, including evenings and weekends.
- Develop and/or provide input to budgets related to programs and projects.
- Perform other related duties as required or assigned.

Physical Requirements
The ability to lift and carry objects weighing up to 25 pounds occasionally, and the capability to sit and stand for extended periods, bend stoop, and perform tasks requiring manual dexterity. Will require participation in FIRST 5 related community events and working some evenings and weekends.
Work Environment
The work is performed in a typical office setting which is adequately lighted, heated, and ventilated.
