Summary:
Vighter is recruiting Program Management Office (PMO) staff to manage a large workforce of healthcare professionals (HCPs) who conduct basic screening assessments and provide healthcare services to individuals detained by Customs and Border Protection (CBP). The PMO staff are responsible for supporting the client and the workforce to accomplish the mission.
Vighter’s HCPs work alongside uniformed CBP Agents/Officers at numerous locations near the border in Texas, New Mexico, Arizona, California, and Florida. The medical staff must be capable of providing health care services for persons of all ages, to include infants, children, adults, and pregnant females. HCPs must be comfortable working in a detention setting. Services may be provided in a field setting with minimal facilities, a soft-sided (tent-type) facility, or a secure detention facility, such as a US Border Patrol Station. Education, Licensure/Certification & Experience:
- A minimum of five years of experience in training and development with at least two in a leadership or managerial role
- Proven expertise in instructional design principles, training delivery techniques, and adult learning theories.
- Strong project management skills, with the ability to manage multiple priorities and deadlines.
- Excellent communication, presentation, and facilitation skills, with the ability to engage and inspire learners of diverse backgrounds and levels.
- Proficiency in learning management systems (LMS), e-learning tools, and other training technologies.
- Experience in developing and delivering training programs in areas such as leadership development, compliance training, technical skills, and customer service.
Knowledge, Skills, & Abilities:
- Manage and oversee all training programs for the Program Management Office
- Ensure all prescribed training is assigned, monitored, and tracked for the entire project.
- Utilize a variety of delivery methods, including instructor-led training, e-learning, webinars, workshops, and simulations, to accommodate diverse learning styles and preferences.
- Facilitate training sessions and workshops for employees at all levels, ensuring engaging and interactive learning experiences.
- Serve as a subject matter expert and resource for trainers and facilitators, providing guidance, coaching, and support as needed.
- Monitor and evaluate training effectiveness through assessments, feedback mechanisms, and performance metrics, adjusting as necessary to improve outcomes.
- Coordinate training logistics, including scheduling, venue selection, equipment setup, and materials preparation.
- Manage training budgets, resources, and vendors to ensure cost-effective delivery of training programs.
- Maintain training records and documentation, including participant attendance, evaluations, and completion certificates, in compliance with regulatory requirements and organizational policies.
- Ensure compliance with required training programs upon hire and annually as designated.
- Stay abreast of industry trends, best practices, and emerging technologies in training and development.
- Conduct needs assessments and program evaluations to identify areas for improvement and innovation in training delivery and content.
- Collaborate with the Manager to implement enhancements and updates to training programs based on feedback and evaluation results.
- Lead and mentor a team of trainers, instructional designers, and training coordinators, providing guidance, support, and professional development opportunities.
- Foster a culture of learning and development within the organization, promoting the value of ongoing skill enhancement and career growth.
- Moderate proficiency in, common word processing, presentation and spreadsheet software programs; and knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information and Personally Identifiable Information (PII).
- Expertise in motivational interviewing with minors and adults.
- Provide patient referral(s) to CBP contract medical personnel for further assessment.
- Coordinate priority transfer and continuity of care to Health and Human Services (HHS)/Office of Refugee Resettlement (ORR).
- Functional proficiency and ability to document patient-centered health care in the required electronic health record or electronic medical record, in the required format, in a timely manner, and in compliance with contract policy and guidance.

- Provide training and support to remote employees on timekeeping systems and processes, including troubleshooting issues and providing guidance on using timekeeping tools effectively.
- Stay informed about changes in timekeeping technology, regulations, and best practices, and make recommendations for updates and improvements to timekeeping processes.
- Other duties as assigned.
Duty Hours / On-call Requirements:
- The expected duty hours for this position are 8 hours per day and 5 days per week. However, this key position supporting 24/7/365 operations which may require work to be conducted in the day, at night, on weekends, and during holidays.

Qualifications:
- Must be able to walk, stand, bend, and/or sit for more than 8 hours per day.
- Must be able to perform duties in a stressful and often austere environment without physical limitations.
- Must be able to use an elevator or walk up and down stairs.
- Must be able to lift up to 50 pounds and carry up to 10 feet.
- Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees and reach above and below shoulders.
- Must be able to read and interpret handwritten and typewritten print.
- Must be able to communicate by voice and detect sound by ear.
- Must be willing to work day, night, weekdays, weekends, holidays, and overtime if necessary.
- Must be able to perform duties in an indoor and/or outdoor environment.
- Must be able to pass a criminal background investigation. Candidate must not have been convicted of, pled guilty to, pled nolo contender to, or received probation prior to judgement for any crime other than a minor traffic violation, the record of which has not been expunged.
- Must undergo Urine Drug Screening (UDS).
