Summary:
Vighter is recruiting the National Deputy Program Director (NDPD) serving as the Senior Project Director when the primary is otherwise engaged. The NDPD’s primary mission to lead the project management medical units and medical support contract for the U.S. Customs and Border Protection (CBP), U.S. Border Patrol Station Medical Units, and Office of Field Operations Ports of Entry Medical Units.
The NDPD is responsible for ensuring successful completion of administrative and program management tasks in accordance with the polices and protocols listed in the Statement of Work (SOW) and Department of Homeland Security (DHS) directives for the delivery of healthcare services to persons in custody. These positions will provide strategic level management to the effort, ensuring that all the program goals and objectives are achieved in an accurate, efficient and effective manner.
Contracted staff will work alongside uniformed Customs and Border Protection (CBP) Agents/Officers in secured federal facilities along the southwest border of the United States. These secured federal facilities are staffed and monitored by CBP personnel and/or contracted security staff 24 hours a day, 7 days a week to assure a safe working environment to include the co-located medical unit.
Principle Accountabilities:
- Serves as the programmatic authority for the medical services contract and all medical units for the U.S. Customs and Border Protection sites including, Office of Field Operations (OFO) ports of entry, and/or U.S. Border Patrol Border (USBP) Stations.
- Demonstrates a caring and helpful attitude when interacting with patients, vendors and fellow employees.
- Oversees and track the progress of program wide personnel, ensuring that personnel are vetted and attend orientation as required in the SOW.
- Manages and oversees the scheduling process assuring staffing coverage is maintained to meet operational needs, and oversee the day-to-day management across program regions.
- Formulates and manages the logistics/procurement strategy program wide.
- Develops and enacts the risk management program, medical sentinel event reporting and follow-up, quality assurance/performance improvement, and medical surveillance plans across all regions (sectors, ports of entry, and field offices.) Oversight of these programs will be provided by the NPD to assure requirements of the Medical Quality Management (MQM) Program are met and reporting completed as per the MQM Program guidance.
- Conducts analyses to ensure continuous performance improvement and development of best practices through support and collaboration with the National Medical Director and National Patient Safety Quality Management Director.
- Ensures reporting requirements and timelines are achieved program wide.
- Participates in the recruitment and selection process for all contract employees.
- Provides on-call coverage 24 hours a day/7 days a week.
Knowledge and Skills:
- Must have exceptional customer service skills.
- Employees shall be technically proficient in the skills necessary to fulfill the job requirements, including ability to speak, understand, read and write English fluently.
- Moderate proficiency in, common Microsoft Office Suite programs, to include Microsoft Word, Excel, Outlook, and SharePoint.
- Functional proficiency and ability to document patient-centered health care in the required electronic health record or electronic medical record, in the required format, in a timely manner, and in compliance with contract policy and guidance.
- A deep sense of purpose and dedication to the United States and our U.S. Military Veterans, their Families, and other patients as assigned.

- Knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as Personally Identifiable Information (PII).
Education:
- Bachelor's degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution.
- Five years of management level experience in the provision of healthcare services required, two of which must have been supervisory in nature with demonstrated progression in responsibility.
Qualifications:
- Demonstrated ability to ascertain relevant facts and information; prepare executive level summaries; and analyze management and financial reports to identify trends, performance gaps and contract status information.
- Demonstrated experience in collaborative planning and relationship building across organizational boundaries.
- Demonstrated success in developing and managing logistical plans and providing operational support.
- Excellent customer service and interpersonal skills.
- Demonstrated success in managing large and diverse teams in high pressured environments that require rapid and collaborative decision making.
- Must be available to CBP personnel to contact at all times 24/7, 365 days per year.
- Must be experienced at discussing and negotiating collaborative solutions in high pressured, preferably, operational environments.
- Must be adept at preparing and delivering clear and concise executive-level presentations and decision briefs
- Must demonstrate effective leadership and possess effective oral and written communication skills.
- Should possess (or qualify for) relevant management or Human Resources certifications, such as PMP, CPC, CSP, etc.
- Should possess awareness of electronic medical documentation.
Duty Hours / On-call Requirements:
- Generally speaking, locations supporting the CBP-ICE mission set are open and active 24/7/365, to include days, nights, weekends and all holidays.

Travel:
- As required to satisfy the contractual obligations. Generally, travel is limited to commute from residence to the worksite. Commute is non-compensatory. All official travel is government-funded.
Supervisory Controls:
- In this position, the employee will serve as a contractor to the federal government and does not have any federal authority or rights.

Physical Requirements:
- Must be able to sit for more than 8 hours per day.
- Must be willing to work overtime if necessary.
- Must be able, with advance notice to float to surgical sites within 15 miles.

- Must be able to lift up to 40 pounds and carry up to 10 feet.
- Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees and reach above and below shoulders.
- Must be able to read and interpret handwritten and typewritten print.
- Must be able to communicate by voice and detect sound by ear.
- Must be able to perform duties in an indoor or outdoor environment
- Must be able to pass a criminal background investigation
- Must undergo Urine Drug Screening (UDS).
