General Description:
The purpose of this job within the organization is to supervise the staff of the Planning and Development Department’s Building Inspections Division. This job works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements:
Requires an Associate’s Degree or specialized courses/training equivalent to satisfactory completion of two years of college in construction management, architecture, engineering or related field. Requires six years in construction trades, architecture, engineering, field inspection and plan review or closely related experience. At least two years of direct supervisory experience preferred. At least two years of floodplain management experience, including with elevation certificates and the Community Rating System, preferred. The equivalent combination of education and experience may be considered.
Special Certifications and Licenses:
ICC Certified Building Official certification preferred at the time of hire. If candidate does not have that certification at the time of hire, he/she must be certified as a commercial inspector in South Carolina or a state with reciprocity with South Carolina at the time of hire and must obtain the ICC Certified Building Official certification within three months of hire.
Certified Floodplain Manager (CFM) certification preferred at the time of hire. If candidate does not have that certification at the time of hire, he/she must obtain it within one year of hire. Please note that if the candidate does not have two years of full-time floodplain management experience or a higher education degree in a related field, the certification board recommends the completion of a four-day in-person class out of state as well as the completion of other online study courses before sitting for the exam. Valid Driver’s License.
Desirable Knowledge, Skills, and Abilities
- Thorough knowledge of all building, electrical, plumbing, mechanical, gas and other codes relating to all types of construction.
- Knowledge of zoning regulations and other municipal codes and policies affecting development and construction.
- Ability to analyze and interpret construction plans and specifications.
- Ability to read and comprehend building codes, laws, and regulations; trade publications and reference texts; technical manuals; and safety manuals.
- Ability to conduct effective inspections in determining compliance with building codes and zoning regulations.
- Ability to express ideas clearly-- orally and in writing.
- Ability to identify the need for assistance and to collaborate with other technical staff in a team-oriented environment.
- Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
- Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
- Work is performed onsite or in the field. The incumbent must be present at work to perform the essential functions of this job.
- Ability to operate a vehicle and to use small hand tools, and standard office equipment.
- Proficiency with standard Microsoft Office software and specialized plan review and permit software.

Essential Job Functions:
- Supervises staff in inspections division regarding plan review and the inspection of construction projects to ensure compliance with federal, state and local laws, codes and regulations.
- Serves as the City's Floodplain coordinator, administering the Flood Damage Prevention Ordinance, which regulates and ensures safe development and construction within the floodplain.
- Works with new small businesses finding code solutions in existing buildings through the Open for Business program.
- Assists architects, developers and contractors with plan review and inspections process.
- Maintains division’s budget.
- Attends training classes about zoning regulations, building codes, and computer software as needed to learn new standards, processes, and systems. Maintains required continuing education credits for certifications.
- Performs all other duties as required to meet organizational needs.
