JOB SUMMARY

Under the direct supervision of the Vice President - Operations, the Environmental Compliance Manager ("ECM") oversees the Water Quality Monitoring Program, which includes water quality sampling, testing, and system compliance. The ECM is responsible for interpreting and translating federal and state water quality laws and regulations into company policies andยท procedures. Additionally, they recommend strategies, programs, and technologies to ensure the company's compliance with federal, state, and county water quality laws and regulations.

The ECM monitors changes in water quality statutes, rules, regulations, and policies, and proposes necessary changes to maintain compliance. They are also responsible for overseeing compliance with state and federal environmental regulations. It is essential for the ECM to possess extensive knowledge and understanding of key regulations, including the Safe Drinking Water Act, Clean Water Act, Arizona safe drinking water rules, and other relevant environmental regulations.

Qualifications

JOB DUTIES AND ESSENTIAL FUNCTIONS

The ECM performs a variety of duties, which may include, but are not limited to the following:

Water Quality

  • Responsible for the development, implementation, and reporting f the company's Annual Water and Monitoring Program.
  • Coordinates the Chemical Analysis Program.
  • Works with the chemical analysis laboratory and field personnel to schedule samples and review the data to ensure compliance.
  • Schedules tests to detect changes in water quality data.
  • Interprets the data and looks for trends.
  • Coordinates solutions with Divisions and Management as necessary.
  • Attends hearings, workshops, meetings, and seminars on water quality issues.
  • Interprets and translates federal and state water quality laws and regulations into Company policy.
  • Ensure this information is accurate and up to date.
  • Manages the entire process, including scheduling, monitoring, reviewing results, verifying accuracy, overseeing the chemical analysis database, and reporting monitoringย results to both regulatory agencies and field offices.
  • Manages the Container Request, Bottle Receipt and Chain of Custody paperwork to ensure the correct samples are taken.
  • Request reduced monitoring when eligible.
  • Updates monitoring schedule based on increased or decreased monitoring.
  • Sends out annual or revised schedules to Division Managers.
  • Initiates all Public Notice requirements as needed, writes up the notice, has it approved, distributes the notice to customers, and/or newspaper in the manner required by law,ย and in the proper time frame.
  • Sends certification to Arizona Department of Environmental Quality ("ADEQ") that the notice was distributed.

Required Plans

  • Updates the Emergency Operating and Response Plan for each system annually.
  • Prepares and updates the Microbiological Site Sampling Plans every three years for all water systems.
  • Submits discharge forms to ADEQ as required.
  • Prepares and updates the Stage 2 Disinfectant Residuals and Disinfection Byproduct ("DRDB") Monitoring Plans for all water systems, as part of the Stage 2 DRDB Rule. Confirms that chlorine residuals are taken monthly at all microยท bacteriologicalย sampling sites, receives the chlorine residual figures from the field, keys the chlorine residual figures into water quality database, averages the data, prints out quarterly reports, and send the reports to ADEQ.
  • Trains and instructs the Division Management to take samples for Total Coliform asย scheduled.
  • Reports results of data monthly, quarterly, annually, or triennially to ADEQ.
  • Prepares other Water Quality Monitoring Plans as they become necessary by ADEQ or EPA.

Map Program

  • Prepares annual "Number of Service Connections and Population" reports for the ADEQ Monitoring Assistance Program ("MAP").
  • Acts as a liaison between ADEQ and the MAP chemical analysis laboratory.

Compliance Status

  • Obtains Compliance Status Reports from ADEQ for all systems once a year, or whenever necessary.
  • Coordinates with EPA and the chemical analysis laboratory, sampling for Unregulated Contaminant Monitoring as required.
  • Affirms the results are accurate and accepts them into the Central Exchange Database of EPA.
  • Monitors ADEQ's Safe Drinking Water Information System database on a regular basis to determine if ADEQ shows monitoring or reporting violations m any company systems.
  • Investigates and corrects incorrect violations.

Communications

  • Communicates with ADEQ and ADHS regarding water quality sampling to ensure compliance with federal and state reporting and testing requirements.
  • Communicates with field personnel and coordinates other special monitoring as required.
  • Communicates clearly and accurately in a regulatory environment in regard to waterย quality program requirements.
  • Schedules quarterly meetings with Division Managers.
  • Trains all new Field Office management.
  • Conducts bi-weekly meetings with Water Quality Specialists.
  • Attends meetings regarding changes to: Water Quality, Operator Certification, Hazardous Waste, or any new rules, to determine how these will affect the company.

Operator Certification

  • Maintains the database for the Operator Certification Program
  • Prepares Operator Certification renewal forms for each employee prior to expiration.
  • Sends renewal forms to ADEQ for renewal.
  • Sends letters of congratulations to employees when they obtain higher certification.
  • Updates program to ensure accurate dates for certification renewal and grades.
  • Sends Professional Development Hours (PDH) list to each division every quarter.
  • Sends to each certified operator's home a list of his or her current gr des, expiration dates and number of PDHs annually.
  • Makes Division offices aware of any opportunities to obtain PDHs.

Consumer Confidence Reports

  • Composesย theย CCRsย byย gatheringย allย theย water qualityย informationย andย violations from the prior year and compiling them together in one report for all company water systems.
  • Solicits water quality data from other water companies that sell water to the company to include in the appropriate CCR.
  • Provides water quality results to other water companies that purchase water from theย company.
  • Sends the copies of the CCRs to: ADEQ, company water systems offices, customers, and newspapers depending on the rule requirements.
  • Prepares Certifications certifying the CCRs were mailed with the bills and a blurb onย the bill; ensures Certifications and Public Notices are typed and sent o ADEQ.

Environmental

  • Responsible for compliance with environmental regulations as they pertain to the company.
  • Fills out annual state reports for hazardous waste hauled off-site.
  • Interfaces with local, State, and Federal agencies.
  • Prepares and submits Tier Two reports.
  • Prepares and updates the AZ Pollution Discharge Elimination System ("AZPDES") Plans as necessary for all water systems.
  • Maintain the records for proper discharges of water to the environment, regarding the AZPDES General Permit.
  • Performs all other duties as assigned by the Vice President - Operations.

Backflow Program

  • Administers the company's Backflow Program.
  • Updates the Vendor List and approved devices on the company website.
  • Answers questions and concerns from the field, customers, ADEQ, and ACC.
  • Prepares and updates the Stage 2 Disinfectant Residuals and Disinfection Byproduct ("DRDB") Monitoring Plans for all water systems, as part of the Stage 2 DRDB Rule. SKILLS, KNOWLEDGE, AND PHYSICAL REQUIREMENTS

Skills, knowledge, and physical requirements include, but are not limited to the following:

  • Excellent personal computer skills and proficiency with Microsoft Word, Excel, Access, and PowerPoint.
  • Strong knowledge of the operation of personal computers,ย including backing up files and saving files, laser printers, xerographic copiers, telephone system, calculators, facsimile, machines, and other related offices. equipment.

EDUCATION, TRAINING, AND EXPERIENCE

The following are required:

  • College degree preferred or equivalent work experience in environmental. compliance.
  • Minimum of five years' experience in water system sampling and monitoring programs.
  • Must have good communication skills, be able to work effectively and in a team environment with other company employees with diverse backgrounds.
  • Be able to communicate effectively with State and Federal regulatory agencies.
  • Be able to deal effectively with ADHS licensed laboratories to ensure compliance with company requirements.
