WATER CONSERVATION SPECIALIST

JOB SUMMARY

Under the direction of the Water Resources Manager, the Water Conservation Specialist is expected to develop, implement and manage Arizona Water Company’s Demand Management Program that will include a variety of conservation measures and strategies to reduce water use.  The Water Conservation Specialist will work cooperatively with Senior Management, Field Division Management and other Operations Department staff in a cross-functional team approach to reduce consumer demand and to increase system infrastructure efficiency.

 

JOB DUTIES AND ESSENTIAL FUNCTIONS

Working cooperatively with Senior Management, Field Division Management, and other Operations Department staff under the direction of the Water Resources Manager, the Water Conservation Specialist will:

 

  • Develop, coordinate, and manage all aspects of the Demand Management Program for 22 water system located throughout Arizona
  • Determine, implement and oversee the water conservation practices used for each water system.
  • Develop a data management system to collect all data necessary to meet reporting requirements, defend the Company during an enforcement action, meet all data requests from the ACC and manage the Demand Management Program.
  • Measure the effectiveness of water conservation practices implemented including gathering and monitoring process and outcome data.
  • Develop and implement inventory tracking system for all products used as part of the Demand Management Program.
  • Develop cross-functional teams to implement conservation measures that rely on field staff to implement; including creating appropriate administrative processes and supportive training programs.
  • Prepare all reports related to water conservation and water use required by ADWR, the ACC and the CAGRD at whatever reporting increment required.
  • Prepare, monitor and update Provider Profiles, Community Water System 5 Year Plans, Drought Plans and Conservation Effort Reports.
  • Secure and manage consultants for Demand Management Program including preparing requests for proposals, hiring and firing contractors, preparing contracts, ensuring compliance with contract provisions, overseeing work and approving invoices.
  • In cooperation with Field Division Management, present the Demand Management Program elements and successes to local governments, business organizations, homeowner associations, regulatory agencies and at conferences.
  • Work cooperatively with Operations Department and Field Division Management to develop, track, and report on physical system evaluations and improvement programs.
  • Solicit, schedule, and conduct on-site water audits/surveys for high use customers, as assigned. This work may be done in conjunction with field staff or contractors.
  • Develop and publish water conservation content for AWC website, social media outlets, customer bills, and municipal partners.
  • Support Water Resource Manager and Legal Counsel during enforcement proceedings for violation of conservation and reporting requirements.
  • Perform other tasks as requested.

Qualifications

SKILLS, KNOWLEDGE AND PHYSICAL REQUIREMENTS

The required skills, knowledge and physical requirements include, but are not limited to the following:

  • Knowledge of the 1980 Arizona Groundwater Management Act and subsequent Active Management Area Management Plans.
  • Knowledge of water conservation methodology, program development, data mining, and data analysis methods.
  • Knowledge of AWWA G480-13 program operation and management, a plus.
  • Knowledge of customer service practices and etiquette on the telephone and in person.
  • Ability to meet deadlines and accept changes in project schedules.
  • Excellent personal computer skills and proficiency with Microsoft Word, Excel, Access, PowerPoint.
  • Experience with ArcGIS and SQL, a plus.
  • Ability to communicate effectively in writing, and have effective public speaking skills for presentations within the company and in public forums.
  • Ability to develop and accurately perform mathematical equations necessary to determine conservation savings.
  • Must be dependable, punctual, have good attendance, and have professional demeanor and appearance.
  • Knowledge of customer service practice and etiquette on the telephone and in person.
  • Committed to working safely and following safety practices and procedures.
  • Work is performed in indoor and outdoor environments.
  • Ability to sit, stand, walk, reach, grasp, push, pull, bend, stoop, climb, crouch, squat, crawl, twist, perform repetitive physical activities, and lift up to 30 lbs.

 

EDUCATION, TRAINING AND EXPERIENCE

A candidate for this position may have:

  • 4-year college degree or combination of education and experience which provides the necessary knowledge, skills, and abilities to perform essential functions of the position.
  • Irrigation Association Landscape Irrigation Auditor Certification and Arizona Smartscape Certification, a plus
  • Valid Arizona driver's license and acceptable driving record.
