Pennsylvania Certified Organic (PCO) is excited to announce a position opening for Accounting & Grant Manager (AGM) to join our team. As the AGM, you will have responsibility for general financial management including accounts payables, budgetary support, and month end close, as well as  primary oversight of federal funds, including a large multi-year cooperative agreement. You will have excellent communication skills and collaborate across departments and at all levels of the organization to facilitate the work of the finance team. This includes developing and revising grant budgets, preparing and submitting financial reports, analyzing allocable expenses and formulating projections, and ensuring compliance with all funder requirements and policies, including 2 CFR 200 for Federal Awards, and Generally Accepted Government Auditing Standards (GAGAS) rules.  This position is funded through 2027 with no guarantee for refunding. This is fully remote with very minimal travel.

This is a full-time, exempt, remote telecommuting position.

 

Salary range: $72,000 to $90,000 depending on experience.

Accounting & Grants Manager Job Description

 

The Accounting and Grants Manager will have responsibility for general financial management including accounts payables, budgetary support, and month end close, as well as  primary oversight of federal funds, including a large multi-year cooperative agreement. This position will facilitate communication, documentation, and processes between the programmatic team and the finance team by developing and revising grant budgets, preparing and submitting financial reports, analyzing allocable expenses and formulating projections, and ensuring compliance with all funder requirements and policies, including 2 CFR 200 for Federal Awards, and Generally Accepted Government Auditing Standards (GAGAS) rules.  This position is partially funded through 2027 with no guarantee for refunding.

 

This position is a member of the Finance & Administration Team, which has the following areas of responsibility:

  1. Financial Management
  2. Information Technology
  3. Office Administration

 

Primary Duties and Responsibilities:

 

General Ledger Management and Financial Controls:

  • Review financial transactions allocated to grant awards to ensure accuracy, consistent treatment, and fund availability.
  • Determine financial charges allocable to grant awards in collaboration with Finance and Programmatic teams.
  • Track and allocate indirect costs to grant programs monthly, ensuring compliance with grant provisions.
  • Oversee and track payments to subcontracted agencies for grant-funded projects in line with budgets and subaward agreements.
  • Establish and maintain tracking systems for grant financial reporting deadlines and requirements across all funded programs, ensuring clear and consistent organization of grant finance documentation and records.
  • Manage time tracking systems for grant-funded positions, analyzing expenses to ensure compliance with funder policies, including adherence to 2 CFR Part 200 for Federal Awards.
  • Coordinate collection and review of invoices from subcontracted agencies including partners, mentors/mentees, and subrecipients, ensuring compliance with federal regulations applicable to their subawards.
  • Oversee bank reconciliations and work with the Finance team to ensure appropriate internal controls for all contracts and grants management functions.

Financial Planning and Reporting:

  • Administer payroll and oversee state registrations for payroll-related tax filings with multiple states.
  • Manage systems for accurate allocation of staff salaries and related costs to grant awards.
  • Perform monthly end close, including journal entries for multiple departments.
  • Manage accounts payable review and processing.
  • Ensure compliance with financial regulations, identify potential risks, and recommend corrective actions to enhance operational efficiency, including 2 CFR 200 for Federal Awards, and Generally Accepted Government Auditing Standards (GAGAS) rules
  • Develop budgets for new grant proposals, monitor budget performance against actual results monthly, providing multi-year projections, and recommend budget revisions as necessary.
  • Prepare, complete, submit and ensure accuracy and timeliness of all financial and close-out reports for the grant. 
  • Assist with financial oversight and management of grant award funding and communicate with the granting agency on questions/issues.
  • Review subcontracted agencies’ financial reports and oversee and track payments to subcontracted agencies.
  • In coordination with TOPP Program Director, draft, submit, and record grant reimbursement requests on a set schedule.

 

Other

  • Lead communication to clients on finance related matters
  • Serve as a representative of PCO in relevant industry areas as appropriate, and role modeling diversity, equity, and inclusion.
  • Any other task relevant to these duties or the mission of the organization as assigned by supervisor or Executive Director

 

 

QUALIFICATIONS AND EDUCATION REQUIREMENTS

  • BA/BS degree in business administration, nonprofit financial management, economics, public administration, or accounting.
  • Minimum five years of experience managing grants and nonprofit finances.
  • Working knowledge of relevant regulations and requirements to meet government and grantee regulations and reporting requirements for grant financial activities, including the Code of Federal Regulations/OMB Uniform Guidance.
  • Experience in preparing financial reports and/or forms for submission to sponsor and/or management, preparing regular budget reports, and conducting variance and other financial analyses.
  • Ability to understand, analyze and interpret financial information in varying formats (including general ledgers) and complete required reports.
  • Strong ability to organize workload when faced with competing priorities and to complete work assignments on a timely basis.
  • Experience with Single Audit process for government awards.
  • Excellent attention to detail and accuracy in work product.
  • Excellent interpersonal, communication, and organizational skills.
  • High level proficiency with accounting/financial software, spreadsheets, and data management systems.

PREFERRED SKILLS/EDUCATION/EXPERIENCE

  • Sophisticated nonprofit fund and federal grant accounting and management knowledge strongly preferred.
  • Experience with Salesforce or similar client management systems.
  • University or non-profit experience.

Physical Requirements / Working Conditions:

  • Ability to work in front of a computer for long periods of time
  • Minimal physical requirements other than occasional light lifting
  • Little to no travel required
