SUMMARY:

The Program Manager, Volunteers of America-Michigan (VOAMI) is an at-will position that will report directly to the Vice President of Social Services. This position will be responsible for the supervisory and operational oversight of the agency’s Detroit Veteran Transitional Housing (Grant Per Diem) and Grant and Per Diem Case Management (GPD-CM) programs located in Detroit, Michigan. This role will be highly visible in community relations and communication.

 

ESSENTIAL JOB FUNCTIONS: 

  • Lead and manage the daily operations of the facility, clinical and non-clinical staff, and housing programs for homeless veterans
  • Assist in developing, implementing, and monitoring program budget
  • Primary point of contact for Detroit’s Veteran Affairs Medical Center (VAMC) for all incoming referrals, program participants, and emergent needs
  • Work cohesively with VA liaisons for Grant and Per Diem and Grant and Per Diem Case Management to ensure participant success and quality outcomes
  • Monitor systems to ensure efficient and economically sound operations
  • Ensure compliance with VOAMI policies and procedures
  • Ensure employee and client safety and proper risk control of known hazards
  • Manages and responds to crises and emergencies
  • Manage small caseload of clients, supporting fluctuations in daily census
  • Actively coach and develop staff in case management best practices (data quality, case file integrity, client interaction, individualized service plans, etc.)
  • Manage grant renewals, reports, budgets and correspondence relative to assigned programs, in partnership with the Vice President of Social Services
  • Collaborate with Vice President of Social Services, Supportive Services for Veteran Families (SSVF) Detroit Program Manager, and Suicide Prevention and Referral Program for Veterans (SERV) Program Manager to ensure efficient program operations and build relationships with community partners and other program stakeholders
  • Work alongside program management and staff from other geographic locations
  • Take ownership of program operations, and cooperate with the Compliance team on correcting exceptions and/or implementing recommendations
  • In partnership with the Volunteer Coordinator, plan volunteer events for the building and ensure outcomes for volunteers and VOAMI
  • Assist with CARF accreditation planning and implementation
  • Meet with VA and community service agencies to provide coordination of collaborative efforts and ensure cooperation and coordination for providing comprehensive services
  • Write periodic reports to comply with grant requirements
  • Oversee data collection and billing for grants
  • Participate in required program meetings/conferences
  • Assist with case management platform training and use with program staff
  • Review and certify client eligibility, and complete financial assistance requests
  • Provide guidance to both frontline and support staff on program guidelines and regulations
  •  Ensure accuracy of database systems information

 

RELATED JOB FUNCTIONS:

  • Recruit, interview, hire, and train staff for GPD and GPD-CM programs in Detroit
  • Oversee the daily operations of the building 
  • Provide constructive and timely performance evaluations
  • Develop/Maintain partnerships with community resources, community Continuums of Care and referral sources
  • Issue discipline when necessary and in accordance with company policy 
  • Other duties as assigned by the Vice President of Social Services

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Extensive knowledge of the principles, procedures, and best practices in the industry
  • Knowledge of mental illness, trauma, substance abuse, physical disability and other common barriers for the served population and an ability to work with these individuals 
  • Knowledge of the fundamentals of grants and contracts
  • Ability to work flexible hours and travel as required 
  • Share 24-hour on-call oversight with relevant staff, and have the ability to  arrive on-site with little notice
  • Knowledge of advocacy, community service and referral
  • Excellent organizational skills and attention to detail 
  • Strong supervisory and leadership skills 
  • Strong analytical and problem-solving skills 
  • Ability to organize and perform work independent of direct supervision
  • Ability to use sound judgment in crisis situations
  • Ability to work effectively with individuals of varying incomes, skill levels, experiences, and cultures

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree in a Human Service field or equivalent combination
  • Preferred fully licensed in the state of Michigan with one of the following: LPC, LMSW, LP with either CADC or CAADC certification
  • Minimum of three years of case management supervision experience with three years of program management

Physical Requirements:

The physical demands described are representative of those that must be met by an employee to successfully perform the essential duties of this job.  While performing the duties of this job the employee is frequently required to sit, stand, walk, talk, see, hear, use hands and fingers to manipulate keys on a keyboard, and drive. The vision requirement includes close and distant vision. Occasionally required to lift up to 10 pounds. Environmental Working Requirements:

Work is done on-site with exposure to computer screens. Assignments may require work to be done on an individual basis or in teams with members at various staffing levels. The work environment at times, may subject staff to behavioral and medical events that could be physically hazardous.

 

Other Requirements:

  • The ability to work various shifts and irregular hours to meet agency’s needs; Attendance on scheduled shifts and participation in mandatory meetings and trainings. Must maintain a valid Michigan driver’s license and driving record that satisfies insurability requirements
