Overview:

Under the direction of the COO, the Human Resources Office is responsible for managing the overall function of all human resources related functions of the Bank and for specified functions enterprise-wide. 

 

Responsibilities:

Human Resources Information Systems (HRIS): Implement, set up and manage HRIS and payroll systems, including employee self-service, position management, applicant tracking, time & attendance, benefits administration, compensation management, system security/maintenance, affordable care act, ad hoc reporting, job grading system and maintain digital personnel files for each associate.

 

Payroll:  Perform semi-monthly payroll processing, 401k vendor upload each payroll; create and send associated cost share reporting to both BankSouth and BankSouth Mortgage; track and maintain payroll deductions, garnishments, levies, loan payments and insurance deductions. Perform post-processing general ledger calculations and core system general ledger entries; track and apply incentive, bonuses, increases, promotions and role changes. Balance general ledger accounts for computer purchases, garnishments and United Way and submit to accounting. Manage and reconcile accounts for group health insurance, FSA plan, 401k contributions.

 

Benefits:

Oversee administration of employee health & benefit plans including enrollment, ad hoc changes, terminations, annual open enrollment, and implementation of new plans including entry and set up in Paycom benefits system.  Facilitate the resolution of insurance claim issues.  Monitor changes in insured status for employees & dependents and make appropriate adjustments/collections for premiums. Audit/reconcile/pay monthly insurance bills for multiple insurance vendors & allocate to appropriate g/l accounts and cost centers. Prepare documentation for 5500 filings annually. Balance g/l accounts and checking accounts monthly for insurance, 401k, and salaries & FSA. Assist in procurement and analysis of new vendor options and cost saving plan changes.

 

Set up on line 401k accounts for new employees; upload semi-monthly contributions to plan website; gather data and complete 5500 and 8855 filings annually for plan; correct deficiencies in plan/participant data; monitor deferral changes, employee loan/hardship requests and update Paycom as required. Act as fiduciary for BankSouth 401(k) plan, manage employee communications regarding plan changes, quarterly enrollment/changes, process loans, hardship withdrawal requests, distributions & rollovers. Schedule and facilitate annual and ad hoc employee education meetings.

 

Oversee administration of employee records on accrued leave including accrual, usage & forfeit including PTO time, and FMLA time. Manage FMLA and ADA leave of absence processes by keeping accurate records, providing the correct legal notices within time limits specified by regulation and compliance with all provisions of said Acts.

 

Talent Acquisition:

Oversee employee procurement process including ad composition & placement, interviews, reference checks, pre-employment credit, background & post-offer drug tests for potential employees, and confer with management/legal counsel regarding decisions to hire.  Facilitate annual internship program and oversee candidate selection, onboarding, scheduling, evaluations and make recommendations for improvements for subsequent intern programs.

 

HR Compliance:
Review, analyze and manage human resources programs, policies and procedures, recruitment and selection, employee development, affirmative action, wellness; keep abreast of changes to laws and regulations while maintaining legal compliance with all HR and labor-related state and federal laws, including FMLA, ADA, Title VII, HIPPA, FLSA, OSHA. Prepare and submit monthly, quarterly, semi-annual, and annual reports to the Georgia Department of Labor & Bureau of Labor Statistics. Compose & submit documentation to Department of Labor regarding terminations; prepare for and attend administrative law hearings regarding unemployment benefits.  Monthly reporting for user access review for payroll and 401k systems, compilation of accounting hourly wage reports, monthly BLS and DOL CES wage, hour and headcount reporting, ad hoc reporting for accounting and management.

 

Audit:

Facilitate all facets of internal and external audits of human resources functions and audits for ancillary divisions (compliance, FDICIA, Fidelity, etc.), processes and records including research, documentation, remediation and review of findings and recommendations. Strive for zero reportable findings.

 

HR Management:

Advise officers, supervisors and employees in interpretation and application of human resources policies and procedures; provide technical expertise on human resources management related issues.

  • Maintain compliance with all human resources laws & regulations
  • Manage HR staff for efficiency and best use of knowledge, skills and abilities by coaching, mentoring, and modeling expected behavior
  • Provide exemplary customer service to all internal and external in the human resources customers

 

Measurable Performance Expectations:

  • Achievement of satisfactory ratings on all internal and external compliance examinations/audits; prompt remediation (policies, procedures, guidelines, practices & retraining) to cure any deficiencies related to the HR compliance function
    • Quantifiable improvement over time in areas where deficiencies have been noted
  • Accurate and timely completion of job duties including all daily HR tasks, compliance and audit tasks, submission of required state and federal reporting
  • Meeting benchmarks for filling vacancies.
  • Facilitate attendance at one job fair quarterly to maintain applicant pipeline
  • Accurate interpretation of administrative directives and use of initiative and professional judgment in applying directives to the work at hand
  • Effective communication, both verbally and in writing
  • No breaches of confidentiality of critical records or information
  • Work independently with little direction

 

 

Qualifications

Experience & Education:

7-10 years in HR Management and supervision; college degree.

 

Required Knowledge, Skills, Abilities:

  • SHRM professional certification preferred.
  • Must be familiar with FMLA, ADA, HIPAA, FLSA, EEOC and other federal, state employment laws.Working knowledge of accounting and general ledger posting/balancing.
  • Critical thinking and analysis capabilities
  • Working knowledge of Microsoft Office products
  • Prior experience in managing all aspects of  HRIS
  • Experience with managing deferred compensation plans is recommended.

 

Other Requirements:

Satisfactorily complete all required compliance training and compliance with all laws and regulations that apply based on the scope of this position.

 

Interpersonal Skills:

A significant level of trust and diplomacy is required to be an effective subject matter expert in the position. In-depth dialogues, conversations and explanations with customers, direct and indirect reports, and outside vendors of a sensitive and/or highly confidential nature is a normal part of the day-to-day experience. Communications can involve motivating, influencing, educating and/or advising others on matters of significance.

 

Physical Requirements:

Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 25 lbs. Must be capable of climbing/descending stairs in an emergency. Must be able to operate routine office equipment including telephone, copier, facsimile, and calculator. Must be able to routinely perform work on a computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours whenever required or requested by management. Must be capable of regular, reliable, and timely attendance.

 

Working Conditions:

Must be able to routinely perform work indoors in climate-controlled shared work environment with moderate noise.
