JOB SUMMARY
This position is responsible for providing programmatic leadership within the Philadelphia Department of Public Health (PDPH)’s Division of Substance Use Prevention and Harm Reduction (SUPHR). Emphasis is placed on overseeing outreach services and education outside of the Kensington neighborhood, with a particular emphasis on racial equity. The person filling this position will work closely with the Harm Reduction and Environmental Services managers and collaborate on outreach initiatives. The Community Engagement Program Manager will report to the Deputy Division Director of SUPHR and work closely with staff within the Division, community-based organizations, and other city and state government agencies.

Responsibilities/Duties
Under the supervision of the Deputy Division Director of the Division of Substance Use Prevention and Harm Reduction, the Community Engagement Program Manager will perform the following essential job functions:
- Supervise two teams of outreach providers—community engagement and street team
- Facilitate communication and team building to foster a collaborative team culture
- Oversee outreach quantitative and qualitative data collection
- Devise and oversee strategic initiatives to expand overdose prevention and harm reduction services across the city, with a focus on racial equity and particularly in neighborhoods in the North and West of the city
- Collaborate with other PDPH divisions (e.g. Division of Disease Control, Division of HIV Health) for outreach initiatives
- Collaborate with SUPHR Communications team to develop and disseminate culturally appropriate outreach material
- Represent SUPHR in interagency work groups and committee meetings
- Lead division-wide and inter-divisional racial equity initiatives
- Contribute to grant applications and grant reporting
- Stay informed of drug trends and local and national policy that may impact outreach participants
- Support other activities in the Department through close work with staff involved in addressing the drug crisis in Philadelphia, including primary prevention, harm reduction and treatment initiatives.
