We are seeking an adaptive and results-oriented Business Development/Capture Manager to advance our organization’s growth objectives within the federal market space; including the Department of State, Federal Bureau of Investigation (FBI), and Department of Defense (DoD) (with a particular emphasis on the Navy and Marine Corps). The ideal candidate will possess strong experience and/or relationships with one or more of these agencies and demonstrate or have the potential for expert capability across the full lifecycle of business development and capture management, from opportunity identification through transition execution.

This role requires exceptional interpersonal skills, the ability to manage ambiguity and change, and a demonstrated capacity to devise, implement, and adjust actionable pursuit strategies as new information emerges. The selected candidate will contribute meaningfully to proposal development—including written content, oral presentations, and slide decks—and play a central role in client and partner engagement.

  • Opportunity Identification - Conduct market and agency research to proactively identify, qualify, and shape new business opportunities aligned with our core capabilities and growth targets.
  • Capture Leadership - Lead and manage the capture process, including competitive analysis, solutioning, pricing strategy, and winning theme development. Lead stakeholder and resource alignment in support of strategic pursuits.
  • Proposal Development - Partner with proposal teams to develop high-quality, compliant, and persuasive written material, executive summaries, slides, and presentation content. Participate in and, when needed, lead internal color team reviews and oral presentations.
  • Client & Partner Engagement - Establish and sustain trusted relationships with current and prospective clients, key government decision-makers, team partners, and industry competitors. Represent the company professionally at customer and industry events.
  • End-to-End Pursuit Management - Manage the entire pursuit lifecycle, including pre-RFP positioning, post-submission clarifications, protest defense, and transition execution on awarded contracts.
  • Plan Development & Adaptation - Develop, execute, and pivot pursuit strategies and tactical action plans in a fast-paced environment characterized by evolving requirements and ambiguous information.
  • Market Awareness - Maintain current knowledge of government acquisition strategies, emerging agency requirements, and key trends in target markets. Leverage insights to inform business planning and solution development.
  • Internal Collaboration - Work closely with technical staff, operations, contracts, pricing, and executive leadership to marshal appropriate resources and ensure integrated, compliant solutions for customers.
  • Capture Reviews, Gate Reviews, and Executive Briefings - Develop and conduct structured capture reviews and gate reviews at critical pursuit milestones to assess progress, risks, and readiness. Prepare and deliver executive briefings on account plans, capture strategies, and pursuit status to company leadership, ensuring informed, data-driven decision-making.

  • Clearance Required: This position requires the ability to pass a Public Trust background investigation but prefers the ability to obtain and maintain a U.S. Government security clearance at the Secret level or above
  • Direct government experience within the Department of State, FBI, DoD (Navy/Marine Corps), or equivalent
  • Significant operational experience as a contractor successfully delivering services to the above agencies
  • Experience in one or more of the following services:
    • Business or mission operations
    • Information technology solutions and services
    • Data operations (data engineering, advanced analytics, artificial intelligence)
    • Cybersecurity services
  • Prior experience managing proposals and large-scale pursuits ($10M+ TCV)
  • APMP, PMP, or equivalent certification(s)
  • Master’s degree or advanced technical/business credential

Candidates lacking formal business development and/or capture management experience but possessing significant agency relationships and/or deep organizational understanding as described above, are strongly encouraged to apply.
