JOB SUMMARY

Under the general supervision of the Director  Section 8 Rental Assistance Program/Staff Assistant – Section 8 Rental Assistance Program, an incumbent of this class inspects dwellings and other structures for compliance with provisions of State and Local Laws, rules, and regulations; Corresponds with members of the public in both English and Spanish to perform business on behalf of the City’s Section 8 Rental Assistance Program. Does related work as required.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

  • Inspects dwellings for cleanliness, proper disposal of garbage and rubbish, and vermin infestation;
  • Enters dwellings and dwelling units and inspects heating, lighting, ventilating, and sanitary facilities for code compliance;
  • Investigates complaints of violations of the Housing Code in accordance with HUD regulations;
  • Prepares reports of inspections made and violations found;
  • Prepares detailed descriptions of dwellings and premises;
  • Corresponds with property owners regarding violations of the Housing Code and time allowed for correction of deficient conditions;
  • Maintains records of inspections and follows up on violations to assure corrections by the property owner;
  • Explains the requirements of the Housing Code to property owners, building operators, and the public;
  • Conducting all types of inspections in accordance with the Department of Housing and Urban Development Housing Quality Standards (Initial  Inspections, Annual Inspections, Re-Inspections, Complaint Inspections, Abatement Inspections, Move-out Inspections);
  • Conduct an average of 7-9 inspections daily;
  • Collect and transmit data using a handheld device;
  • Develop and track inspection schedules and routes to efficiently use agency resources;
  • Monitor the status of incomplete housing quality standard inspections and respond as warranted;
  • Responsible for maintaining records regarding inspections in a computer database and in case files;
  • Accepts requests for tenancy approval and conducts rent reasonableness and affordability determinations;
  • Educate landlords on housing quality standards and recommend repairing units per HUD Housing Quality Standards;
  • Perform any other related duties as assigned by the Director - Section 8 Rental Assistance Program
  • Use computer applications such as spreadsheets, word processing, calendars, e-mail, and database software to perform work assignments;
  • Prepare correspondence, reports of inspections or investigations, or recommendations for action in accordance with the Department of Housing and Urban Development (HUD) Housing Quality Standards (HQS) and the City of Peekskill Section 8 Program;
  • Collect, identify, evaluate, or preserve case evidence;
  • Testify in HUD proceedings concerning investigation findings;
  • Correspond with members of the public in verbal and written communication in both English and Spanish for the Section 8 Department;
  • Assist the Section 8 Department with translation services of forms, documents, or other general correspondence in English and Spanish;
  • Assist in translating English and Spanish in informal hearings and informal reviews when needed;
  • Ability to type, format, proofread, and edit correspondence in Spanish and English;
  • Provide written translation of documents and forms in both Spanish and English.

 

SUPERVISORY RESPONSIBILITIES

 The Housing Inspector does not have any supervisory responsibilities.

Qualifications

MINIMUM QUALIFICATIONS (As adopted by the Westchester County Human Resources Department)

Graduation from high school or possession of a high school equivalency diploma and either: (a) three (3) years of building construction, building inspection or investigative work enforcing codes and ordinances relating to the safety of building structures or occupancy; or (b) completion of an Associates Degree in Civil Engineering, Architecture or Building Technology or related field and one (1) year of experience as stated in (a); or (c) a satisfactory equivalent combination of the foregoing training and experience. 

 

SPECIAL REQUIREMENT

Possession of a valid license to operate a motor vehicle in New York State at time of appointment.
