General Statement of Duties

This non-exempt position performs technical, administrative, and educational functions related to the development, implementation, and administration of water efficiency, conservation, and demand management programs in accordance with District policies, and Rules and Regulations. This position performs duties in a manner consistent with the District’s mission, vision, and values. 

 

Supervision Received

Works under the oversight of the Water Resource Manager and the general supervision of the Director of Engineering.  

 

Primary Duties and Responsibilities

  • Assists with the development, update, and implementation of water efficiency, conservation, and demand management programs; District policies; and Rules and Regulations consistent with District Board and management direction, federal, state regulations. 

  • Assists with the development, update, and implementation of the District’s Water Efficiency Master Plan (WEMP), Long-Term Water Supply Plan, and Master Plan. Supports the achievement of District water conservation and efficiency goals.

  • Assists in the administration of water efficiency, conservation, and demand management measures and programs, including, but may not be limited to:

  • Efficiency Rebate program, and other customer incentive and assistance programs;

  • Rules and Regulations regarding watering restrictions, and water waste;

  • Programs offered through Resource Central: Turf removal rebates, Garden-In-A-Box discounts, Slow the Flow, etc.;

  • Approved indoor and/or outdoor irrigation audit program(s), whether performed internally or by contract services for all customer categories;

  • Approved activities associated with the Colorado Water Loss Initiative, including but not limited to implementation of the AWWA M36 water audit;

  • Individual water budgets and rate structures for commercial and irrigation customers.

  • Perform annual HB10-1051 reporting that is required by the Colorado Water Conservation Board (CWCB).

  • Performs customer water use alerting utilizing the District’s advanced metering infrastructure (AMI), assists with monthly read audits, and promotes use of the customer water management portal.

  • Assists with tracking and analysis of information, benchmarking, demand trends, monthly, annual and ad-hoc reporting related to water use efficiency, conservation and/or demand management programs and activities, as well as water loss and non-revenue water, gallons per capita per day, return on investment of programs, and large users.  

  • Educates customers and others about PWSD’s Interpretive Garden.

  • Implement landscape and irrigation rules and regulations.

  • Attends technical and safety training meetings, courses and seminars as required.  

  • Serves as a liaison to the following groups: land use agencies (Town of Parker, City of Lone Tree, City of Castle Pines, Douglas County), District management, District Board of Directors, and Resource Central.

  • Assists with public outreach and education, including but not limited to: 

    • Internal and external educational activities.

    • District activities including presentations, tours, and special activities.

    • Works with stakeholders to identify water use efficiency opportunities.

    • Responds to inquiries from contractors, developers, engineers, customers and the general public.

  • Participates in approved Front-Range water provider groups and activities or other industry related organizations.

  • Seeks alternative program funding options, including grant opportunities, and collaborative opportunities with regional providers and industry professionals.

  • Assists with determination of Lawn Irrigation Return Flows by account.

  • Develops a Demonstration Garden to showcase native plants and ColoradoScape practices.

  • Performs other duties as assigned.

Knowledge, Skills and Abilities  

  • Knowledge of and ability to interpret federal, state, and District regulations, policies, procedures and guidelines related to water efficiency, conservation and demand management, and applicable environmental and regulatory issues.

  • General knowledge of water use efficiency and conservation industry, principles, guidelines, best management practices, certifications, methods, concepts and trends.

  • General knowledge of demand management principles and practices.

  • Implementation of customer service principles, and practices. Ability to establish and maintain effective working relationships with those contacted in the course of work. 

  • Recommended computer knowledge including, but not limited to Microsoft Word, Excel, Outlook, and ArcGIS with the ability to learn other related software solutions. 

  • Ability to manage multiple programs and priorities and make decisions using independent and sound judgement within established District guidelines and policies.

  • Knowledge of safety procedures, use of personal protective equipment, application of safety principles on all job tasks. 

  • Ability to effectively communicate verbally and in writing. 

  • Ability to follow verbal directions, written policies and procedures accurately and completely. 

  • Ability to read and interpret documents such as safety rules and information, operating and maintenance instructions.   

  • General knowledge of:

    • ColoradoScape principals and native plant types, including water efficient plant materials, water efficient landscape design, installation and maintenance.

    • Water efficient irrigation equipment and design, installation and maintenance methods.

    • Interior and exterior water use audit techniques, practices and water saving/efficiency fixtures.

  • General knowledge of utility operations such as:

  • Water/Wastewater activities

  • Ability to review and interpret construction drawings, plans, and manufacturer’s manuals, plumbing, operating characteristics of plumbing, water system, and related appurtenances.

  • Basic hydrology and Colorado water law

  • General knowledge, skills and abilities in public outreach methods and ability to interact effectively with the public, District management, and co-workers. 

  • Knowledge of Customer Water Management Portal software.

  • Solid ability to research, measure, track, analyze, interpret complex data/information, verify, evaluate, trend, and present technical information, in written and verbal form.  This includes identifying water savings opportunities, program effectiveness, return on investment, and calculating gallons per capita per day, water loss percentage, and other related metrics. 

Qualifications / Experience

  • Bachelor’s degree in environmental/resource/landscape architecture, civil and/or environmental engineering, community development, public administration or related field required.

  • 3+ years of experience; or an equivalent combination of education, training and experience.

  • One or more water efficiency or sustainability certifications, such as QWEL certification, LEED Accredited, Green Associate Best Management Practice, Qualified Water Efficient Landscaper, Watershed Wise Landscape Professional, Sustainable Landscape Management, or ability to obtain certification within the first 12 months.

  • Field and in-office experience related to landscaping, irrigation, water efficiency, water conservation and demand management related activities. 

  • Experience in public outreach, teaching and/or public speaking.

  • Experience teaching/educating landscaping and irrigation audit programs, such as QWEL, GreenCO, and CLIA.

  • Must have a Motor Vehicle Record within the Acceptable or no less than Borderline rating according to the Vehicle Policy.

Working Conditions / Physical Activities

  • Work flexible hours to accommodate events, including early morning, late evenings and some weekends. 

  • Monday through Friday, 40-hour work week.  May be subject to mandatory overtime or weekend work.

  • Standard office work environment, as well as may perform physical labor, walk several hours per day and stand for extended periods of time in diverse weather conditions. 

  • May be exposed to risks typically associated with working around water, wastewater, chemicals, electricity and other man-made and natural hazards, construction sites, around open trenches and in traffic areas. The Hepatitis B vaccine is strongly recommended and is offered at no cost by the District.

  • Lifting and handling objects up to 50 pounds occasionally and/or up to 20 pounds frequently.

  • Full range body movements including stooping, twisting, kneeling, bending, leaning, reaching, climbing (heights), stretching and working in awkward positions.
