Description

The Jacksonville Aviation Authority welcomes applications for the position of Procurement Specialist through midnight on Thursday, March 6, 2025.

This is entry-level/intermediate level professional work responsible for the procurement of goods and services from JAA departments by processing requisitions and ensuring fair, equitable, ethical, open, and transparent competition.  Work requires knowledge of JAA’s procurement code and applicable federal, state, and local government procurement regulations, techniques, and procedures. Contacts with others require courtesy, tact and skill in understanding and influencing people, advising on applicable procedures, and asking for and providing clarification. Most of the work is standardized to the extent that the tasks are covered by substantially diversified procedures and specialized standards. However, because of changing priorities and the variety of situations that occur, incumbents have the latitude to apply knowledge based on which standards and procedures must be followed and in what sequence. Daily workload requires the use of independent judgment in the search of solutions and appropriate application of the regulations. Work is performed primarily in an office environment but may require work in the field and/or responses outside normal business hours. Operates computers, other standard office equipment and a vehicle as necessary. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, and well-defined policies and the employee plans and organizes the work, determines their own priorities, and the work is reviewed in terms of quality, volume, timeliness and adherence to standards and policies.  

Qualifications

Essential Functions

  • Ensure the proper administration of the Procurement Code, local, state, and federal governmental regulations, and other applicable rules.
  • Ensure best practices and good public policy standards are met.
  • Evaluate the allocation of resources to promote the purchase of the highest quality of goods and services at the most economical prices.
  • Handle Request for Quotations (FRQs) from all JAA departments for products/services not currently under contract.
  • Analyze and process requisitions for all departments and/or orders for quantities, specifications, and delivery requirements.
  • Advise and educate department’s clients regarding the best method and source for requisitions.
  • Prepare purchase orders and documents: (i) incorporation and reference to solicitation documents, awards, and applicable laws and (ii) interpretation of terms and conditions.
  • Recommend improvements to procurement procedures and policies.
  • Research new and existing product lines to improve quality and cost.
  • Promote the use of local small and minority businesses.
  • Educate and train internal and external clients on requisition and receiving processes
  • Ensure compliance with public records laws through involvement in issues of document custody, maintenance, production, and retention for requisitions.
  • Ensure compliance with Florida’s sunshine laws through the proper posting of all advertisements and/or notices associated with bidding opportunities and public meetings.
  • Manage blanket purchase order agreements (BPAs) which include updating pricing on BPA line items, communicating with vendors for alternative products upon discontinuation of items/back-orders, advising storeroom of logistics/supply chain issues that may impact the adequate maintenance of inventory levels.
  • Coordinate with finance and departments to resolve any price variance and product return matters to ensure accurate payments and credits.
  • Maintain effective working relationships with vendors, suppliers, procurement colleagues and industry specific professional associations.
  • Assist in the coordination of special projects and events.
  • Serve as Awards Committee Secretary which involves alerting clients when things need to go to awards, advising clients on the requirements that must be met to successfully present the item, organizing and routing documentation for approvals etc.
  • Perform other related duties as required.

Knowledge, Skills & Abilities

  • Knowledge of federal, state and local procurement, business and contract laws, policies and procedures.
  • Knowledge of Oracle modules and other procurement, inventory, and financial systems.
  • Knowledge of public sector procurement methods and procedures.
  • Knowledge of automated information computer technologies.
  • Knowledge of Florida’s Public Record and Sunshine laws.
  • Proficiency in MS Office suite.
  • Exceptional verbal and written communication skills.
  • Ability to anticipate, mediate and negotiate highly sensitive and emotionally charged issues.
  • Ability to identify and communicate informal or formal solicitations to procurement administrator.
  • Ability to identify and communicate contractual obligations to procurement administrator and contract administrator.

Required Education & Experience

  • Associate degree in Business, Management, Logistics, or a closely related field and
  • 2 years of related work experience OR
  • An equivalent combination of experience, education, and training

Preferred Education & Experience

  • Certification or other credentials in government or public sector procurement
  • Public Sector experience

Licenses & Certifications

  • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge.
  • Florida Class E Driver’s License is required and must be maintained.
  • Must complete and obtain NIGP Certificates and/or Certifications outlined within timeline referenced in first year performance evaluation.

Physical Demands

The physical demands consist of moving from one work location to another, sitting or standing at a workstation for extended periods of time and may involve lifting objects weighing up to 15 pounds. Must be able to perform the physical requirements of the position with or without reasonable accommodation.
