The Jacksonville Aviation Authority (JAA) welcomes applications for an Accounting Manager (Revenue) through midnight on Tuesday, January 7, 2024.

Job Summary

This is professional accounting work at the managerial level tasked with properly accounting for revenues received by JAA in accordance with JAA policies and Generally Accepted Accounting Principles (GAAP). Work requires a seasoned understanding of accounting, business and financial management principles, especially GAAP and the Accounts Receivable cycle. The required knowledge and understanding is gained through a combination of education, training and substantial on-the-job experience. This position supervises subordinates by approving, assigning, monitoring, reviewing and evaluating their work. Contacts require courtesy, professionalism and effective communication with both internal and external customers. The work is governed by clearly defined policies and accounting principles, but the employee must exercise judgment in determining how to accomplish revenue program objectives. Work is performed in an office environment. Operates computer using word processing, spreadsheets, databases, and various accounting software, including the maintenance and management of the Propworks Revenue System. The work is performed under administrative direction where it is subject to the department’s operating plans, objectives, functional policies and precedents, but the employee is given freedom to determine how and when the results are achieved. Work is reviewed in terms of feasibility, compatibility with other work projects and effectiveness in meeting requirements or expected results.

Qualifications

Essential Functions

  • Generates, reviews, and files required quarterly and annual reports with regulatory and other agencies; produces reports and analysis as needed for leadership and financial partners.
  • Assists the Director of Finance with monthly revenue variances and compilation of the annual revenue budget.
  • Develops a strong relationship with Operations and become a strategic partner to develop, promote, and support new and existing organizational goals and objectives.
  • Works with Business Development to ensure all leases and other revenue are accurately entered into Propworks and billed timely.
  • Manages the Accounts Receivable function, including the Billing, Receivable, and Collection functions.
  • Manages access, functionality and enhancements in the Propworks Revenue system.
  • Reconciles revenue between the Revenue system (Propworks) and General Ledger (Oracle).
  • Oversee the set-up of new customers in the Revenue system.
  • Manages the work of Staff Accountants, continually providing constructive feedback to encourage development and improvement.
  • Reviews and approves accounting transactions prepared by Senior and Staff Accountants.
  • Reviews and approves journal entries and month-end closing reconciliations.
  • Manages and resolves inquiries from external and internal customers.
  • Coordinates customer contacts for payments and resolves discrepancies.
  • Provides guidance and on-going training to subordinates on advanced accounting principles.
  • Test software upgrades and authorizes release to production.
  • Performs bank statement reconciliations of most material JAA accounts.
  • Performs other duties as required.

  • Knowledge of accounting and auditing principles, practices, procedures, methods and theory.
  • Knowledge of MS Office applications, accounting software and Oracle accounting software
  • Knowledge of automated accounting systems and their applications.

Required Education & Experience

  • Bachelor’s degree in Accounting or Finance and
  • Six (6) years of accounting experience, including at least two (2) years in a managerial role.

Preferred Education & Experience

  • CPA eligible or planning to pursue CPA certification
  • Oracle and/or Propworks experience

Licenses & Certifications

  • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge
  • Class E Driver’s License may be required and must be maintained

Physical Demands

The physical demands consist of moving from one work location to another, sitting or standing at a workstation for extended periods of time and may involve lifting objects weighing up to 15 pounds.
