Description

The Jacksonville Aviation Authority (JAA) welcomes internal and external applications for the role of Senior Manager of Landside Facilities through Midnight January 7, 2025. The salary range for this position is $91,721 - $146,755.

This position is responsible for the leadership and management duties of all Landside facilities maintenance activities. Oversee through direct reports those responsible for: custodial services; technical trades servicing building, plumbing, electrical, and HVAC maintenance activities; and the operation and maintenance of the Hold Baggage System (HBS). Work also includes planning, budgeting, work/manpower assignment and oversight of construction maintenance repair projects. Provides guidance of Enterprise Asset Management of computerized work order and reporting system, serving in special work groups requiring multi-disciplinary participation and the oversight of capital projects within the organization. The position also assists with and coordinates capital improvement projects with other departments as required. Collaboration with others and the ability to create a professional working environment is a key component of this position. The work is performed following clearly defined management and administrative principles and polices and involves a large variety of situations requiring the frequent use of judgement in search of solutions. The work is performed in office, building and field environments. Operates computers and other standard office equipment. Tasked with developing the appropriate tactics to ensure all systems necessary to support operational objectives are in place.  The work is reviewed in terms of feasibility, compatibility and effectiveness in meeting stated objectives and desired results. Makes appropriate independent decisions as requested and may represent the Vice President of Engineering and Facilities  in his/her absence. Position is on call 24-hours a day, 7-days per week.

 

Qualifications

Essential Functions

  • Manages through subordinates those employees performing a wide variety of maintenance tasks, including but not limited to, alterations, repair, installation, inspections, and preventive maintenance of property and equipment used in the continuing operations of JAX.
  • Responsible for reviewing and approving departmental disciplinary actions.
  • Work with facilities personnel in the development of preventive maintenance and safety programs.
  • Prepares specifications for new equipment, building alterations and all project planning for new assigned projects. With the oversite of JAA Engineering reviews drawings and specifications for all airport construction projects.
  • Responsible for coordinating the training program for all Attendant, Building Maintenance, and HBS shops; evaluates and establishes training requirements needed for the development of facilities personnel.
  • Responsible for the preparation and administration of the Attendant, Building Maintenance, and HBS operating budgets.

Knowledge, Skills & Abilities

  • Must be knowledgeable and proficient in standard maintenance procedures and methods.
  • Must have a good knowledge of electrical, mechanical and facilities maintenance.
  • Must be proficient in planning and organizing all aspects of maintenance.
  • Must be able to establish and maintain effective working relationships with tenants, federal and state agencies, fellow employees, subordinates and supervisors.
  • Proficiency in the use of a personal computer is necessary, including skills in Microsoft Word, Excel, PowerPoint, and Windows.
  • Knowledge in managing resources and analyzing airport trends.
  • Ability to manage and ensure successful coordination of numerous projects with deadlines.
  • Excellent written and verbal communication skills.

  • Oracle and eAM computer systems knowledge is a plus.

Required Education & Experience

  • Bachelor’s degree with preferred major in business, aviation, industrial maintenance, or facility management with ten (10) years of professional experience in a leadership position at a commercial service airport, military, or while employed in a campus like organization.
  • Project Management Professional (PMP) qualification is required, however if not qualified, incumbent must acquire PMP qualification within eighteen (18) months of hire date. PMP qualification will be paid for by the JAA.

Licenses & Certifications

  • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge.
  • Florida Class E Driver’s License required and must be maintained
  • American Association of Airport Executive Certified Member (CM),Accredited Airport Executive (AAE), or International Airport Professional (IAP) is strongly preferred

Physical Demands

The physical demands consist of moving from one work location to another, sitting or standing at a work station for extended periods of time and may involve lifting objects weighing up to 50 pounds. Position requires operating a motor vehicle on public roads, airfield ramps areas, garages and other Landside/landside portions of the airport. Must be able to perform the physical requirements of the position with or without reasonable accommodation.
