Job Summary

This is professional work spearheading small, mid-sized and large capital improvement projects, as well as maintenance and repair projects which range from moderate to highly complex in nature. Ensures the success of the Jacksonville Aviation Authority (JAA)’s Capital Improvement Program by managing Capital Projects that typically range from $500,000 to $5,000,000. The work requires knowledge, understanding and experience in various construction types, building material test procedures, and managing project budgets which is usually gained through a combination of training and substantial job experience. Oversees and supervises the work of multiple consultants and contractors. Contacts with others require a positive customer focus with the ability to supervise contractors, coordinate the administrative functions for projects, and serve as a conduit for important, time-sensitive information regarding the impact of proposed construction on project stake holders. The work is performed following clearly defined construction management principles and policies and involves various situations that require the use of judgement in the search for effective solutions to achieve project objectives. The work is performed primarily in an office environment but is occasionally performed in a field setting involving some exposure to unfavorable climatic conditions and other hazards which are predictable and controllable. The work is performed under administrative leadership subject to operating plans, strategic objectives and functional policies and is reviewed in terms of feasibility, compatibility and effectiveness in achieving expected results.

Qualifications

Essential Functions

  • Manages the entire project coordination process from concept initiation through construction closeout.
  • Ensures compliance with federal, state, and local laws, regulations, and policies for assigned projects.
  • Coordinates, supervises, and reviews the work of consultants to ensure compliance with the approved scope of work and fee for preliminary and final design, bidding, and construction phase services.
  • Responsible for the management, inspection, measurement and testing of new construction materials, machinery, and equipment at JAA facilities to ensure compliance with applicable drawings and specifications.
  • Coordinates design and construction with various regional, state or federal jurisdictions, including the FAA, special interest groups, other stake holders and the public.
  • Serves as a conduit for important, time-sensitive information regarding the impact of proposed construction on affected parties and project stake holders.
  • Performs construction inspections and/or supervises the activities of construction inspectors, as necessary.
  • Reviews engineering reports and specifications.
  • Reviews and makes recommendations on all contracts, change orders and payments to consultants and contractors.

  • Ensures the maintenance of detailed records for project activities, findings, progress, and results.
  • Keeps Senior Manager of Engineering and Construction informed as to the overall progress of projects.
  • Provides historical data for engineering projects.
  • Evaluates the impact of proposed construction activities on airport operations, safety, and security.
  • Examines shop drawings to ensure compliance with contracts prior to final approval by design engineers.
  • Reviews certified payrolls provided by contractors/subcontractors to ensure personnel are paid in accordance with contract requirements.
  • Determines quality assurance testing requirements, locations, and schedules.
  • Conducts daily visual field inspections and records the quality of work performed and the materials provided by contractors to ensure an accurate record of compliance.
  • Reviews as-built drawings to ensure that they accurately depict the completed project.
  • Coordinates scheduled work with all airport tenants, Airport Operations and Maintenance Departments, as necessary.
  • Provides direct coordination with Operations and Maintenance Departments to document requirements for facility closures and utility outages.
  • Conducts construction coordination and progress meetings and keeps records on construction activities.
  • Performs other duties as required.

Knowledge, Skills & Abilities

  • Knowledge of and experience in various construction types including concrete and asphalt paving, aviation field lighting systems, building electrical systems, water and sewer systems, drainage facilities and public, and industrial type buildings.
  • Knowledge of test procedures for soils, concrete, asphalt, steel structures, electrical and plumbing systems.
  • Working knowledge of FAA state/local laws and codes/regulations regarding design and construction.
  • Experience in preparing, administering, and monitoring project budgets and schedules, and forecasting budgetary and scheduling requirements.

Required Education & Experience

  • Bachelor’s degree in Construction Management, Civil Engineering, or related field and
  • 15 years of project and/or construction management experience or
  • An equivalent combination of experience, education, and training.

Preferred Education & Experience

  • Experience managing public agency projects

Licenses & Certifications

  • National Institute of Certified Engineering Technicians (NICET) certification preferred.
  • Occupational Safety and Health Administration (OSHA) certification preferred.
  • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge.
  • Florida Class E Driver’s License may be required and must be maintained.

Physical Demands

The physical demands consist of moving from one work location to another, sitting or standing at a workstation for extended periods of time and may involve lifting objects weighing up to 15 pounds.
