Job Summary

This is work performing semi-skilled, skilled, and facilitating work involving maintenance and repair of infrastructure and all mechanical systems throughout JAA buildings. Provides assistance when required at JAXEX, Herlong, and Cecil Airport. The work requires extensive knowledge and experience relating to the supervision and leadership of full-spectrum motor pool maintenance and contract management activities. Plans, assigns, facilitates, and evaluates the work of assigned staff. Required skills: understanding human behavior, which is critical to job success, and involves significant interaction with people at all levels within or outside the department. The work is covered by clearly defined policies and principles where the incumbent is required to exercise judgment in accomplishing objectives. Operates computers and other standard office equipment. The work is reviewed in terms of feasibility, compatibility and effectiveness in meeting strategic objectives and expected results. Makes appropriate independent decisions as requested.

Essential Functions

  • Under direction of the Fleet Manager, oversees personnel, infrastructure, equipment, systems, and resources spanning the Fleet for over 170 assets to include Heavy Equipment for Jacksonville International Airport (JIA) and all General Aviation (GA) airports.
  • Enforces Jacksonville Aviation Authority’s Fleet Policies and Procedures.
  • Assist in the management of preventative and corrective maintenance/repairs; makes professional recommendations in the replacement and maintenance of utility systems in the following motor pool trades: Heavy equipment machinery, motor pool assets to include police cars, trucks, mowers and small landscape equipment, fuel, and generator sites, ARFF maintenance, and petroleum products.
  • Provides information and status updates to Fleet Manager on the section’s ability to accomplish work assignments as scheduled, availability of manpower, equipment, and materials.
  • Attends intra- and interdepartmental meetings as required.
  • Oversees employee time in accordance with collective bargaining agreement and JAA policy via Human Resource Information System-Paycom

 

Knowledge, Skills & Abilities

 

  • Ability to utilize Microsoft Word, Excel, Outlook, and PowerPoint.
  • Working knowledge of motor pool operations/repairs and heavy equipment repairs and the ordering and disposal of petroleum products.
  • Knowledge of using Computerized Maintenance Management Systems (CMMS) work order system or Enterprise Asset Management (EAM) System.
  • Ability to use logic and take a systematic approach to solving technical problems.
 

Qualifications

Required Education & Experience

 
  • High school diploma, GED, or equivalent certificate.
  • Five years’ experience as an automotive mechanic in a commercial, industrial or highway garage including two years in a supervisory capacity.
  • Computer skills as required by department.

Preferred Education & Experience

  • Technical school graduation or equivalent apprenticeship in automotive mechanics. 
  • Automotive Service Excellence (ASE) certification in Engine Repair (A1), Automatic Transmission/Axle, Automotive Service Technology (A2, A4), Brakes (A5), Electrical Systems (A6), Heating and AC (A7)
  • Class B Driver’s License obtained within 1 year of hire.
  • Required Licenses & Certifications
  • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge.
  • Obtain and maintain Class B CDL within six (6) months of hire.

Physical Demands

The physical demands consist of moving from one work location to another, sitting or standing at a workstation for extended periods of time and may involve lifting objects weighing up to 50 pounds. Position requires operating a motor vehicle on public roads, airfield and associated ramp areas, garages, and other airside/landside portions of the airport. Must be able to perform the physical requirements of the position with or without reasonable accommodations.
