The Jacksonville Aviation Authority (JAA) welcomes applications for the position of VP of Regulatory Compliance through midnight on Tuesday, July 2, 2024.

Job Summary

This is advanced professional work in overseeing the organization's regulatory compliance function. This position oversees, coordinates, and provides guidance on general and complex aviation specific issues of federal, state, and local rules, regulations, requirements, and minimum standards regarding airport development, construction, administration, operations, infrastructure, environmental matters, and public policy impacting Jacksonville Aviation Authority (the Authority or JAA) and its airport system, staff, tenants, concessionaire, vendors, and traveling public. Work requires knowledge and experience with aviation law and the regulatory framework and agencies associated with the same, including but not limited to the United States Department of Transportation (USDOT), Federal Aviation Administration (FAA), Transportation Security Administration (TSA), Florida Department of Transportation (FDOT), and various departments within the City of Jacksonville (COJ). Contacts with others require the possession of excellent communication and interpersonal skills with the ability to influence people, supervise and/or coordinate staff, collaborate internally and externally, and ensure compliance with laws and regulations to which JAA is subject. The work is performed following clearly defined management principles and policies and involves various situations that require the use of judgment in the search for effective solutions to achieve enterprise-wide objectives. The work is performed in an office environment where the employee operates a computer along with other standard office equipment. The work is performed under executive leadership subject to operating plans, strategic objectives and functional policies and is reviewed in terms of feasibility, compatibility, and effectiveness in achieving expected results.

Essential Functions

  • Reports to Chief Operating Officer but works closely with Chief Compliance Officer or equivalent to coordinate, communicate, and resolve matters of regulatory compliance.
  • Oversees, coordinates, and provides guidance on general and complex aviation specific issues of federal, state, and local rules, regulations, requirements, and minimum standards.
  • Manage, coordinate, and effectively communicate all internal and external matters within the regulatory framework and rulemaking requirements of USDOT, FAA (generally, and particularly as it relates to Order 5190 of FAA’s Airport Compliance Program), TSA, FDOT, COJ, and the like.
  • Stays abreast of general and aviation specific laws, ordinances, rules, regulations, minimum standards, and similar requirements that govern JAA operations and administration.
  • Formulates sound conclusions and recommendations in an effort to brief, consult with, and advise Senior Management on regulatory matters and related issues.
  • Conducts in-depth research and analysis of regulatory requirements, special provisions and other terms and conditions to ensure the Authority’s compliance with applicable laws, regulations, and company policies.
  • Works with other departments, advising functional groups on a wide range of governmental rules, regulations, requirements, and assurances in an effort to clearly and effectively convey risk assessments to internal stakeholders.
  • Advises management on public records and open meeting requirements, and oversees the review and response to various notices, public records requests and documents retention processes and procedures.
  • Researches new laws, regulations, requirements, and trends regarding potential impacts to the Authority’s goals and objectives.
  • Perform related work as required.

Knowledge, Skills & Abilities

  • Knowledge of the federal, state, and local regulatory framework in which the Authority operates, and of general and aviation specific rules, regulations and/or agencies, e.g., USDOT, FAA, TSA, and FDOT.
  • Knowledge of legal, regulatory, and contractual principles and implications.
  • Knowledge of the FAA Airport Compliance Manual, Code of Federal Regulations, and related guidance’s, guidelines, assurances, and regulatory requirements.
  • Knowledge of Airport Civil Rights Programs, including but not limited to the Disadvantage Business Enterprise / Airport Concessions Disadvantage Business Enterprise (DBE/ACDBE) programs, Title VI of the Civil Rights Act of 1964, Limited English Proficiency (LEP), Environmental Justice (EJ), American with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, and other civil rights policies and regulations affecting airports.
  • Knowledge of general federal, state, and local laws, including but not limited to contract law, airport law, laws affecting local governments, Florida’s Sunshine laws, procurement law, employment law, and public construction law.
  • Knowledge of and ability to effectively use current legal research tools.
  • Knowledge of modern office procedures, methods, and computer equipment.
  • Ability to generally understand the Authority’s business case and the financial / analytical issues and profit and loss implications.
  • Ability to communicate persuasively, verbally and in writing.
  • Exceptional command of English grammar, spelling, and punctuation.
  • Ability to handle difficult situations with tact and diplomacy.
  • Ability to analyze complex problems and identify legal issues of concern.
  • Ability to analyze and interpret statutes, laws, rules, regulations, and guidance documents.
  • Ability to analyze and logically solve problems with extreme attention to detail.
  • Skill in negotiation and interpersonal communication.
  • Ability to have crucial conversations and the interpersonal skills to recognize when such conversations are needed.
  • Proficiency in Microsoft Office.

Qualifications

Required Education & Experience

  • Juris Doctorate (JD) degree and
  • 5 years of progressively responsible experience in a regulatory compliance environment or a closely related field.

Preferred Education & Experience

  • Prior experience in aviation.

Licenses & Certifications

 

  • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge. 
  • Florida Class E Driver’s License may be required and must be maintained.

Work Environment

 

The physical demands consist of moving from one work location to another, sitting or standing at a workstation for extended periods of time and may involve lifting objects weighing up to 15 pounds. Must be able to perform the physical requirements of the position with or without reasonable accommodation.
