Description

 

Under the general guidance of the Parks & Open Space Assistant Division Manager, the Parks Supervisor is responsible for identifying, planning, prioritizing, scheduling, coordinating, assigning, and evaluating park maintenance projects, activities, and personnel.  

 

Duties encompass all aspects of park maintenance, including playgrounds, turf, irrigation systems, medians, landscape beds, and facility grounds. This position also involves supervising and directing the daily activities of a park maintenance crew, including full-time, part-time, and seasonal staff.  

 

All staff are expected to adhere to the Town’s mission, vision, and values of PRIDE. 

  

ANTICIPATED WORK SCHEDULE:  

Full-time (Monday - Friday shifts) 40 hour per week with some nights and weekends as needed.  Schedule may vary depending on specific needs. 

 

Work Location: Leon A. Wurl Service Center (150 Bonnell Ave in Erie, CO) 

  • This position is 100% in-person and not eligible for remote work

DUTIES AND RESPONSIBILITIES:  

Operational Duties 

  • Develop and implement comprehensive maintenance plans to ensure the proper care and upkeep of parks and facility grounds, maintaining a safe, clean, and visually appealing environment 
  • Monitor, report, and resolve turf issues, including turf stress, disease, irrigation problems, and pest management, to sustain optimal conditions  
  • Perform cultural practices to maintain healthy turf, including mowing, trimming, fertilizing, aerating, seeding, topdressing, and weed control. 
  • Execute comprehensive maintenance tasks for irrigation systems, including preventive maintenance, controller programming, thorough coverage checks, head replacements, break repairs, system startups, and blowouts. May have primary responsibility for all Town irrigation systems   
  • Conduct inspections of park amenities, playgrounds, splash pads, and athletic fields and courts to ensure safety and compliance with park standards  
  • Apply herbicides and pesticides in accordance with prescribed guidelines, maintaining usage records 
  • Install and maintain concrete work, signage, fences, courts, benches, grills, tables, and other park amenities 
  • Perform snow removal, remove vandalism and graffiti, and collect trash using hand tools, small equipment, or heavy machinery as assigned, ensuring public spaces remain clean, safe, and well-maintained 
  • May review landscape and irrigation plans, providing recommendations prior to construction; participate in pre-bid, pre-construction, and project progress meetings; develop punch lists and perform detailed inspections to ensure landscapes and irrigation systems meet established standards and specifications 
  • May assist in arboricultural, horticultural, and open space operations 
  • May prepare and set up athletic fields and courts for events by performing tasks such as dragging and leveling infields, measuring and marking field lines, maintaining field edges and lips, installing bases, filling holes, preparing mounds, removing water, properly positioning goals, and inspecting and repairing field equipment, including nets, goals, backstops, fencing, benches, dugouts, and bleachers, to ensure all are safe and in good working order 
  • May support weekend operations for athletic tournaments, town-sponsored events, and shelter rentals by managing staffing, cleaning, setup, and teardown activities 
  • Operate pickup trucks, trailers, tractors, riding and walk-behind mowers, edgers, string trimmers, backpack blowers, and various hand tools and power maintenance equipment 
  • Maintain a safe working environment by performing safety checks of equipment and conducting minor maintenance on vehicles and equipment, following all safety protocols for working in traffic and congested areas, working in ditches and confined spaces, and other work environments 

  

Administrative Duties 

  • Assist with preparation of the annual budget for the division and monitors assigned budgets throughout the year 
  • Process purchase orders and invoices 
  • Perform data entry of information, maintenance logs, work orders and other data 
  • Maintain daily, weekly, monthly and annual records of personnel, equipment, and materials 
  • Respond to customer inquiries and complaints in a timely manner 
  • Prepare necessary records and reports 

  

Supervision Duties 

  • Recruit, interview, hire, perform orientations, schedule and supervise full-time and part-time/seasonal staff and volunteers 
  • Train and mentor staff and volunteers to include creation of training materials, conducting staff meetings, and providing professional development 
  • Manage staff performance by maintaining staff-related documentation, completing timely and thorough performance evaluations, coaching and initiating disciplinary action as needed 
  • Create and promote positive working relationships and an inclusive environment amongst staff, volunteers and participants. Facilitate conflict resolution strategies as needed 
  • Ensure all required staff and volunteer certifications and trainings are completed 
  • Submit bi-weekly payroll by established deadlines, verify accurate timesheet entries and make adjustments as needed 
  • Track and maintain staff and volunteer hours for budgetary purposes and ensure ACA and labor law compliance 
  • Work closely with and oversees the work of contractors and vendors, inspect and approves work

  • Interpret, communicate and enforce all Department, Town, County, State and Federal policies and procedures within areas of program responsibility

  • Develop and accomplish goals and objectives to support the Department and Town mission

  • Respond to emergency situations, administer first aid, CPR and other medical attention as needed 
  • Communicate the organization’s Mission, Vision, and Values to staff, volunteers and key stakeholders 
  • Serve on Department or Town committees 
  • Perform related work as required and assigned 

Qualifications

 

MINIMUM QUALIFICATIONS 

  • An Associate's Degree from an accredited college or university, specializing in parks maintenance, groundskeeping, forestry, horticulture, turf management, or a closely related field 
  • Minimum of five (5) years increasingly responsible experience in parks and open space maintenance operations with  
  • Minimum of three (3) years in a supervisory or lead role  
  •  Bachelor’s degree preferred. 

 

A combination of education and experience may be considered. 

  

CERTIFICATES/LICENSES/REGISTRATIONS 

  • Valid driver’s license and satisfactory driving record 
  • Ability to obtain CPR, AED and First Aid certifications within three (3) months of hire 
  • Ability to obtain Pesticide Applicators License within three (3) months of hire 
  • Depending on assignment, the following may be required: 
    • Certified Sports Field Manager 
    • Pesticide Applicators Qualified Supervisor License 
    • Certified Playground Safety Inspector 
    • Certified Pool Operator  
    • Certified Landscape Technician  
    • Certified Landscape Irrigation Auditor

KNOWLEDGE, SKILLS & ABILITIES REQUIRED: 

Knowledge of: To perform this job successfully, an individual must demonstrate exceptional leadership and communication skills and must possess expert knowledge of the principles, practices, trends and methods of parks maintenance and management in a community setting. Must possess the ability to use hand tools and light to heavy equipment to include but not limited to a backhoe, dump truck, bobcat, snow plow, trailers, loaders, small to large walk behind and riding mowers, sprayers, compressors, and tractors with implements

Environmental Factors: 

The position is designated as a field supervisory role, with the majority of the workload performed outdoors in all weather conditions, including extreme conditions. While the position primarily involves fieldwork, some tasks will require indoor work in a standard office environment as needed. On average, office responsibilities will account for less than 40% of the workweek. While performing the duties of this job, there will be frequent exposure to vibrations and electricity when using equipment such as hand tools, chain saws, hedge trimmers, drills, impact drivers, painting equipment, mowers, tractors, trucks, skid steers, and backhoes. Frequent use of color discrimination, peripheral vision, near and far visual acuity is necessary. The ability to hear for backup alarms and warning alarms will be a crucial aspect to complete tasks, hearing protection will be provided. The employee will constantly be required to walk/travel on uneven surfaces and will need to enter confined spaces in rare circumstances for up to 30 minutes. There will be frequent exposure to chemicals, fumes, and gas due to herbicide use, equipment maintenance, and dust. Work will frequently be performed in public rights of way and road medians. 

  

Physical Factors: 

While performing to duties of this job, the employee will be required to walk for up to eight hours a day. While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee will spend up to eight hours per day on repetitive motion activities such as mowing and operating power tools and loading equipment into vehicles. Bending down to floor level, twisting at the waist, and kneeling to the ground for up to 30 minutes will be frequent. Climbing a supported ladder up to 24 feet off the ground will be necessary for some tasks. Time spent grasping objects that may weigh up to 100 pounds, including power tools, vehicle steering wheels, and hand tools will be frequent, often as much as 5-8 hours per day. The employee will frequently be required to lift, reach for objects weighing between 5-30 pounds, and infrequently items weighing up to 100 pounds. Most reaching will occur within an arm’s length, and will be at shoulder height, waist height or at ground level. Pushing and pulling objects weighing between 5 and 100 lbs. is required often.
