In this dynamic role, you’ll work with our Transportation and Mobility Manager to lead our field teams, overseeing projects that keep our roads safe, accessible, and efficient for everyone. With a hands-on approach, you’ll plan, schedule, and guide work on streets and traffic system maintenance, supporting operational improvements and ensuring our community’s transportation network runs smoothly.

As a key leader, you’ll have the autonomy to assign daily tasks, troubleshoot issues, and jump in to help your crews on the ground when needed. You’ll work closely with skilled and semi-skilled team members, providing the technical know-how they need to succeed. From coordinating schedules to handling budget requirements, you’ll be at the heart of our streets and traffic operations.

Anticipated Work Schedule: 

  • Full-time (Monday-Friday) 40 hours per week with some nights and weekends as needed.  
  • Typical Work Hours: 7:00AM – 3:30PM
  • Employee must be able to work on-call schedule as assigned and outside of normal working hours.

DUTIES AND RESPONSIBILITIES:

Essential Duties

  • Performs and/or directs advanced reviews of development including roadways, reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and Town of Erie requirements.
  • Performs specialized duties independently; performs a variety of basic to skilled labor and technical assignments; accounts for tools, equipment and supplies used by crew.
  • Maintain department records of personnel, equipment, and materials used in daily/weekly, monthly and annual work performance.
  • Oversees all Streets and Traffic field programs pertaining to transportation asset management such as street maintenance, asphalt and concrete, sign maintenance, pavement markings, signal and traffic system maintenance.
  • Oversees and coordinates all snow removal operations in coordination with the Utilities Operation and Maintenance Manager and the Transportation and Mobility Manager.
  • Oversees preparation of annual budget for Streets and Traffic field programs, and monitors budget expenses throughout the course of the year.
  • Collaborates with supervisors, vendors, and colleagues to maintain adequate inventory of equipment, tools, and materials for maintenance and operational needs.
  • Participates in presentations to public groups, leadership team, and other public and private agencies.
  • Reads and interprets construction drawings, as-builts, work orders, and job specifications.
  • Coordinates with Transportation Planning and Engineering staff on the street maintenance program and other projects to ensure proper planning and timing of projects.
  • Coordinates with Transportation Engineering and Capital Engineering staff regarding the CDOT off-systems bridge inspection program and plan projects to address maintenance items identified in the report.
  • Conducts minor transportation structures evaluations within the Town to ensure proper maintenance.
  • Coordinates with other Transportation staff on collecting traffic count, pedestrian count, and speed data. 
  • Reviews and recommends changes and/or updates to the Town of Erie Codes, Plans, Standards and Specifications.
  • Must be available after-hours for emergency road repairs, snow removal and any other emergencies that may arise.

 

Supervisory

  • Sets performance metrics for the field team supervisor and field team deliverables.
  • Supervises and assists staff with a variety of maintenance, operational activities and projects; assigns workload to staff members and trains employees when required.
  • Supervises the work of employees in a variety of maintenance and operational activities and projects relative to the Town’s Streets and Traffic systems.
  • Assists team in resolving individual and work problems; approves leave requests while ensuring appropriate staff coverage; recommends personnel actions.
  • Responsible for completing individual performance evaluations; determines commendations, salary increases, staff goals, and maintains staff certification requirements.
  • Coordinates programs and uses software relative to streets, asphalt and concrete conditions, traffic signal maintenance, vehicle tracking systems and fleet activities including maintenance and parts inventory tracking.
  • Reviews and updates standard procedures to meet all State and Federal requirements for maintenance and crew operations.
  • Coordinates recruitment and training of assigned personnel.
  • Completes accident/incident investigation reports.
  • Tracks personnel training requirements set by IT, HR, Risk, and other internal service providers.

 

Administrative and Customer Service

  • Develops and recommends policies, standard operating procedures and specifications pertaining to the Streets and Traffic programs.
  • Oversees daily work by securing all needed equipment, tools, etc. for assigned crew. May be in charge of equipment operation and maintenance and coordination with Fleet.
  • Receives, responds to, and resolves resident complaints and inquiries regarding transportation operations and maintenance services.
  • Prepares budget requests to include expenditures for equipment and supply purchases, prepares requisitions and purchase order information for supplies and materials.
  • Develops and recommends a 5 to 10-year replacement and maintenance plan for program assets.
  • Oversees all transportation maintenance bid documents for program purchases, and reviews annual contracts for vendor services.
  • Coordinates new and replacement fleet requests from request to delivery for all vehicles and equipment.
  • Oversees preparation of annual report for street and traffic related accomplishments.
  • Acts on behalf of the Transportation and Mobility Manager by assignment or delegation in their absence.
  • Assists the Transportation and Mobility Manager in planning, developing and implementing of division wide activities and operations.

Qualifications

MINIMUM QUALIFICATIONS

Education and Experience

  • Associate’s degree in construction management, public or business administration or a related field.
  • Five years of experience in Public Works transportation operations or maintenance, and five years of field supervisory or lead worker experience.

An equivalent combination of education and experience may be considered.

 

Certificates/Licenses/Registrations

  • Must have a valid Colorado Commercial Driver's License Class B with tanker endorsement and a satisfactory driving record. An out of state CDL may be considered upon verification that the license will transfer.
  • Traffic Control Supervisor (TCS) Certificate.
  • Stormwater (PACE) Certificate.
  • ASE Certifications preferred.
  • Road Scholar I or II through Colorado LTAP or ability to obtain upon hire

 

Desired Qualifications/Certifications

  • Educational training such as a four year (bachelor's) or vocational degree.
  • Completion of emerging leadership or management training through employer programs.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Knowledge of: Considerable knowledge of the equipment, material and practices used in specialized areas of streets including asphalt, concrete, signage, traffic signal, construction and repair including use of light and heavy equipment; care and operation of internal combustion engines of hydraulic systems, transmissions and differentials of electrical motors and vehicles. Knowledge in proper snow removal techniques. Considerable knowledge of personal computer especially in Microsoft Office products to include Outlook, word processing and database/spreadsheet programs to prepare written reports. Knowledge of Enterprise Asset Management (EAM) software systems.

 

Skills in: Effective leadership and management skills and the ability to deliver results with other employees, vendors, and the general public. Skilled in establishing working relationships internal and external stakeholders.  Ability to improve field operations and exercise initiative and make sound independent decisions, handle non-routine matters, and assist in routine managerial decisions. Skilled in training and supporting team members. Ability to professionally respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Proficient use in computer software programs related to administrative tasks and field equipment.   Skilled in operating hand and power tools, heavy equipment such as backhoe, street grader, dump trucks, snowplow, electronics, pneumatics and hydraulics and all other equipment used in the Public Works Department. Ability to read and interpret various construction plans.    Ability to handle a variety of personnel matters, maintain confidentiality, and follow established labor laws. Capable in driving a culture of continuous improvement.

 

Environmental Factors:

Work is frequently performed in an inside standard office environment as well as an outside setting. Frequent to constant use of a personal computer. Work may involve competing demands, performing multiple tasks, and working to deadlines. Tasks frequently require outside work with high noise levels and local travel with occasionally walking on uneven surfaces and working with heights. Employee may occasionally be exposed to extreme temperatures, chemicals, gases, fumes, dust, moderate noise levels, vibrations, light to heavy equipment operations and working in traffic.

Physical Factors:

While performing the duties of this job, the employee is constantly grasping, fingering, and handling items as well as talking and hearing. Employee will frequently be sitting, standing, or walking for extended periods of time, use of near visual acuity and frequently moving objects weighing over 10 up to 100 pounds. Occasionally tasks require stooping, kneeling, squatting, climbing, balancing, reaching, use of far visual acuity, depth perception, and peripheral vision. Employee may rarely have some tasks requiring running or moving objects weighing over 100 pounds.
