SierTeK Ltd. is seeking a Program Manager Assistant to support an opportunity at Wright Patterson AFB.

POSITION OVERVIEW SECTION 

The employee shall provide professional program management support and assistance necessary to aid in the mission accomplishment for the Human Effectiveness Directorate, Air and Space Biosciences Division 711 HPW/RHBA, En Route Care Product Area. The Air and Space Biosciences Division is an international center for research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. The division’s branches provide research and consultative capability for aeromedical, chemical, biological, and radiological health hazard needs, as well as research for the biomedical impact of flight. The En Route Care Research Product Area supports Air Force Medical Service research interests by creating high-performance, integrated systems for individualized, operations-enhancing health readiness. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).

Essential Job Functions

  • Provide program management assistant support to the En Route Care lead program manager, in efforts to carry out and manage the Air Force Medical Service and SAF/AQR prescribed medical research strategies for cost, schedule and performance.
  • Assist with providing primary managerial support of project scientist and project statistician and serve as an effective liaison between the Air and Space Biosciences Division executive staff and project staff.
  • Troubleshoot all project information system needs, as well as assist in designing and maintaining En Route Care program management business documentation and financial reports/records.
  • Produce and maintain project documentation, correspondence, records regarding matters such as project/program progress and status documentation, budget, finance, property, and accounting.
  • Provide the organizational support necessary for the production of all electronic products required for the project.
  • Gather, analyze and identify information required by program or project managers, draw conclusions and work independently with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
  • Assist in establishing, promoting, and maintaining a constant and effective working relationship within the division, directorate, 711HPW, MAJCOMS, and stakeholders for coordination, support, and changes to the scope of assigned work.

 

Qualifications

Minimum Position Requirements

  • Possess a minimum of a bachelor’s degree in a scientific, education or business field, and at least eight years’ demonstrated experience in technology related project management including demonstrated experience with all tasks below. Relevant education/training and experience may be considered by the Gov’t as an acceptable substitute for minimum education requirements.
  • Possess demonstrated experience with cost, schedule, and performance with STEM (science, technology, engineering, and math).
  • Possess excellent organizational, management, and communications skills.
  • Possess proficiency with Microsoft software programs, such as Excel, Outlook, PowerPoint, and Word.
  • Have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.

Highly Desired Qualifications

  • Master’s Degree.
  • 12+ years’ demonstrated experience as defined above.
  • Prior experience in medical research related project management or education.
  • Familiarity with CCAR (Comprehensive Cost and Requirement System).
  • Understanding of fundamental fiscal restrictions/regulations and various types of contract vehicles.
