Summary

We are looking for a dynamic professional to join our Capital Improvement Projects Team as a Project Manager. You will lead a variety of impactful projects that support the maintenance and modernization of our water and wastewater systems, essential infrastructure that serves our mountain community. Day to Day:

  • Project Management: Generation, scoping/budgeting, planning, community stakeholder meetings, coordination with internal operations teams, design review, permitting, bidding, construction, contract administration, testing and startup, and close out/warranty. Typical projects include asset management and rehabilitation across our infrastructure, rehabilitations or expansions of Water and Wastewater Treatment facilities, water or sewer pipeline replacements or rehabilitations, master plans and studies, construction of water storage facilities, well construction or redevelopment, and upgrade or retrofit of pumping and pressure regulating stations.
  • Planning and Coordination: Consult with appropriate internal and external stakeholders to develop project needs using input from operations teams, appropriate master planning documents, and other sources.  Determine the project’s schedule, delivery method, and budget.
  • Design: Lead design review meetings, coordinate District and external stakeholder involvement and input, and provide thorough technical plan and specification review to ensure conformance with District and other applicable specifications and standards while ensuring integration with existing facilities and operations. Lead permitting efforts for each project which can range from local to state to federal level.
  • Bidding, Scheduling, and Construction: Administer all aspects of the construction project. This includes managing the bidding, award, contract administration, construction scheduling, requests for information (RFI), field changes, communication with and coordination between engineers and contractors, pay application negotiations and recommendations, field observation and documentation, submittal review, negotiation of change orders, coordination with District operations, coordination with interested property owners, regulatory agencies, special inspectors, and other utilities.
  • Safety and Regulatory Compliance: Monitor the construction contractor’s performance relative to safety, quality, schedule, and contract compliance. Provide detailed plan review during design phase and constructability recommendations to the design engineer and coordinate operations during shutdowns, construction tie-ins, start-up, testing, and commissioning.

Qualifications

  • Any combination of education, experience, and training that would provide the required knowledge and abilities. This could be a bachelor’s degree in civil engineering, environmental engineering, mechanical engineering, construction management or related field and/or a minimum of two years’ related experience which could include multi-disciplinary education and work experience.
  • Must have experience with or be able to learn how to construct wastewater treatment and collection systems, new and rehabilitated pipelines, pump stations, water distribution and storage systems, including booster stations, storage tanks and associated facilities.
  • EIT, CCWP Operator, Electrician, PE, or other related professional licensure is preferred.
  • Must possess a valid driver's license within 30 days of employment and be insurable under District's standards. 
  • Must obtain CPR/First Aid Certification within the first two years of employment.

The Schedule

The work schedule for this position is Monday – Friday. Project Managers work a mixture of office and field work with occasional opportunity to work from home depending on the daily tasks and assignments.

Salary Range

We are looking to hire a Project Manager I or II, whose starting level and pay will be determined by specific certifications, knowledge, skills, and abilities. There will be room for this role to grow in the Project Manager series list below.

  • Project Manager I: $84,406 - $118.144
  • Project Manager II: $93,038 - $130,291
  • Project Manager III: $102,606 - $153,899
  • Senior Project Manager: $118,768 - $178,131
