Position Summary 
 
Mustang Special Utility District (“Mustang”) is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 38,000 connections over 220 sq. miles. Our motto is Second to None! Providing Life’s Most Precious Resource. We’re looking for a key person to join our team as a Utility Construction Crew Leader.

The Utility Construction Crew Leader oversees the daily operations of water utility construction projects, focusing on water pipe installation. This role involves managing a construction crew, coordinating with project managers, ensuring safety and quality standards compliance, and maintaining project timelines. The Crew Leader plays a vital role in facilitating efficient field operations, troubleshooting issues, and ensuring the successful completion of projects. 
 
Essential Functions, Duties, and Responsibilities:

Essential Functions:  
 
•    Supervise Field Operations: Manage daily activities of the construction crew, ensuring efficient and safe execution of tasks. Provide direction, support, and mentorship to crew members. 
•    Schedule Coordination: Develop and maintain construction schedules, coordinate with project managers, and adjust plans as necessary to address any delays or changes. 
•    Resource Allocation: Ensure optimal use of personnel, equipment, and materials to maintain project timelines and quality standards. 
•    Ensure Compliance: Monitor construction activities to ensure adherence to project specifications, safety regulations, and quality standards. Conduct regular inspections to identify and rectify issues. 
•    Documentation Review: Review project documentation, including blueprints and specifications, to ensure accuracy and completeness and ensure all work aligns with approved plans. 
•    Implement Contract Requirements: Ensure contractors and subcontractors meet all contractual obligations, including adherence to project plans and safety codes. Verify compliance with all contractual obligations. 
•    Coordinate Inspections: Work with utility companies and regulatory bodies to coordinate inspections and ensure project compliance. 
•    Enforce Safety Protocols: Implement and enforce safety protocols to prevent accidents and injuries. Conduct safety meetings and training sessions to inform the crew about best practices and regulations. 
•    Risk Assessment: Identify potential safety risks and develop strategies to mitigate hazards on the job site. 
•    Stakeholder Communication: Regularly communicate with project managers, contractors, and stakeholders. Provide updates on project progress, address concerns, and ensure alignment with project goals. 
•    Report Preparation: Prepare detailed progress reports, documenting project status, challenges, and resolutions. Present reports to stakeholders as needed. 
•    Crew Training: Conduct training sessions to enhance crew members’ skills and knowledge. Provide guidance on tool use, safety protocols, and project-specific requirements. 
•    Performance Monitoring: Monitor crew performance, provide feedback, and support productivity and quality improvements. Address performance issues promptly.

•    Managing Projects with Efficiency: First-line managers should be adept at organizing and prioritizing projects, demonstrating their ability to delegate tasks appropriately, manage schedules, secure necessary materials, and maintain accurate records. Emphasize the importance of meticulous planning and execution to ensure project success. 
 
•    Effective Communication and Goal Setting: They must regularly hold team meetings to communicate best practices, set clear objectives, and ensure alignment with the district's goals. In these meetings, managers are to guide their team through the processes of goal setting, task distribution, deadline adherence, and collaborative problem-solving. 
 
•    Providing Support and Oversight: It's critical for first-line managers to offer consistent support and guidance to their team members. They should be prepared to coach, train, and address any concerns or issues that arise, supervising work to ensure quality, timeliness, and compliance with district standards. 
 
•    Evaluating Team Performance: Managers should measure team performance against established metrics related to work quality, schedule adherence, and safety protocols. They are responsible 
for providing monthly reports that offer valuable insights and contribute to the performance review process. 
 
•    Stepping into Leadership Roles: When necessary, first-line managers are expected to assume the responsibilities of an area supervisor or manager, seamlessly stepping into these roles to ensure that management duties continue to be performed effectively in their absence. 
 
•    Prioritizing Workplace Safety: First-line managers play a pivotal role in upholding a safe working environment. They must strictly enforce all relevant safety laws, regulations, and Mustang Special Utility District’s policies, making safety a non-negotiable aspect of the workplace culture.

Position Specifications:  
 
This position is classified as Non-Exempt under the provisions of the Fair Labor Standards Act and is subject to the organization’s policies and procedures pertaining to overtime hours. 
 

Qualifications

Education: 
 
Required: 
 
•    A High School Diploma or equivalent is required for this position. 
•    Class C distribution license  
 
Preferred: 
 
•    1-2 Years in leadership role in construction atmosphere  
 
  
Experience:  
 
Required: 
 
•    Industry Experience: At least 1-3 years of experience in construction supervision, particularly in water utility projects involving water pipe installation. 
•    Project Management: Proven track record of managing field operations, ensuring project compliance with safety and quality standards. 
•    Technical Proficiency: Experience with construction tools, equipment, and project management software. 
Preferred: 
•    Extensive Experience: Over 5-7 years of extensive experience supervising large-scale construction projects, particularly in the water and wastewater sectors. 
•    Leadership Roles: Experience in leadership or foreman roles, demonstrating the ability to manage and motivate construction crews effectively. 
•    Certifications: Professional certifications such as OSHA Safety Certification, First Aid/CPR, or Construction Management Certification are highly preferred. 
 
Knowledge, Skills, and Abilities: 
 
•    Technical Knowledge: Comprehensive understanding of construction methods, materials, and techniques related to water pipe installation. 
•    Project Management: Proficiency in project management principles, including scheduling, resource allocation, and budget management. 
•    Safety Regulations: In-depth knowledge of safety regulations and best practices for construction sites. Ability to enforce safety protocols and conduct risk assessments. 
•    Technical Proficiency: Ability to read and interpret blueprints, specifications, and project documentation. Proficiency with project management software and Microsoft Office Suite. 
•    Communication Skills: Excellent verbal and written communication skills for effective interaction with crew members, project managers, contractors, and stakeholders. 
•    Leadership: Strong leadership and team management skills, with the ability to motivate and guide a construction crew to achieve project goals.

•    Flexible Hours: The employee may need to work outside regular office hours to meet project deadlines or conduct site visits, including early mornings, evenings, or weekends. The employee requires flexibility to handle unforeseen challenges and ensure project success. 
 
Conditions Of Employment: 
•    Must have a valid Class "C" Driver's License before employment (must obtain Texas Class "A" driver's license within 1 year of hire per state law). 
•    Must pass a drug test, criminal history background check, and social security number verification check.
