Location: Margaret H Molloy Administration Building, 602 E 22nd St, Tucson, AZ 85713, position is eligible for a hybrid work schedule following one year of successful performance

Supervises: Comprehensive Services Unit Directors (Education Services, Health and Nutrition Services, Family and Community Partnerships, Program Services), Program Information Manager, and other assigned staff   

 

Job Summary:  Reporting to the Chief Executive Officer (CEO), the Chief Program Officer (CPO) is responsible for leading and managing an array of comprehensive services and programs within the umbrella of the Comprehensive Services Unit. The CPO leads four department directors (education, health and nutrition, program services, and family and community partnerships) and the Program Information Manager in the implementation of Head Start (HS), Early Head Start (EHS), and Early Head Start Child Care Partnership (EHSCCP) service delivery models through 40 sites, 22 collaborative partnerships, and a program staff of 450. On an ongoing basis, the CPO monitors services, outcomes, and impacts in support of “School Readiness” goals and objectives. The CPO will identify and recommend new strategies and/or programs as needs and opportunities emerge. The CPO will inform the CEO, and ultimately the board of directors, of program challenges and accomplishments. 

 

The CPO is a critical member of the executive team - CEO, Chief Financial Officer (CFO), and the Chief Operations Officer (COO) - and partners with the senior leadership team (the directors of human resources, information technology, and organization and employee development) for program planning, organizing, operating, budgeting, and staffing. The CPO acts on behalf of the CEO as necessary.

Minimum Qualifications/Requirements: 

  • Possess a master’s degree from a recognized educational institute in the field of early childhood education, community health services, social services, public administration or agreed equivalent that supports high quality implementation of our program as determined by the agency. 
  • Ten (10) or more years of program management experience (in a position of leadership) with a diverse community population in a human services area such as education, health services, or social services. 
  • Five (5) years or more experience supervising personnel. 
  • Demonstrated proficiency using Office 365 (Outlook, Teams, OneDrive, Word, Excel, PowerPoint) 
  • Submit a current AZ Department of Public Safety Level One Fingerprint Clearance Card prior to start date. 
  • Must be able to read, write, speak, and understand English.

Desired Qualifications: 

  • Minimum five (5) years program management experience in a Head Start program. 
  • Read, write, speak, and understand Spanish.

Job Specific Duties and Responsibilities 

Comprehensive Services Unit Management: 

  • Oversee all aspects of the Comprehensive Services Unit including planning, organizing, staffing, leading, and implementing services to children and families. Establish and maintain program service policies and procedures that comply with the requirements of Head Start services, related programs, and other funding and regulatory agencies.  
  • Facilitate the development and implementation of program models and service delivery systems that are effective, seamless, strength-based services and support for children, families, and staff. Understand and apply current information from evidence-based research, best practices, community assessments, management reports, and community partnerships. Ensure program models and service delivery systems are fully integrated, written, and accessible for use. 
  • Develop Comprehensive Services budget for staff, staff development, and resources to ensure adequate funding for the delivery of program services. Oversee and authorize program service expenditures. Monitor expenses to budget reports and make adjustments as necessary. 
  • Lead the Comprehensive Services leadership team in assessment, evaluation, continuous improvement and compliance efforts to ensure children and families receive high quality comprehensive services. Understand the “big picture” and guide program service management in the formulation of strategies and activities at the direct services level that obtain and sustain high quality, effective, and affordable services. Ensure follow-up and successful resolution of regulatory inspections or assessment findings.    
  • Establish good working relationships and collaborative arrangements with community groups, school districts, health organizations, literacy groups, and other entities (local, state, and/or regional) that provide services to young children and their families. Identify potential community partnerships and support processes to build and sustain successful relationships.  
  • Represent the organization at community activities to enhance the organization's community profile. Support and participate in the Arizona Head Start Association and other groups with goals and objectives that align with the vision and mission of the agency. 
  • Maintain knowledge of best practices and research in the areas of early childhood development and school readiness, health and nutrition, family engagement, and community capacity and share knowledge with Comprehensive Services leadership team, key management, and governance.  
  • Collaborate with organizational development to design, implement, and evaluate training and professional development opportunities that support the needs of employees under the Comprehensive Services umbrella.  

 

Supervision: 

  • Supervise assigned staff by providing direction, input, and feedback using tools and resources provided in the agency’s performance planning, supervision and evaluation system.  
  • Provide a minimum of one supported supervision meeting per month to assigned CSU staff. Use reflective practice supervision and coaching strategies with consistency and equity to create a learning environment that supports development while maintaining accountability for performance.   
  • Support and monitor assigned staff in professional achievement or personal growth through the professional development system including attainment of required education or certifications. 
  • Identify self-growth, development goals, and strategies for achievement with support and input from supervisor.  
  • Commit and participate in consistent and planned meetings with supervisor to further professional growth by seeking feedback, reflecting on and assessing own practice, and taking advantage of opportunities to improve skills and knowledge. 

 

Recordkeeping, Monitoring, and Reporting:  

  • Oversee the management of the Comprehensive Services Information System to gather and manage data related to services provided to children and families. Ensure system supports effective, accurate, and timely entry of data and reporting of information.  
  • Monitor and analyze program information reports and indicators related to child and family goals, outcomes, and impacts. Identify and evaluate potential risks and take appropriate actions to control the risks. Communicate evaluation findings to the CEO and governance committees with recommendations for changes to enhance the program, as appropriate. 
  • Oversee the completion and follow through of the agency’s self-assessment system within the Comprehensive Services unit. Identify areas of concern and implement changes to diminish or address the concerns.   

 

Leadership, Management, and Teamwork: 

  • As a member of the Executive Team, work with the CEO, the CFO, and the COO, and department directors by providing program content expertise in support of the agency’s vision and mission and delivery of quality services for the Head Start Program grant and related programs. 
  • Represent the agency in collaborations with local, state, regional, and federal stakeholders and partners. 
  • Actively participate on the agency’s key management teams and contribute to the decision-making process for strategic planning, budget, system plans, governance, and assessment. 
  • Serves as a member of the Wage comparability Work Group and contributes to planning, assessing, and implementing compensation strategies that attract and retain talent. 
  • Identify emerging trends or issues that influence agency goals and objectives and communicate to key management team in a timely and effective manner. Implement and monitor key management team decisions in the area of Comprehensive Services including but not limited to strategic initiatives, budgets and assessments. 
  • Promote collaboration and teamwork among units using agency values and principles to achieve and sustain a positive work environment and overall high level of job satisfaction.  
  • Under the direction of the CEO, provide monthly support to the board of directors, policy council and continuous planning and improvement committee (CPI). Serve as the lead staff member for the Comprehensive Services Committee including support of goals, objectives, and ensuring that committee recommendations move timely through the governance system. 
  • Work with Chief Executive Officer in providing all required program reporting for governance and oversight by the Board of Directors, the Policy Council, the CPI Committee, and the Comprehensive Services Committee.
