Description

Summary/Objective
The Human Resources Manager is responsible for overseeing and managing the HR team and working with management on hiring, employee retainage, and growth initiatives while adhering to regulatory standards. This individual works closely with executives to align the bank's overall strategy with employment practices to maintain the goal of being a premier employer in our area.

Principal Duties
1. Work with the senior management team to assess needs, solutions, emerging technologies, and trends to assist with developing bank-wide strategic goals.
2. Manage the bank’s HRIS and projects to achieve optimal efficiencies while maintaining strong professional relationships with management and employees. Set goals and guidelines, manage budgets and project schedules, gather and analyze data, and produce progress reports, presenting them to executives and appropriate committees. Explore solutions to contribute to the Bank’s strategic growth and innovation. Collaborate with experts and providers to achieve these goals.
3. Create and maintain HR policies, processes, and procedures to keep the work environment and employment practices aligned with the most recent applicable laws and regulations. Drive HR standardizations, processes, and efficiencies across departments. Be able to step in to assist managers in enforcement and educate employees when needed.
4. Be knowledgeable of employment laws and statutory efforts to protect the rights of Security Bank and its employees. These include but are not limited to:

5. Assist managers with recruiting efforts by identifying sources for quality candidates, creating job listings, screening candidates, checking references, and requesting credit and background reports. Educate managers on hiring policies to remain compliant with the Equal Employment Opportunity Commission (EEOC) and Office of Federal Contract Compliance Programs (OFCCP) regulations.
6. Develop and maintain the Bank’s disciplinary policy. Assist managers with employee issues and discipline. Gather information, advise executive management on processes and points of law, and assist in making decisions to ensure consistency in disciplinary action. Throughout, provide coaching to employees and work with the leadership team to maintain a positive and productive work culture.
7. Serve on the Bank’s Benefits Committee. Work closely with management on the value of benefits provided and emerging trends in industry-standard benefits. Revise the program as needed to ensure regulatory compliance while maintaining employee satisfaction and a positive employee experience. Collaborate and negotiate with benefits providers and TPAs for renewals of plans and exploring new opportunities. Make recommendations to executive management, balancing cost with value, in providing a robust program including retirement and financial benefits, health insurance and related policies, employee assistance program, and well-being benefits, as well as time off benefits and incentives to encourage a healthy work-life balance.
8. Serve as the Bank’s 401(k) Plan Administrator and perform the fiduciary obligations as Trustee. This includes periodic reviews of investment plans and regulatory compliance with financial advisors and TPAs, processing or overseeing contributions, loans, distributions, testing, and tax reporting.
9. Oversee the Bank’s employee review process, including annual reviews and Improvement Plans of Action, to provide employees with an accurate and actionable performance evaluation, develop employees’ skills in line with job tasks, and assist them in reaching their professional goals aligned with departmental and bank goals. Educate managers on the importance of ensuring feedback has value to their employees and bank management.
10. Maintain an annual calendar for communications, benefits, compensation, compliance, and service delivery, with monthly summaries of key initiatives and deadlines.
11. Serves as liaison with the Bank’s HR processor and service providers for third-party HR-related platforms, and electronic file management. Requests enhancements or corrections to systems in place. Oversee testing of systems due to enhancements, or regulation changes.
12. Work with department employees to build a manual for all department processes to assist with cross-training and staffing changes.
13. Serve in the community to support Security Bank’s community initiatives. Assist in creating programs to engage employees in community involvement and fundraising efforts.
14. Participate in ongoing education opportunities to maintain competencies and learn about industry trends and developments.
15. Create a culture of accountability, excellence, and service-centricity within the HR team.
16. Follow all Bank policies and procedures.
17. Complete other duties and responsibilities as assigned.

Essential Functions
1. Exercise discretion and independent judgment in the matters of significance described herein.
2. As this is a support function of front-line customer service positions, attendance within policy guidelines is essential. Exceptions to this, such as medical or other pre-approved absences, should be documented in an individual’s personnel file.
3. A primary function is communicating with bank employees and others. Employees must be able to express themselves and exchange accurate information in person, by phone, and/or email.
4. Employees must be able to input, retrieve, and assess information from computers and other office machinery.
5. Employee will operate a computer and other standard office communication devices and productivity machinery.

Supervisory Responsibility
Responsible for the hiring and performance management of the Human Resources Department. Will have input on the salaries of this department.

Work Environment
This job operates in a bank branch office. It is a professional environment.

Position Type and Expected Hours of Work
This is an exempt, typically full-time position. Hours may fluctuate due to workload and department staffing needs; however, the normal work week is expected to be 40 hours between 7:30 a.m. and 6:00 p.m., Monday through Friday. All officers may be asked to oversee teller functions on Saturdays.

Required Education and Experience
a. Bachelor's degree or equivalent related experience
b. Five years of Human Resources experience
c. Three years of management experience
d. Working knowledge of applicable regulations
