CLASSIFICATION: Full time. Salary. 40 hours per week.

 

WORK SCHEDULE: Monday - Friday from 8:00 AM to 5:00 PM and after hours as needed.

 

COMPENSATION RANGE: $25.00 - $34.00 per hour

 

ANTICIPATED TRAVEL: 15% of the time no additional compensation for travel

 

SUMMARY OF POSITION RESPONSIBILITIES:  As the Psychiatric Rehabilitation Program Director, you will play a pivotal role in leading and overseeing all aspects of our psychiatric rehabilitation program and the ancillary behavioral health home program. Reporting to executive management, you will be responsible for developing, implementing, and evaluating rehabilitation services to support individuals with mental illness in achieving their recovery goals. Your leadership will be instrumental in ensuring the delivery of high-quality, person-centered care while promoting a culture of empowerment, resilience, and recovery within the program.

1. **Program Development and Planning:**
   - Develop and implement comprehensive psychiatric rehabilitation programs in alignment with best practices, evidence-based interventions, and regulatory standards.
   - Collaborate with stakeholders, including clinical staff, community partners, and funding agencies, to identify needs, set goals, and establish program objectives.
   - Conduct ongoing needs assessments and program evaluations to monitor effectiveness, identify areas for improvement, and inform program enhancements.

2. **Clinical Oversight and Supervision:**
   - Provide clinical supervision and guidance to rehabilitation staff, including counselors, case managers, and peer support specialists, to ensure the delivery of high-quality, recovery-oriented services.
   - Monitor client progress and outcomes, review treatment plans, and provide feedback and support to staff to optimize client engagement and outcomes.
   - Foster a culture of continuous learning and professional development among staff, promoting ongoing training, skill-building, and adherence to ethical standards.

3. **Client Engagement and Support:**
   - Oversee the intake and assessment process, ensuring timely access to services and personalized care planning for individuals with mental illness.
   - Facilitate individual and group therapy sessions, psychoeducation classes, and skill-building workshops to support clients in achieving their recovery goals.
   - Advocate for clients' rights, preferences, and self-determination, empowering them to actively participate in their treatment and decision-making processes.

4. **Community Integration and Outreach:**
   - Develop and maintain partnerships with community organizations, mental health agencies, and other stakeholders to facilitate access to resources, support services, and social inclusion opportunities for clients.
   - Coordinate with community-based providers to ensure continuity of care and seamless transitions for clients transitioning between levels of care or returning to the community from institutional settings.
   - Participate in community outreach activities, educational events, and advocacy efforts to raise awareness of mental health issues and reduce stigma.

5. **Quality Assurance and Compliance:**
   - Ensure compliance with regulatory requirements, accreditation standards, and programmatic guidelines, maintaining accurate and up-to-date documentation and records.
   - Conduct regular audits and quality improvement initiatives to monitor program fidelity, adherence to evidence-based practices, and client satisfaction.
   - Address any identified gaps or deficiencies through corrective action plans, staff training, and process improvements to uphold program quality and integrity.

 

SCHEDULED DUTIES AND RESPONSIBILITIES: .

  • in collaboration with the COO, spearhead program OHCQ license and CARF accreditation maintenance by compiling and submitting CEO approved renewal applications at least 90 days before expiration

  • Oversee the day to day operations for assigned programs ensuring profitability consistent with established financial goals, efficiency, and compliance with CARF and COMAR standards

  • understand and assume responsibilities referenced to the "Program Director" and “Psychiatric Rehabilitation Specialist” in COMAR 10.21.17.00-17, 10.21.21.00-13, and 10.21.29.00-09

  • understand and assume responsibilities referenced to the "Health Home Director” in the most recent version of the Maryland Medicaid Behavioral Health Home Manual

  • on a monthly basis, review, update as needed, and electronically sign the performance measurement and management plan, risk management plan, succession plan, integrated cultural competency diversity accessibility and strategic plan, and technology system plan

  • on a weekly basis, spend at least 30 minutes studying a section of COMAR relevant to the programs you manage with a goal of reviewing all relevant sections within a 6 month period on a rolling basis

  • on a weekly basis, spend at least 30 minutes studying a section of CARF relevant to the programs you manage with a goal of reviewing all relevant sections within a 6 month period on a rolling basis

  • on a weekly basis, spend at least 30 minutes studying a section of ASO (Optum, Maryland Medicaid, Medicare, SAMSHA, Maryland Legislative Register) relevant to the programs you manage with a goal of reviewing all relevant sections within a 6 month period on a rolling basis

  • on a weekly basis, spend at least 30 minutes reviewing and signing off on a section of internal Policies and Procedures relevant to the programs you manage with a goal of reviewing all relevant sections within a 6 month period on a rolling basis

  • on a weekly basis, spend at least 30 minutes studying a section of COMAR relevant to the programs you manage with a goal of reviewing all relevant sections within a 6 month period on a rolling basis

  • on a weekly basis, spend at least 30 minutes studying a program financial goals relevant to the programs you manage with a goal of reviewing all relevant sections within a 6 month period on a rolling basis

  • participate in weekly supervision meeting with the COO to discuss at minimum the programs conformance to financial / compliance goals and if necessary implementation of programmatic changes as a result of your weekly COMAR, CARF, ASO, Policies, financial goals, plan interpretations.  Upload meeting minutes to the meeting minute repository and sign the supervision note.

  • Host weekly supervision meeting with subordinates who directly report to you (direct support workers, delegating nurse practitioner case managers who render health home services, and entitlements case managers)

  • Through effective management of the entitlements case managers, ensure all entitlements benefits are maintained while participating clients are active in the programs you manage

  • In collaboration with other directors and managers, host the daily morning interdepartmental team huddle and spearhead discussions at minimum on intakes, discharges, transfers, operational scheduling for the day, interdepartmental needs, clint issues, other operational issues, property management and housing care management related issues

  • Spearhead the response of any request made to the program you manage by any outside agency (i.e. audits and medical records requests)

  • Collaborate with internal departments and external agencies as needed

  • On a weekly basis, in collaboration with the scheduling department, meet with the revenue cycle manager to identify and troubleshoot actual versus budget deviations for your assigned programs.  Keep meeting minutes and log the minutes in the meeting minute repository.

  • On a weekly basis meet with the QA department supervisor to identify and troubleshoot any actionable items with the staff who render services under the programs you manage

  • On a weekly basis meet with the CHRO designated HR representative to identify and troubleshoot actionable items pertaining to hiring/firing needs, staff performance, disciplinary actions, reward actions, staff conformance to HR record standards, restriction / issuance of privileges for staff to render services

  • With the goal of conducting a quality of care session with all active adult clients on a 6 month rolling basis (3 months for minors), meet with 14 clients weekly.  Do not perform this duty for clients sooner than the designated time frames.  During the session complete a H0002 assessment and update the master ITRP ensuring its only one ITRP for the client in ICANotes

  • In collaboration with the other directors and managers, spearhead a joint treatment team meeting to troubleshoot and resolve issues presented by clients not mitigated at the direct treatment level.

  • On a weekly basis randomly select and visit at least two sites outside of the office where the programs you manage render services.  Effect change where necessary.  Document the visit in your site visit log.

  • On a weekly basis randomly select and shadow at least three provider-client treatment sessions for different provider-client combinations.  Effect change where necessary.  Document the session in your shadow session log.

  • On a weekly basis, conduct an introduction/collaboration/feedback conversation with one new community agency stakeholder.  Document the conversation in your stakeholder contact log.

  • Oversee intakes, ongoing treatment and discharges of clients into and out of the programs you manage participating in its components as dictated by established workflows.

 

UNSCHEDULED DUTIES AND RESPONSIBILITIES:

  • Assist your supervisor with any work related tasks as requested taking initiative where possible

  • Responsible for following regulations of COMAR, CARF, any other regulatory body, and company policies/ procedures related to service delivery and documentation and co-facilitating orientation of all new hires to these as well.

  • Support the maintenance of a safe environment by participating in training and drills as requested.

  • Maintain confidentiality of records relating to client’s treatment.

  • Participate in external and internal audits/surveys (CARF/CSA/OHCQ) as directed by the supervisor.

  • Participates in quality assurance and performance improvement plans by completing periodic audits or other activities to ensure regulatory compliance and/or improve service delivery.

 

PHYSICAL DEMANDS: Regularly walk, stand or stoop; occasionally lift, carry, push, pull or otherwise move objects weighing up to 25 pounds; and regularly drive a motor vehicle.  Prolonged periods of sitting at a desk and working on a computer.  Prolonged periods of staring at a computer screen.
 

WORKING CONDITIONS: Work is performed in a clinical office setting and in the community where you could be exposed to communicable diseases and general workplace hazards.

Qualifications

COMPETENCIES AND SKILLS: 

  • At least 5 years of experience in program management

  • Knowledge of applicable state and local laws

  • Proficiency in MS Office Suite

  • Must be on duty at least 40 hours a week

  • Minimum of 5 years of experience in psychiatric rehabilitation or mental health services, with demonstrated proficiency in program development, clinical supervision, and client-centered care.

  • Strong knowledge of recovery-oriented principles, psychosocial rehabilitation models, and trauma-informed care approaches.

  • Excellent leadership, communication, and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders and foster a supportive team environment.

  • Commitment to upholding ethical standards, confidentiality, and professional boundaries in all aspects of program operations.

  • Proficiency in electronic health record (EHR) systems and other relevant software applications.

  • Experience working with individuals from diverse cultural backgrounds and marginalized populations is highly desirable.

 

LEVEL OF EDUCATION/TRAINING/QUALIFICATIONS:

  • Current state license in mental healthcare profession or be a Rehabilitation counselor who is currently certified by the Commission on Rehabilitation Counselor Certification
  • Bachelor’s degree in business, healthcare administration or related field
